Nancy Shukri has become the template for MCA and Gerakan Ministers seeking to deny the truth instead of facing up to harsh realities

The Minister in the Prime Ministers’ Department, Nancy Shukri, who was in the eye of a national storm for a whole week for her parliamentary answer to the Penang Chief Minister and Bagan MP, Lim Guan Eng, why Perkasa President, Ibrahim Ali was not charged over his threat to burn the Malay-language Bible seems to have become the template and model for MCA and Gerakan Ministers and leaders seeking to deny the truth instead of facing up to harsh realities.

The storm over Nancy’s outrageous reply why Ibrahim Ali was not charged will not end unless and until Nancy faces up to the harsh reality that neither common sense nor the law of the land can accept the defence of Islam or Federal Constitution Article 11(4) as valid reasons to justify threats to burn the Malay-language Bible or any sacred religious scripture enjoying immunity and impunity from lawful prosecutions or sanctions.

Have Malaysian lawlessness reach a stage where the threat to commit crime, subversion or even terrorism can be justified on the ground of defending the sanctity of any religion or the Constitution?

Nancy still owes Parliament and the nation a full apology for her shocking reply and subsequent explanation over why Ibrahim was not charged for his threat to burn the Malay-language Bible. Prime Minister Datuk Seri Najib Razak is confused. He and Barisan Nasional (BN) seem to believe that the wealth, resources and talent in Malaysia belong to them and they can dispense with it at their will.

He doesn’t understand that a political party has to win over people with policies, integrity, consistency, fairness, etc. Bribes do not work. Threats almost always fail.

But yet Najib persists with the carrot-and-stick approach. Before GE13, the BN chairman believed that throwing goodies the way of the Chinese would endear him to the community and by extension, they would support him in the polls.

That strategy failed miserably.

So on the back of being rebuffed at the 2013 elections, Najib has brought out the veiled threats.

Speaking at the MCA annual assembly today, he said the Chinese could not make demands on his government if they continued to support Pakatan Rakyat (PR).

First, his government owns the support of only 47% of the voters. Nearly 52% of Malaysians voted for PR and these include many Chinese, and a sizeable number of Malays, Indians, Kadazans and other indigenous people.

No one would expect the three new MCA/Gerakan Ministers will fail their make-or-break test in their first week in Cabinet.

Firstly, no one expected the Deputy Prime Minister, Tan Sri Muhyiddin Yassin to put them in a bind by making his May 13 threat at a Ramadan event in Pagoh on Friday night.

Secondly, instead of reprimanding or at least dissociating themselves from the May 13 threat, both the MCA President Datuk Liow Tiong Lai and the Gerakan President Datuk Mah Siew Keong sought to sanitise Muhyiddin’s May 13 threat by describing it as a “reminder” to Malaysians to stand united.

Muhyiddin was of course not making any such reminder as his reference of another May 13 was solely in the context worsening ethnic relations arising from the Malays and Islam in Malaysia under increasing attack, painting a false picture of Malays and Islam under growing attack by non-Malays and non-Muslims, which is not only untrue but utterly irresponsible coming from a Deputy Prime Minister as there is no basis for such political scenario. On soup kitchens, and MCA aping DAP

Umno leaders have no compassion for the poor. MCA is a monkey of a party. Monkey does what monkey sees.

The singular characteristic of Umno leaders which is more pronounced than anything else is their arrogance and holding in perfect contempt the rights of others. Perhaps this stems from being in power for so long, which generates a feeling of invincibility and infallibility.

Hence, Tengku Adnan Mansur announces punitive measures to get rid of soup kitchens.

He has issued a directive that no soup kitchens can operate within 2km limits of Lot 10. He is afraid; the sight of vagabonds, homeless and beggars will offend the sensibilities of patrons and denizens in the citadels of luxury and opulence in the Golden Triangle.

The only sin of the soup kitchen organisers is to provide hot food to the destitute and poor in the city. The measures ought to be commended but BN holds such efforts in contempt, because it embarrasses them that the world will know there are many poor people in Malaysia.

At their first Cabinet meeting, will the three MCA/Gerakan new Ministers insist on Jamil Khir retracting two parliamentary statements for flouting BN consensus and established policies or choose to keep quiet to keep their Ministerial posts?

The Malaysian Consultative Council of Buddhism, Christianity, Hinduism, Sikkhism and Taoism (MCCBCHST) has issued a most timely statement to point out that there are no historical document to contradict the fact that Malaysia was intended to be a secular state all the way back to Merdeka in 1957 and the formation of Malaysia in 1963.

Contradicting the recent parliamentary statement of the Minister in the Prime Minister’s Department, Datuk Seri Jamil Khir Baharom that Malaysia was not a secular state, MCCBCHST president Jagir Singh said historical evidence and provisions in the Constitution dispel any doubts that the nation’s founding fathers had intended the nation to be a secular, not an Islamic state.

He cited historical documents such as the Alliance Memorandum submitted to the Reid Commission in 1956, and the white paper issued by the British government in June 1957, to contradict Jamil Khir’s claim that Malaysia was not intended to be a secular state.

For instance, the Alliance Memorandum jointly submitted by Umno, MCA and MIC to the Reid Commission specifically stated that they wanted a secular state, although the religion of the state was to be Islam. Let Liow and Mah prove MCA and Gerakan will be Umno’s equal in government by restoring original BN consensus and getting their first Cabinet meeting to disown Jamil Khir’s parliamentary statement that “Malaysia is not secular state”

After the Prime Minister Datuk Seri Najib Razak’s announcement of his re-appointment as Cabinet Minister on Wednesday, MCA President Datuk Seri Liow Tiong Lai declared that MCA and UMNO share equal roles in the Barisan Nasional (BN) framework, as well as in the government, in accordance with the BN’s traditional system of consensus.

Liow said MCA will not play second fiddle to UMNO in the Cabinet.

This is also the stand of the Gerakan President, Datuk Mah Siew Keong.

Just “as the proof of the pudding is in the eating”, let Liow and Mah prove that MCA and Gerakan will be UMNO’s equal in government by restoring the original BN consensus and getting their first Cabinet meeting to disown the Minister in the Prime Minister’s Department, Datuk Jamil Khir Baharom’s parliamentary statement that “Malaysia is not a secular state”. Call on Najib to reduce his bloated jumbo-size Cabinet to about 20 Ministers in keeping with his Government Transformation Programme and the policy of “minimum government, maximum governance”

The first casualty of Prime Minister Datuk Seri Najib Razak’s Cabinet expansion yesterday, adding three Ministers and three Deputy Ministers to an already bloated Cabinet and government, is Najib’s Government Transformation programme and “people’s first, performance now” policy.

If other parliamentary democracies can have leaner and smarter Cabinets, like United Kingdom (22 Ministers), Australia (19 Ministers) and India (24 Ministers) – including the Prime Minister – why must Malaysia continue to have one of the most bloated Cabinets in the world?

We also have the dubious distinction of having the most number of Ministers in the Prime Minister’s Department, increasing from eight to ten with the appointments of MCA Deputy President Datuk Seri Wee Ka Siong and Gerakan President Datuk Mah Siew Keong yesterday – although Najib is still at a loss as to what portfolios to give them.

Even now, after more than a year’s appointment after the 13th General Elections in May last year, there is confusion galore as to what the eight Ministers in the Prime Minister’s Department are really doing and in charge of in the Najib administration.

With the addition of Wee and Mah to the present battalion of eight Ministers in the PM’s Department, there is going to be even more confusion galore as to what are their respective responsibilities, functions and roles if any.

Wee and Mah will get a chair, table, office, car, staff and other Ministerial perks but they will have no ministries or portfolios to take charge! MCA and Gerakan cannot dismiss Jamil Khir’s “Malaysia is not secular state” statement in Parliament as a personal view but must demand a retraction and a clear Cabinet and BN Supreme Council pronouncement that Malaysia is a secular state with Islam as official religion

After more than a week, both the MCA and Gerakan Presidents have finally come out with a position today on the parliamentary statement by the Minister in the Prime Minister’s Department, Datuk Seri Jamil Khir Baharom that Malaysia is not a secular state, but both have tried to evade the issue by dismissing it as merely Jamil’s “personal view”.

The excuse that a Minister is giving his “personal opinion” might be used if the Minister is speaking outside Parliament, but it is completely unacceptable when a Minister makes a speech or a statement in Parliament.

There is no such thing as a “personal view” when a Minister speaks in Parliament, whether in speeches or in replies to parliamentary questions, as whatever the Minister speaks in Parliament is in an official capacity on behalf of the Barisan Nasional Cabinet which binds all Ministers under the doctrine of collective Ministerial responsibility. Is this what the 10th MCA President has been reduced to, hankering only after Cabinet positions …?

Instead of just mechanically re-launching the MCA School of Political Studies and the forum on the Thoughts of Tun Tan Cheng Lock with empty words, it would be more worthwhile if the MCA President Datuk Seri Liow Tiong Lai remembers the spirit and struggle of the MCA founder and used the occasion to demonstrate that he is a worthy successor to Cheng Lock.

In 1957 under Cheng Lock’s leadership as MCA President, together with other Alliance leaders Tunku Abdul Rahman, Tun Razak and Tun V T Sambanthan, the Alliance leadership submitted a memorandum to the Reid Constitution Commission stating clearly and unequivocally that the religion the country shall be Islam with the assurance: “The observation of this principle shall not impose any disability on non-Muslim nationals professing and practising their own religions and shall not imply the State is not a secular state”.

What has Liow and the present MCA leadership done to uphold Cheng Lock’s uncompromising principle during the Merdeka days that Malaya and now Malaysia will forever be a secular state? Liow Tiong Lai should not try to bargain for more MCA posts in the impending Cabinet reshuffle by telling blatant lies without batting an eyelid about DAP leaders

I want to advise the MCA President Datuk Seri Liow Tiong Lai not to bargain for more MCA posts in the impending Cabinet reshuffle by telling blatant lies without batting an eyelid about DAP leaders.

MCA have been boasting that it would be getting three Ministerial and five deputy ministerial posts in a Cabinet reshuffle, but there are speculation that MCA may finally be allotted with a miserable allocation of one ministerial and two deputy ministerial posts.

Liow should not try to up the ante hoping to get better ministerial and deputy ministerial allocations for the MCA from the Prime Minister, Datuk Seri Najib Razak by making baseless attacks on DAP leaders through lies and falsehoods.

For instance, Liow yesterday alleged that when I met the Murshidul Am Datuk Nik Aziz Abdul Nik Mat during a courtesy call on him in Kota Baru last Thursday together with the DAP Teluk Intan parliamentary by-election candidate Dyana Sofya Mohd Daud, I was “so weak and cowardly” as dared not mention that the hudud issue was one of the reasons for the DAP’s defeat in the by-election. Selangor UMNO motion on hudud is the third time MCA/UMNO played with fire over hudud issue in the last three months

MCA president Datuk Seri Liow Tiong Lai has finally said today that the MCA would oppose any motion or bill on hudud, even if initiated by UMNO.

Liow said this after MCA/UMNO were caught playing with fire over the hudud issue third time in three months after the UMNO Selangor Sg Air Tawar Assemblyman stirred up a hornet’s nest and had to withdraw his motion on the implementation of hudud for the Selangor State Assembly next week.

The first two incidents when MCA/UMNO played with fire over the hudud issue were:

• The Parliament speech by the Minister in the Prime Minister’s Department, Jamil Khir Baharom on March 27 that the federal government was ready to work with the PAS Kelantan state government to implement the hudud law in Kelantan.

Liow and Mah should seriously reconsider whether they want to go down in history as politicians who are prepared to be Ministers regardless of political principles

The Free Malaysia Today report by Anjulie Ngan “MCA anticipates cabinet reshuffle soon” today is double confirmation – of imminent Cabinet reshuffle but no imminent principled stand by MCA President Datuk Seri Liow Tiong Lai and Gerakan President Datuk Mah Siew Keong whose only concern is to get back into Cabinet at whatever cost.

Liow told the reporter that he anticipated Najib to have a cabinet reshuffle soon but he did not know exactly when – as this is up to Najib to decide.

But isn’t Liow, together with Mah, going to ask Najib to put on hold any Cabinet reshuffle as MCA and Gerakan will not be part of Barisan Nasional Cabinet until UMNO can give a solemn undertaking that it would not push for implementation of hudud law whether at federal or state level?

This is not just because of the Umno Selangor Assemblyman for Sungai Air Tawar Kamarol Zaki Abdul Malik’s motion in the Selangor State Assembly next week to push for the implementation of hudud.

Kamarol’s motion is just one of triple UMNO actions in the past three months which showed that MCA, Gerakan and the other 10 Barisan Nasional component parties have no say whatsoever in Barisan Nasional policy decision-making and what UMNO says, does and decides are the law in Barisan Nasional. The Malay Mail Online has reported that the Umno Selangor Assemblyman for Sungai Air Tawar Kamarol Zaki Abdul Malik has submitted a motion to push for the implementation of hudud law for the forthcoming Selangor State Assembly beginning next week.

The Malay Mail Online has also reported that the Prime Minister, Datuk Seri Najib Razak may carry out a major Cabinet reshuffle as early as Friday, which will include bringing in the MCA President Datuk Seri Liow Tiong Lai and the Gerakan President Datuk Mah Siew Keong.

Liow and Mah should ask Najib to put on hold any Cabinet reshuffle as MCA and Gerakan will not be part of Barisan Nasional Cabinet until UMNO can give an undertaking that it will not push for implementation of hudud law whether at federal or state level, as this will be against the founding principles of the founders of UMNO, MCA, MIC and Gerakan as well as the Malaysian Constitution that Malaysia is a secular democratic nation. Would Liow and MCA leaders take a stand and list instances of UMNO violation of BN policy and consensus on hudud at the BN Supreme Council meeting tomorrow?

MCA should end its politics of perfidy and hypocrisy sending out different messages on hudud, one in the Chinese media and another for the non-Chinese media, to mislead the Malaysian Chinese and the UMNO leaders.
Today’s media gives two such examples.

First, the big splash in the Chinese media today of the statement by the MCA Secretary-General Datuk Seri Ong Ka Chuan declaring the MCA’s opposition to the joint technical committee on hudud comprising the Barisan Nasional Federal Government and the PAS Kelantan State Government which was proposed by the Deputy Prime Minister, Tan Sri Muhyiddin Yassin on 28th April 2014.

But this news was completely blacked out in the MCA newspaper, the Star and the non-Chinese media.

Second, the news report in the Chinese media quoting the Wanita MCA Chairman, Datuk Heng Seai Kie demanding that the Barisan Nasional Whip Tan Sri Muhyiddin Yassin take stern disciplinary action against two UMNO Ministers, the Minister in the Prime Minister’s Department, Datuk Seri Jamil Khir Baharom and the Minister for International Trade and Industry Datuk Seri Mustapha Mohammad for breaching Barisan Nasional policy, consensus and discipline in supporting PAS implementation of hudud. Will Liow advise Muhyiddin not to be “held to ransom” by the Terengganu trio who have resigned as UMNO Assemblymen, plunging the state into a constitutional crisis?

I could not have agreed more with the MCA President Datuk Seri Liow Tiong Lai who had advised UMNO Terengganu Assemblymen that they must “put people first, instead of their personal interests”.

It is very clear what Liow was trying to say when commenting on the former Terengganu Mentri Besar Datuk Seri Ahmad Said and two UMNO Assemblymen quitting the party to become independents after attending a Wesak celebration at Wisma Buddhist in Kuala Lumpur today.

Liow said: “The state government cannot be held at ransom. The purpose of us running for elections is to serve the people and we must ensure that the state government continues to do so.”

He hoped that the Barisan Nasional government would take immediate action to stabilise the situation in Terengganu.

10 Questions for MCA President Liow Tiong Lai on whether MCA will compromise on the consensus principle of Barisan Nasional where UMNO cannot unilaterally decide in the name of the other 12 component parties

MCA and Barisan Nasional’s decision not to contest in the Bukit Gelugor parliamentary by-election must rank as the worst political cowardice in the 57-year electoral history of Malaysia.

This worst political cowardice of MCA and Barisan Nasional because of their fear of suffering another ignominious defeat one year after the 13GE results last May, however, camouflages a hidden and unworthy agenda for the by-election – hoping to lull the DAP/Pakatan Rakyat leaders, members, supporters and the voters of Bukit Gelugor into complacency so as to cause the lowest voter turnout in the constituency, and consequently to reduce the humongous majority of 41,778 votes won by Karpal Singh last May. Last year, the voter turnout for Bukit Gelugor was the historic high of 85.35 per cent!

Although MCA and Barisan Naisonal have “chickened” out of contesting in the Bukit Gelugor by-election, the nearly 82,000 voters of Bukit Gelugor should not succumb to the opiate of MCA and BN that the Bukit Gelugor by-election is unexciting and irrelevant when in fact, it and the Teluk Intan by-election are two important milestones in the post-13GE political struggle to restore justice, freedom, democracy and good governance in Malaysia.

I will be developing the case about the great importance of the two by-elections, Bukit Gelugor and Teluk Intan, in the coming weeks.

DAP and PAS have not changed their respective stands on hudud, but it is UMNO, MCA and Gerakan which have changed their stand!

Nobody would have thought that MCA go could lower than what it suffered in the 13th General Elections last May, when MCA surrendered three parliamentary seats to UMNO, namely Gelang Patah, Kuantan and Wangsa Maju and received the worst clobbering in Malaysian electoral history when it was reduced to a mosquito “7-11” party.

But everyone was wrong, for MCA has plumbed to a lower depth, when it announced that it was not contesting the Bukit Glugor parliamentary by-election, with the MCA Secretary-General Ong Ka Chuan insulting the intelligence of Malaysians by giving the most nonsensical of reasons: viz:

“MCA will not participate in the poll as the party wants to fully focus on the hudud issue to protect the federal constitution.

“If we contest, some issues might crop up and divert us from our focus, which is to stop the PAS Private Member’s Bill from being tabled in Parliament on June 9.”

The press has reported that the PAS Central Committee at its meeting in Kuala Lumour this morning decided that it will not present a private member’s bill on the implementation of hudud in Parliament in June, referring the matter to the technical committee formed jointly by the Federal Govenment and the Kelantan State governments.

Now that PAS will not be tabling a private member’s bill on hudud implementation in the June meeting of Parliament, will MCA contest in Bukit Gelugor as the very reason for not participating in the by-election has been completely demolished by the PAS Central Committee today.

MCA should requisition for an emergency BN Supreme Council meeting for a policy decision to be taken on hudud as 11 or even 12 of the 13 component BN parties would oppose any hudud implementation

The Barisan Nasional BackBenchers Club (BNBBC) comprising Barisan Nasional Members of Parliament have sprung a surprise on its website, lambasting MCA and advising MCA leaders that they “should not spew nonsense or act as a hero as if trying to show the Chinese community that it fights for them” over the controversial hudud issue.

In an anonymous opinion piece on the BNBBC portal, MCA deputy president Datuk Dr Wee Ka Siong was called “rude” for suggesting yesterday that the party will consider its membership in the ruling coalition should Umno continue to support hudud.

The BNBBC stand is a surprise as the question that is inevitably asked is whether it represents the views of all 133 BN MPs, i.e. 88 from UMNO, 14 from PBB, 7 from MCA, 6 from Sarawak People’s Party (PRS), 4 each from MIC, Parti Bersatu Sabah (PBS) and Parti Demokratik Progresif Sarawak (SPDB); 3 from UPKO; 1 each from Gerakan, SUPP and Parti Bersatu Rakyat Sabah (PBRS) or just the views of the 88 UMNO MPs.

If the BNBBC anonymous opinion piece does not represent the consensus views of all the BN MPs, will the seven MCA MPs ask the BNBBC portal to publish an open retraction and apology? Liow should act on Chua’s advice, requisition a BN Supreme Council meeting where UMNO will be outvoted by 1 – 12 on implementation of hudud

Two days ago, I gave the MCA Deputy President Datuk Dr. Wee Kee Siong a free double advice: Don’t tell a bare-faced lie and don’t be caught immediately with such downright dishonesty.

This was when Ka Siong tried to rebut my statement in Batu Pahat on Sunday that the MCA President, Liow Tiong Lai had missed a “golden opportunity” to say “No” in front of the Prime Minister and UMNO President, Datuk Seri Najib Razak in Kuala Lumpur on Saturday that MCA cannot accept Najib’s earlier unilateral and arbitrary announcement in Alor Star that the Barisan Nasional Federal Government had never rejected hudud.

This was because what Najib said was not the original Barisan Nasional stand, and furthermore, violates an important BN principle that any change of Barisan Nasional policy must be the result of the consensus of all component parties and not unilaterally and arbitrarily by any one party, even if it is UMNO.

As I told Ka Siong, what Najib said was never the Barisan Nasional Federal Government’s stand, even going back to the UMNO, MCA and MIC founders like Tunku Abdul Rahman, Tun Razak, Tun Hussein, Tun Tan Cheng Lock, Tun Tan Siew Sin and Tun V.T. Sambanthan as they were very clear that hudud was inconsistent with the secular 1957 constitution and would never say like Najib that the Barisan Nasional Federal Government had never rejected hudud.

Double advice to Ka Siong – don’t tell a bare-faced lie and don’t be caught immediately for such downright dishonesty

Let me give a double advice to the MCA deputy president Wee Ka Siong: Don’t tell a bare-faced lie and don’t be caught immediately with such downright dishonesty.

Ka Siong committed both sins today when he rebutted my media conference statement in Batu Pahat yesterday that the MCA President, Liow Tiong Lai had missed a “golden opportunity” to say “No” to the Prime Minister and UMNO President, Datuk Seri Najib Razak who had attended the launch of the MCA’s “Stronger Together” programme at Tunku Abdul Rahman University College in Kuala Lumpur on Saturday that MCA cannot accept Najib’s unilateral and arbitrary announcement in Alor Star last Thursday that the Barisan Nasional Federal Government had never rejected hudud.

This was because what Najib said was not the original Barisan Nasional stand, and furthermore, violates an important BN principle that any change of Barisan Nasional policy must be the result of the consensus of all component parties and not unilaterally and arbitrarily by any one party, even if it is UMNO.
