All Malaysians are asking why the Attorney-General is so eager to close the books over the two conflicting statutory declarations by Private Investigator P. Balasubramiam on the heinous C4 murder of Mongolian Altantuya Shariibuu in 2006.

In an extraordinary twist to the sordid saga of the C4 murder of Altantuya, Balasubramaniam has hit back at the government for closing the case on his double statutory declarations.

In an open letter to attorney-general Abdul Gani Patail the day after the Minister in the Prime Minister’s Department, Datuk Seri Nazri Aziz told Parliament that the Attorney-General had closed the case, Balasubramaniam said that he was “surprised” that despite having conceded to signing a false statutory declaration, the police could not find evidence of any wrongdoing.

Gani Patail stand accused of fabricating evidence in the Anwar Ibrahim “black eye” investigation in 1998, which stands unrebutted although made by the police officer responsible for the investigation 12 years ago

On April 14, 2010, in response to my statement “Call for RCI to conduct full inquiry on whether Israeli agents had infiltrated Bukit Aman” posted on my blog on April 10, 2010, I received following email from one Datuk Mat Zain bin Ibrahim, which said among other things:

“First and foremost let me declare that I was the Investigation Officer of the infamous “black-eye” incident,which need no further elaboration.

“My response are confined to certain remarks only which YB made in the above article,that are reproduced below;

“A good case in point was the 1998 “black-eyes” attack on Datuk Seri Anwar Ibrahim by the then Inspector-General of Police in the very inner sanctum of Bukit Aman, just some fortnight after losing his high positions as Deputy Prime Minister and Finance Minister.

DAP: ‘MACC not doing its job’

KUALA LUMPUR: DAP has blasted the Malaysian Anti-Corruption Commission (MACC) for its poor show in stamping out corruption.

Commenting on MACC’s investigations into 11 people for ‘owning excessive’ wealth, an irate Lim Kit Siang (Ipoh Timur MP) said: “An independent, efficient and professional anti-corruption agency would be able to investigate hundreds if not thousands of these cases of disproportionate sources of income immediately.

“Many of these people have lifestyles, houses and cars that would not have come from their official incomes.”

Lim was responding to Minister in the Prime Minister’s Department Nazri Abdul Aziz statement that 11 people (political and civil servants) were being investigated by the MACC for having excessive assets, and only two ‘accusations’ had been made between 2009 and 2010.

Budget 2011 – Unable to stimulate necessary growth to meet high-income nation objective

Budget 2010: Government failed to keep a lid on sky-rocketing operating expenditure

The Prime Minister in his speech announced that the Government will be on track to meet the projected budget deficit of 5.6% for the fiscal year 2010 giving the appearance that the Government was able to meet its financial commitment and targets. However, the meeting of the deficit target masks the fact that the Government had in fact substantially overspent its allocated budgets, and was “saved” only by a higher than expected collection of tax revenues.

Last year when the budget for 2010 was announced, the Government promised a commitment to trim operating expenditure to reduce wastage and to generate greater value for money returns with the tax-payers’ money.

We had in fact applauded the Government’s decision to reduce operating expenditure by a significant 13.7% from RM160.2 billion in 2009 to a budgeted RM138.3 billion. The government’s operating expenditure includes salaries and pensions for the civil service, purchase of government assets, supplies and services, rentals, various subsidies, debt repayments, toll compensations and “other” expenditures. A government’s “operating expenditure” is not expected to generate high economic multiplier effects, as opposed to “development expenditure”.

DAP wants chief secretary hauled up for inaction against ‘racist’ civil servants

KUALA LUMPUR, Oct 13 — The DAP demanded today that Tan Sri Mohd Sidek Hassan be hauled up in Parliament for failing to take swift action against “racist” civil servants.

DAP advisor Lim Kit Siang said that the Chief Secretary’s silence on the matter was a mockery to the Najib administration’s reform plans.

“This is an utter mockery of the government transformation programme when two months have elapsed but nothing has been done with regards to the principals.

“Perhaps the chief secretary does not understand the meaning of people first, performance now,” said Lim.

The Chief Secretary said yesterday that the government will follow proper procedure in dealing with two school principals and a Biro Tata Negara (BTN) official for making racist remarks.

Why after more than half a year, not a single Cabinet Minister dare to rebut the communal extremists and state that the New Economic Model is not against Article 153 of Constitution?

I walked out of Dewan Rakyat in disgust this morning.

I had stood up to ask a supplementary question for the first oral question which was on the New Economic Model, but the Deputy Speaker, Datuk Ronald Kiandee, who was in the chair, refused to call me.

The question on the New Economic Model was posed by the UMNO MP for Maran, Datuk Haji Ismail bin Hj Abdul Muttalib who asked the Prime Minister “to state the guarantee that in carrying out the New Economic Model it is effective and will achieve the objective set out to make Malaysia a high income nation and at the same time spur the economy and the programmes planned for implementation”.

The answer was given by the Deputy Minister in the Prime Minister’s Department, Datuk S. K. Devamany.

If I had the opportunity to pose the supplementary question, I would have observed that on the second day of the 34-day of the budget Parliament, the absence of the Prime Minister, Datuk Seri Najib Razak or anyone of the many Ministers in the Prime Minister’s Department to answer this question shows that the Barisan Nasional government is neither really seriously nor fully committed whether to Najib’s 1Malaysia concept, New Economic Model or Parliament.

Questions thrown out, opposition MPs cry foul

KUALA LUMPUR: Some issues are political potatoes too hot to handle or so it seems when the Dewan Rakyat got down to business today.

The wealth of Sarawak Chief Minister Taib Mahmud, Perkasa, Biro Tata Negara (BTN) and 1Malaysia concept were all brought up but were never debated.

When the bell rang for the session to begin, 16 Opposition MPs, mostly from the DAP, and an Independent MP, stood up to protest that their questions were thrown out. They claimed the questions on these “hot” issues were rejected “without any apparent reason”.

The ball started rolling when outspoken veteran leader Karpal Singh (DAP-Bukit Gelugor) said that his question, asking Prime Minister Najib Tun Razak to state his stand whether he is a “Malaysian first or a Malay first” was rejected.

“Deputy Prime Minister Muhyiddin Yassin had once said he was a Malay first and Malaysian second, while Minister in the Prime Minister’s Department Nazri Abdul Aziz said he is a Malaysian first and a Malay second.

“I don’t understand why my question was rejected. Why give special protection to the prime minister? Can I get an explanation from the Speaker?” he asked.

His colleague, Lim Kit Siang (DAP-Ipoh Timor), also suffered the same fate when his question on “racist” BTN (National Civics Bureau) was not entertained by Najib.

“I asked the prime minister why, after 18 months since 1Malaysia was introduced, a senior civil servant has failed to embrace the unity concept?” he asked, apparently referring to BTN assistant director Hamim Husin. Continue reading “Questions thrown out, opposition MPs cry foul”

Parliament rejects questions on Utusan, Sarawak

KUALA LUMPUR, Oct 11 — Questions on Sarawak Chief Minister Tan Sri Abdul Taib Mahmud’s wealth and the Umno-owned Utusan Malaysia were among 28 questions from 17 opposition MPs rejected today.

Two DAP MPs from Sarawak, Wong Ho Leng and Chong Chieng Jen, had earlier asked the government to explain if the Malaysian Anti-Corruption Commission (MACC) has started investigating allegations on Taib’s property ownership overseas, as published on an anonymous website.

“My question is valid. I want to know if an investigation has started because of the report on the website,” said Chong when protesting the Parliament’s decision to reject the question.

Opposition bench queries rejection of questions

Opposition MPs were up in arms today as the August House rejected 28 questions from 17 Pakatan Rakyat parliamentarians, forcing speaker Pandikar Amin Mulia to promise he will look into their complaints as soon as possible.

Right after the end of question time, Karpal Singh (DAP-Bukit Gelugor) (right) cited the standing orders to ask why his question, asking Prime Minister Najib Abdul Razak if he is a Malay or Malaysian first, was rejected.

Karpal said a letter he received from the speaker’s office which said his question was rejected on the grounds that he was asking for the premier’s opinion and was a hypothetical question.

“The deputy Prime Minister had said he was a Malay first and Malaysian second, and Minister in the Prime Minister’s Department Nazri (Aziz) said he was a Malaysian first and Malay second.

Question related to Sosilawati mass murders placed fourth in tomorrow’s question time in Parliament

My question related to the Sosilawati mass murders in Banting has been placed as number four for tomorrow’s question time in Parliament.

The question I had submitted reads:

To ask Home Minister to list the date/nature of police reports lodged against the lawyer brothers in Banting suspected responsible for the Sosilawati mass murders, reasons for police inaction which have gravely undermined public confidence in police professionalism and latest actions on these police reports.

Tuan Lim Kit Siang [Ipoh Timur] minta Menteri Dalam Negeri menyatakan tarikh/jenis laporan-laporan polis yang dibuat terhadao adik-beradik peguam yang disyaki terlibat dalam pembunuhan beramai-ramai Dato Sosilawati di Banting, serta tindakan terkini terhadap laporan-laporan polis berkenaan.

PR will move urgent motion on 1st day of Parliament Oct 11 if no satisfactory action taken against two school principals who made racist slurs against students in schools

Deputy Prime Minister Tan Sri Muhyiddin Yassin has again rubbished Prime Minister Datuk Seri Najib Razak’s slogan of “1Malaysia. People First. Performance Now” when he made the startling statement yesterday that he is completely powerless to act against the two school principals, one in Johore and the other in Kedah, who had made racist slurs against students in their schools.

The previous occasion when Muhyuiddin rubbished Najib’s “1Malaysia. People First. Performance Now” concept was when the Deputy Prime Minister declared that he is “Malay first, Malaysian second” – diametrically contrary to the 1Malaysia objective to create a Malaysia where every Malaysian would regard himself or herself as Malaysian first and race second.

Muhyiddin’s latest gaffe was made at the opening of the Anti-Corruption Initiative for Asia and the Pacific regional seminar on the Criminalisation of Bribery in Kuala Lumpur yesterday, substituting for Najib who has left for New York to address the 65th United Nations General Assembly.

Malaysians wonder whether Muhyiddin would declare that he is “Malay first Malaysian second” or “Malaysian first Malay second” when his turn comes to address the UN General Assembly in his capacity as Deputy Prime Minister of Malaysia! People first, democracy now!

In a democracy worth its name, it’s the people who come first. The government exists for them and not the other way around as is happening now. We are made to believe that the people are there to do the government’s bidding. The government actually tells you that.

You vote for my man on Sunday, you will get a cheque on Monday. That’s what they told the voters in Ulu Selangor. In Sibu they told the voters, “You elect my man, I will pay for the flood mitigation project” – otherwise you can drown in the flood for all I care!

In other words, you will be rewarded if you serve the ruler; otherwise you will be punished. They don’t govern the country any more – they rule over you; they lord over you.

Panel happy with Aminulrasyid shooting probe

KUALA LUMPUR, July 12 — The Home Ministry’s panel on the fatal police shooting of schoolboy Aminulrasyid Amzah has completed its probe and is satisfied with how the force had investigated the case.

Home Minister Datuk Seri Hishammuddin Hussein, in a written reply to a question from Lim Kit Siang (DAP-Ipoh Timor) issued last Thursday, said that the special panel was “at this point” satisfied that the police’s investigation on the case had been “transparent” and that it had been concluded in a short time.

He noted that since Aminulrasyid’s case had been handed over to the Deputy Public Prosecutor’s office, the issue on why the government had not formally apologised to the youth’s family was now “irrelevant”.

“The issue of whether the suspect had committed an offence or not is now under the jurisdiction of the courts.

“Hence, it is not appropriate for the government to take any action before the case is heard in court,” he said.

In his question to Parliament last week, Lim had asked why the government had not issued a formal apology for carelessly “killing” the 14-year-old Aminulrsyid in Shah Alam on April 26. Continue reading “Panel happy with Aminulrasyid shooting probe”

Where is the report of the Special Parliamentary Committee on Corruption on the first year of operation of MACC which is to be tabled and debated in present meeting of Parliament?

More than a month ago and before the start of the present meeting of Parliament, the Chairman of the Special Parliamentary Committee on Corruption Datuk Seri Mohd Radzi Sheikh Ahmad called for a parliamentary debate on its report on the first year of operation of the Malaysian Anti-Corruption Commission (MACC).

Radzi said allowing a parliamentary debate on the MACC would be a healthy development in improving the performance of MACC.

Under the MACC Act, the Special Committee on Corruption comprising MPs is to submit an annual report to the Prime Minister, who will then table it in Parliament.

The Special Committee on Corruption had completed its report. However, it is now at the end of the present meeting of Parliament which will end next week and there is no sign of the report of the Special Committee on Corruption being tabled in Parliament to enable a special parliamentary debate to be held in the current session.

This is most troubling and goes against all the talk of achieving the NKRA targets which includes eradication of corruption especially “grand corruption”, which means action against the “big fishes”.

DAP wants parliamentary probe on Najib’s Sibu ‘promises’

KUALA LUMPUR, June 24 —The DAP demanded today that Datuk Seri Najib Razak be referred to the parliamentary rights and privileges committee over “inconsistencies” concerning money promised by the prime minister during the recent Sibu by-election campaign.

“Najib, through a written reply yesterday to Sibu MP Wong Ho Leng and Bandar Kuching MP Chong Chien Jien, had said that the government had not promised any projects to Sibu folk during the by-election in Sibu.

“This is a clear lie. We have the recording on Youtube, which has now attracted over 90,000 views. It shows Najib, during a speech in Rejang Park, promising RM5 million if people voted for BN,” said Chong.

During a last-minute pitch on the eve of the by-election, Najib announced an allocation of RM5 million for flood-mitigation projects in Rejang Park provided the BN candidate was elected.

Tenth Malaysia Plan: Long Live NEP – RIP NEM

The signature theme of Datuk Seri Najib Razak on his accession as Prime Minister in April last year was the national transformation of Malaysia, which is anchored on four critical pillars:

  • 1st pillar: “1Malaysia, People First, Performance Now” concept to unite Malaysians.

  • 2nd pillar: the Government Transformation Programme (GTP) to deliver the outcomes defined under the National Key Result Areas (NKRAs).

  • 3rd pillar: the New Economic Model (NEM) resulting from the ambitious Economic Transformation Programme (ETP) to transform Malaysia by 2020 into a developed, competitive and high income economy with inclusivity and sustainability.

  • 4th pillar; the 10th Malaysia Plan 2011-2015 as the first policy operationalisation of both the government and economic transformation programme.

The Prime Minister unveiled the New Economic Model on 30th March and the presented the Tenth Malaysia Plan in Parliament on 10th June. A sea-change took place in the intervening two months, with Najib retreating from his national transformation programme when he succumbed to pressures from extremist groups making baseless and incendiary claims such as that the Malays are under siege and that the Chinese would take over the economy and country.

‘When will PKFZ probe be done – Resurrection Day?’

Though the newly-appointed Transport Minister Kong Cho Ha has said there is no need to look further into the Port Klang Free Zone (PKFZ) fiasco, opposition veteran Lim Kit Siang (DAP-Ipoh Timur) has refused to let the matter go.

The DAP veteran politician during the question-and-answer session in the Dewan Rakyat, demanded to know why then-Transport Minister Chan Kong Choy has not been probed despite being implicated by the Public Accounts Committee (PAC) in the controversy.

The PAC had recommended in its report on the PKFZ controversy last year that Chan be probed for criminal breach of trust (CBT) over his allegedly wrongful issuance of three letters of support.

Chan was said to have issued the letters of support for a turnkey contractor without the approval of the Finance Ministry to raise funds for the PKFZ project, costs of which may balloon to a whopping RM12.5 billion.
