Pengiraan Detik 84 Hari ke PRU13: Mahathir patut selamanya tutup mulut sekiranya beliau tidak bersedia untuk secara sukarela tampil di hadapan RCIII Sabah untuk membersihkan tuduhan bahawa beliau adalah pengkhianat dengan memberikan Kad Pengenalan dan hak mengundi kepada pendatang asing semata-mata untuk mempertahankan kuasa politik UMNO

Timbalan Presiden Parti Keadilan Rakyat (PKR), Azmin Ali telah memanggil mantan Perdana Menteri Tun Dr. Mahathir Mohamad pengkhianat negara berikutan pendedahan di Suruhanjaya Siasatan Diraja Pendatang Tanpa Izin (RCIII) berkenaan perancangan “kewarganegaraan untuk undian” di Sabah sekitar tahun sembilan puluhan.

Semalam, beberapa bekas pegawai Jabatan Pendaftaran Negara (JPN) memberitahu RCI di Kota Kinabalu bahawa mereka diarahkan bagi memudahcara pendatang tanpa izin untuk mengundi ketika 1990-an dan membantu menaikkan kerajaan negeri yang mesra BN.

Operasi ini termasuklah antaranya mengeluarkan resit kad pengenalan (KP) pengundi yang sememangnya wujud kepada pendatang tanpa izin untuk mengeluarkan kad pengenalan biru kepada pendatang tanpa izin yang tidak layak – juga dikenali sebagai Projek IC atau Projek M yang mana “M” bermaksud Mahathir.

Dua orang paling rapat dan orang kanan Mahathir ketika itu telah dilibatkan oleh saksi di hadapan RCI dalam penipuan kewarganegaraan-untuk-undian di Sabah – Megat Junid Megat Ayub, Timbalan Menteri Dalam Negeri Mahathir, yang juga Menteri Dalam Negeri serta Aziz Shamsuddin, setiausaha politik Mahathir. Megat Junid kemudiannya menjadi Menteri Perdagangan Dalam Negeri dan Kepenggunaan sementara Aziz Shamsuddin kemudiannya menyertai Kabinet sebagai Menteri Kemajuan Luar Bandar Dan Wilayah. Getting Malaysian citizenship cheaply

JAN 17 – Former prime minister Tun Dr Mahathir Mohamad today explained why citizenship was given to illegal immigrants in Sabah, an issue being investigated by a Royal Commission of Inquiry (RCI).

Dr Mahathir said the process was within the law as the immigrants had been in Sabah for decades and spoke Bahasa Melayu.

“When I was prime minister, I was in power to determine the implementation of government policies.

“The government received foreigners to be citizens if (they) fulfilled certain conditions, furthermore those who are there are not one, two days but already 20 to 30 years and they speak in Bahasa Melayu, have the right to be Malaysians,” he said at a press conference here.

“So the problem is when there are people who are tidak senang (unhappy) when there are some who become Malaysians although those individuals have already long resided in Malaysia, that is what causes problems.”

That defence is weak, especially when those who have testified at the RCI say they were ordered to issue citizenship and receipts for blue or citizen’s identity cards.

An official accused the late former deputy home affairs minister Tan Sri Megat Junid Megat Ayub of ordering the National Registration Department (NRD)’s Sabah branch to issue temporary documents to allow immigrants to vote in a 1994 state election.

Dr M admits citizenships given out in Sabah, says nothing illegal

KUALA LUMPUR, Jan 17 – Tun Dr Mahathir Mohamad today admitted that citizenships were given to foreigners in Sabah, but stressed that it was “within the law”.

The former prime minister was asked to comment on the Royal Commission of Inquiry (RCI) on Sabah’s illegal immigrants issue.

“When I was prime minister, I was in power to determine the implementation of government policies.

“The government received foreigners to be citizens if (they) fulfilled certain conditions, furthermore those who are there are not one, two days but already 20 to 30 years and they speak in Bahasa Melayu, have the right to be Malaysians,” Dr Mahathir (picture) said at a press conference here.

“So the problem is when there are people who are tidak senang (unhappy) when there are some who become Malaysians although those individuals have already long resided in Malaysia, that is what causes problems.”

84-Day Countdown to 13GE: Mahathir should forever shut up if he is not prepared to volunteer to appear before the Sabah RCIII to clear allegations that he is traitor for giving ICs and voting rights to foreigners just to shore up UMNO’s political power

The Parti Keadilan Rakyat (PKR) Deputy President, Azmin Ali has called former Prime Minister Tun Dr. Mahathir Mohamad a traitor to the country following revelations at the Sabah Royal Commission of Inquiry on illegal immigrants (RCIII) of “citizenship-for-votes” schemes in Sabah in the nineties.

Yesterday, several former National Registration Department (NRD) officers told the RCI in Kota Kinabalu that they were instructed to facilitate immigrants to vote during the 1990s and help install a BN-friendly state government.

These operations ranged from issuing identity card (IC) receipts of existing voters to immigrants to issuing blue identity cards to unqualified immigrants – also known as Project IC or Project M where “M” stood for Mahathir.

Two of Mahathir’s closest confidantes and right-hand men at the time have been implicated by witnesses before the RCI in the citizenship-for-votes scam in Sabah – the late Megat Junid Megat Ayub, Deputy Home Minister to Mahathir, who was also Home Minister and Aziz Shamsuddin, Mahathir political secretary. Megat Junid went on to become Minister for Domestic Trade and Consumer Affairs while Aziz Shamsuddin later joined the Cabinet as Minister of Rural and Regional Development. Sabah NRD director tells the RCI that he was personally instructed by Megat Junid Megat Ayub to recruit new voters.

KOTA KINABALU: A former National Registration Department (NRD) officer told an inquiry here that he took part in a project to give foreigners here identity cards so that they could vote in an election in the 1990s.

Mohd Nasir Sugip, who was detained under the now repealed Internal Security Act (ISA), told the Royal Commission of Inquiry (RCI) he was part of a top secret operation dubbed ‘Ops Durian Buruk’ (Operation Rotten Durian) on the instruction of his bosses in the department.

He claimed the operation ran from 1992 to 1995 and said the instruction to furnish the foreigners with identity cards so that they could vote came from the state Election Commission (EC).

“At that time, Sabah SPR director Wan Ahmad handed over a list of 16,000 names to be made into ‘bumiputera Islam’ voters.

“My boss, Sabah NRD director Ramli Kamarudin, then verbally told me to execute this project,” he said.

Mohd Nasir said three other individuals were present when the instruction was issued but their names could not be immediately ascertained.

He said he followed the instructions given to him and recruited other officers at the district level for the operation.

Based on a list of names provided by the EC, foreigners were issued with new identity card numbers that contained their date of birth, photographs and names and all were mostly from Sandakan, Tawau, Sempoerna and other parts of the state, he said.

‘NRD’s G17 processed over 100k blue ICs for foreigners’

A special unit dubbed G17 operated out of the Sabah National Registration Department (NRD) headquarters in Kota Kinabalu beginning 1990 and was responsible for processing the application forms for some 100,000 blue identity cards for immigrants, the royal commission of inquiry (RCI) on immigrants in Sabah was told today.

Kee Dzulkifly Kee Abdul Jalil, who was part of the unit, said he was tasked to write down the names and numbers on the blue identity cards that was then done manually before they were shipped to Kuala Lumpur.

“I wrote down the names according to what is in the application forms that were given to us,” he said, adding that the unit processed an estimated 100,000 such identity cards.

Furthermore, he said his unit was also responsible for issuing letters of approval for birth certificates, which he estimated the unit had produced some 200,000 for the children of immigrants.

Two of former prime minister Dr Mahathir Mohamad’s closest confidantes were today implicated by witnesses testifying before the royal commission of inquiry (RCI) into the alleged citizenship-for-votes scam in Sabah.

A former Sabah National Registration Department (NRD) officer testified that he and the others stayed at the house of Abdul Aziz Shamsuddin (right), who was then Mahathir’s political secretary, when they were roped in to issue blue identity cards to the immigrants.

Yakup Damsah, who was then Tamparuli NRD chief, told the RCI that he and the other NRD officers were flown from Sabah to Kuala Lumpur, from where they worked out of Aziz’s house in Kampung Pandan.

“After receiving instructions from then-Sabah NRD chief Abdul Rauf Sani, we were ordered to go to KL and were placed at Pak Aziz Shamsuddin’s residence in Kampung Pandan,” Yakup said.

He said they were tasked to sign the identity cards that were to be issued to the immigrants, which were subsequently laminated at the NRD headquarters in Petaling Jaya and shipped to the Kota Kinabalu NRD for distribution. KOTA KINABALU, Jan 16 — A former National Registration Department (NRD) official accused the late Tan Sri Megat Junid Megat Ayub of ordering him to issue NRD receipts enabling illegal immigrants in Sabah to vote in the 1994 state election.

Former Sabah NRD director Ramli Kamarudin said Megat Junid, then the deputy home affairs minister, had told him that the NRD receipts were to match the names and IC numbers of registered voters.

“We gave them (immigrants) RM20,” Ramli told the Royal Commission of Inquiry (RCI) on illegal immigrants here today.

“We teach them how to vote. We gather them in a house. We send them by bus to the polling stations. Then we send them back and we collect the receipts. The receipts are just for voting. We did not give them identity cards,” he added.

Ramli said that about 200 NRD receipts were issued in five or six state constituencies each in Sabah that were considered “black spots that were difficult for the government to win.”

“One area maybe 400,” he said.

Tun Dr Mahathir Mohamad, Malaysia’s longest-serving prime minister who was in power from 1981 to 2003, has been accused of spearheading the so-called “Project IC”, in which citizenships were allegedly given to immigrants in exchange for their votes. Why can’t MACC re-open investigations into the scandal of the RM40 million “political donation to Sabah Umno” in the light of new evidence instead of asking the AG to review his decision on the case?

The PKR director of strategy Rafizi Ramli returned from his second trip to Hong Kong and meeting with its Independent Commission Against Corruption (ICAC) with the news that the possibility is high that Sabah Chief Minister Datuk Seri Musa Aman could be charged with money laundering by the Hong Kong authorities following the submission of “new evidence” related to Musa’s alleged logging commissions.

Last week, it was disclosed that the Malaysian Anti-Corruption Commission’s (MACC) Operations Review Panel had requested the Attorney-General to review its decision on the RM40 million allegedly channeled from timber trader Michael Chia to Musa.

The question is why the MACC could not act independently and professionally, and on its own re-open investigations into the scandal of the RM40 million “political donation to Sabah Umno” in the light of “new evidence”, especially with many questions left answered, including:

Whether the RM40 million cash in Singapore currency, which Sabah timber trader Michael Chia had in his luggage before boarding a flight to Kuala Lumpur at the Hong Kong International Airport on August 14, 2008 and was impounded by the Hong Kong for three years but which had to be released when the Malaysian authorities refused to co-operate with ICAC on the case, was “dirty money” derived from corruption and/or illegal logging activities in Sabah which had to be smuggled or laundered back into Malaysia. Rethinking poverty in Sabah

DEC 13 — One of my first field trips as a researcher was to a small kampung in Sabah. I was new to the job and after a day of shadowing more experienced colleagues, they decided that I was ready strike out on my own and dropped me off in front of a rickety house on the edge of the village.

As I stood at the bottom of the stairs, a 14-year-old boy with a toddler in his arms came out to greet me, followed by a bevy of younger children. When I asked him for his parents, he hesitated: “They are not around. Shall I get my aunt for you?”

Sabah has the highest incidence of poverty in Malaysia. According to the latest statistics, the poverty rate has dropped from 23 per cent in 2004 to 19.2 per cent in 2009. However, this means that one out of five people in Sabah is still living below the poverty line. The national average for poverty in Malaysia is 3.8 per cent.

In Sabah, households with a combined monthly income below RM1,050 are identified as poor; while the absolute poor have a monthly income of less than RM630. This is higher than the poverty line set for Peninsular Malaysia which is below RM760 a month — it has to be remembered though that the high cost of living is much higher in Sabah compared to Peninsular Malaysia. Perhimpunan Agung ke-66 “perang” UMNO baru sahaja berakhir dengan penuh keyakinan dan tawa gembira, apabila Setiausaha Agung UMNO Datuk Seri Tengku Adnan Tengku Mansor dan pemimpin UMNO yang lain mengisytiharkan bahawa UMNO bukan sahaja bakal menang pada pilihan raya umum akan datang, tetapi akan memenangi kembali majoriti dua pertiga dan keempat-empat negeri Pakatan termasuklah Kelantan dan Pulau Pinang.

Walau bagaimanapun, manusia hanya merancang, Tuhan yang akan menentukan”.

Greatest Najib disappointment at the 66th UMNO GA – failure to declare all-out war against corruption which is proof that UMNO incapable of change so long as it remains corrupted in the corridors of power

UMNO’s “war” 66th General Assembly has ended with UMNO leaders confident and euphoric, with the UMNO Secretary-General Datuk Seri Tengku Adnan Tengku Mansor and other UMNO leaders declaring that UMNO will not only triumph in the next general elections, but will win back the two-thirds parliamentary majority as well as all the four Pakatan states including Kelantan and Penang.

However, “Man proposes, God disposes”.

The possibility of Barisan Nasional wresting back the four Pakatan Rakyat states of Penang, Kelantan, Selangor and Kedah or blocking Pakatan Rakyat from winning back Perak State Government cannot be dismissed completely.

At the national level, the 13GE is going to be a nail-biting finish, with the outcome a toss-up as it could go either way with Barisan Nasional returned to Federal power in Putrajaya or Pakatan Rakyat replacing BN as the new Malaysian government breaking UMNO political hegemony.

The 13GE will be faced with a new Malaysian political demography – with the majority of the 29 million population of today born after Malaysia Day, with nearly 70 per cent living in the urban areas, eighty per cent are under the age of 45 while half of our people under the age of 25.

Who wins Putrajaya in the 13GE will not be decided by the BN or PR hardcore but the middle ground voters, comprising some 30 per cent of the 13.1 million, i.e. 4 million, registered electorate. BN will recapture all Pakatan states, win two-thirds majority, say Umno leaders

KUALA LUMPUR, Dec 1 — Umno is confident of wresting back all four Pakatan Rakyat-led (PR) states and even recapturing its two-thirds parliamentary majority in the coming polls, buoyed by a strong belief that the Najib government’s reformist measures have successfully impressed the Malaysian electorate.

Several leaders told The Malaysian Insider that Umno is now fully prepared to march to the battle lines, having struggled through four years of heavy transformation from the party’s administration to the mindsets of its over three million members.

Emerging fully charged after the second day of the party’s assembly here yesterday, the leaders wasted no breath in declaring that achieving two-thirds is no longer an aspiration for Umno but a comfortable reality.

“Of course,” Umno secretary-general Datuk Seri Tengku Adnan Tengku Mansor said, when asked if the party was confident it would once again occupy two-thirds of Parliament’s 222 seats after the polls.

RM40m Sabah Umno ‘donation’ is pittance, say Umno delegates

KUALA LUMPUR, Nov 30 — Several Umno members appeared today to dismiss the controversy over Sabah Umno’s RM40 million “political donation”, saying the sum was pittance compared to the millions the party dishes out during elections.

Arsit Sedi @ Sidik, a delegate from Sabah, even described the sum as “a very small dot” and revealed that in the Putatan constituency in his home state, Umno would have to spend up to RM6 million during the polls.

“RM40 million is a small sum, I don’t think it can even support the next election.

“The amount needed is very high, especially Sabah. If you are talking RM40 million, it is not enough to even move the election machinery.

Sabah voters will be the “kingmakers” in the 13GE to decide who will form the Federal Government in Putrajaya and who will be the Prime Minister of Malaysia

After my latest visit to Sabah and three-day “DAP UBAH tour” of Papar (Kg Tamui), Kota Belud ( Kg Nahaba), Inanam, Matunggung (Kg. Pinaurat) and Kudat, with Sabah DAP leaders, it is clear that the Pakatan Rakyat Sabah’s RM7.28 billion Alternative Budget 2013 announced last month has “hit the marks” and put intense pressure on the Sabah Chief Minister, Datuk Seri Musa Aman and the Barisan Nasional Sabah leaders.

For instance, Musa was reported in the Sabah newspapers on Friday of handing over funds totaling RM30.9 million to 140 non-Islamic religious bodies and 266 schools including Chinese independent and missions schools in the state – made up of RM18 million to religious bodies including churches, Chinese temples and other non-Muslim places of worship and RM12.9 million to the schools.

Although Musa said that “the large allocation for non-Islamic religious bodies was reflective of the Barisan Nasional government’s commitment in upholding religious freedom in the country”, it was clearly in response though weak and inadequate to the fourth of five thrusts of Pakatan Rakyat Sabah’s Alternative Budget 2003 on “Empowering Local Communities”.

However the Sabah BN government has fallen far short of what the PR Sabah Alternative Budget proposed.

Pakatan Rakyat’s 13GE call and objective is positive “Unite and Rule” unifying all races and religions while Umno and Barisan Nasional resort to the traditional polarising “Divide and Rule” tactics

For the first time in the nation’s history, voters in Sabah and Malaysia have become very impatient of waiting for the general elections as they have been waiting for more than two years for the most crucial and critical 13th General Elections.

Everywhere throughout Malaysia, whether in Sabah, Sarawak or the peninsular states, whether at ceramahs, dialogues or walkabouts, the question most frequently asked is: “When is the general elections?”

Although it has become the national guessing game for more than two years, only one man in the country has the answer – the Prime Minister Datuk Seri Najib Razak.

But the greatest irony is that even Najib does not have the answer as he agonises for over two years on when to call for the 13th General Elections – not because of any high national consideration or reason of state but purely from the selfish standpoint of his own personal political survival.

Umno leaders cannot be more wrong as Umno’s biggest problem in 13GE is not the perception but the fact of their corruption

Umno secretary-general Tengku Adnan Mansor cannot be more wrong in claiming that Umno’s biggest problem in the 13th General Election is the perception that it is a corrupt party.

The real problem is the corruption in the Umno leadership, which must bear the full responsibility for Malaysia’s worst ranking in the past 17 years of Transparency International (TI) Corruption Perception Index (CPI) and losing out to more and more countries not only in the region, the Asia-Pacific but even to Islamic countries in the Organisation of Islamic Conference (OIC) in the fight against corruption.

When the TI CPI was first introduced in 1995, Malaysia was ranked No. 23. I can still remember the condemnation by the then Prime Minister Dr. Mahathir Mohamad who accused it as part of the Western “white men” conspiracy to demonise Asian countries as the global anti-corruption NGO was headquartered in Berlin.

What is most ironic is that in the months before he stepped down as Prime Minister in October 2003, he was singing a different tune, according legitimacy by giving his bessings to the annual TI CPI when he urged the country to aim to be among the top countries among the least corrupt nations in the annual TI CPI.

When Mahathir stepped down as Prime Minister, Malaysia’s ranking in 2003 had dropped from 23rd in 1995 to 37th position!

NOV 7 — A long time ago, Sabah was like the miserable child in a messy custody battle. Custody battles are hard. It’s not easy for a judge to rule on what truly is best for a child. Who could provide a better environment? The rich parent or the one who makes up for it in affection what he or she lacks in money?

Sabah got to choose… and chose the poorer parent, who wasn’t getting paid child support from the other, richer parent: Umno. Umno was still mad about the PBS walking out and like all vengeful “spouses” chose to try and beggar PBS and, by proxy, Sabah.

But in the end, choice didn’t matter. Because Sabahans’ right to choose who they wanted to lead them was taken away from them by the Great Frog Exodus.

It’s funny that Sabah’s chief minister, Datuk Seri Musa Aman, can so blithely state that Sabah has grown as a “progressive, prosperous, peaceful and stable state” under Barisan Nasional.

That’s like saying after starving and torturing a child for leaving your care and then bribing someone to place the child in your hands, you expect the child to be grateful for receiving what it was due, after you denied it child support for eight years? MyKad ‘Islamisation’ of Sabah’s Bumiputera Christians

NOV 5 — Bumiputera Christians in Sabah continue to be “converted to Islam” by the National Registration Department (NRD) simply because they have “bin” and “binti” in their names. Sabah churches are seeking urgent solutions to the crisis but none seems to be in sight.

The NRD has made it clear it would continue to list Bumiputera Christians in Sabah as Muslims as long as they are known by bin or binti. It would also not rectify past entry errors by way of changing the religion listing back to Christianity in the identity cards (MyKad) of those affected.

The NRD would only act upon an order by a syariah High Court to determine whether those Bumiputera Christians whom it had listed as Muslims are not Muslims indeed.

Even if these native Christians get a hearing from the syariah court, both the NRD and Islamic authorities may not turn up, thus causing unnecessary delays.
