Malaysia’s three-place drop in WEF’s Global Competitiveness Report 2009-2010 because of worsening crime is powerful reason why Musa Hassan should not continue as Inspector-General of Police

Although the Prime Minister, Datuk Seri Najib Razak kicked off his premiership five months ago with a pledge to raise efficiency and productivity of the public delivery system, even appointing the Gerakan President Tan Sri Dr. Koh Tsu Koon to be the Key Performance Indicators (KPI) Minister, the new Prime Minister has not been able to convince Malaysians that he is prepared to do whatever is necessary to check the rot in public service standards.

This hard truth was illustrated by the World Economic Forum (WEF)’s Global Competitiveness Report (GCR) 2009-2010 released a few days ago which saw Malaysia’s global competitiveness ranking dropped three positions to 24th from 21st spot last year.

This report was released ahead of WEF’s annual meeting of the New Champions, dubbed “Summer Davos”, in Dalian, China.

Arrest and prosecute Hishammuddin for his provocative press conference statement defending the cowhead sacrilege

The Prime Minister, Datuk Seri Najib Razak yesterday reminded Muslims to avoid condemning or insulting other religions and the followers in their actions, but instead follow true Islamic teachings by respecting other religions.

Najib should first direct this advice and reminder to Umno Ministers and leaders at all levels as they have proved to be the greatest threats to inter-religious goodwill, harmony and understanding particularly in the five months of Najib’s premiership.

To set a good example that the Najib administration does not condone or countenance Umno Ministers or leaders setting the bad example of offending other religions and their followers, the Home Minister Datuk Seri Hishammuddin Hussein should be arrested and prosecuted for his provocative press conference defending the cowhead sacrilege on 28th August which marred the 52nd National Day celebrations three days later.

The Malaysian Communication and Multimedia Commission (MCMC) has directed independent news portal Malaysiakini to remove the video footages of Hishammuddin’s media conference defending and justifying the cow-head sacrilege for being “provocative” which contain “offensive contents with the intent to annoy any person especially Indians” and liable to offences under Section 211/233 of the Communication and Multimedia Act 1998 with a penalty on conviction to a fine up to RM50,000 or a jail sentence.

MACC should produce proof that Teoh Beng Hock had received RM112 “kickback” or it should withdraw and apologise for the allegation defaming the dead

Malaysian Anti-Corruption Commission (MACC) bias and prejudice towards DAP and Pakatan rakyat must be deplored in the strongest possible terms.

The most recent evidence of such bias and prejudice was evident from the testimony of MACC investigator DSP Mohd Anuar Ismail at the Teoh Beng Hock inquest yesterday.

Although the coroner Azmil Muntapha Abas had ordered Anuar’s unfair and prejudicial testimony yesterday to be expunged, the damage had been done.

The Star online for instance carried the report with the heading “Officer claims Teoh was on the take” which is still accessible just minutes ago. The Sun headline today is: ”Testimony on alleged kickbacks expunged”.

Yes, the details of Anuar’s allegations have been alleged but the allegation proper remains, viz: Teoh was corrupt and guilty of “kickbacks”!

In alleging that Beng Hock was “on the take” and had received “kickbacks” MACC had not only defamed the dead but posthumously elevated Teoh’s role from being a witness to a suspect or even a person accused of corruption!

Why Rohaizat should honourably withdraw as a candidate in the Permatang Pasir by-election

The first question that must be asked right from the beginning of the Permatang Pasir by-election is whether the voters can trust a candidate who could even mislead his own political party about his disbarment by the Bar Council from practicing as a lawyer?

Various explanations have been given by Umno and Barisan Nasional leaders about the Umno/BN candidate Rohaizat Othman being struck off the rolls by the Bar Council and the revocation of his practicing licence as a lawyer.

Umno vice president and Penang Umno liaison chief Datuk Seri Dr. Ahmad Zahid Hamidi, said Rohaizat’s licence was revoked in 2003 following problems incurred by the former partner in the legal firm.

Zahid said:
“The Bar Council’s decision must be respected by the lawyers registered under it. Legally, Rohaizat is probably innocent, but morally, it can be questioned by his opponents.” (The Sun 17.8.09)

Greatest national service Musa Hassan can perform is to withdraw his name from consideration for renewal of contract as IGP

Home Minister, Datuk Seri Hishammuddin Hussein is right and to be commended for publicly acknowledging that DAPSY Chief and MP for Rasah Anthony Loke was the victim of a baseless attack that he had insulted Islam and the royalty as he had made a police report that he had nothing to do with the blog that was implicated.

He is however wrong when he implied that whether Tan Sri Musa Hussein’s contract as Inspector-General of Police is renewed, which has yet to be decided, was not as important as ensuring that the public accepted the police force – that this is not just dependent on the position of one man.

This is because whether public confidence in the efficiency, incorruptibility, professionalism of the Malaysian police to be of a world-class standard capable of performing its three core functions to keep crime low, eradicate corruption and protect human rights will hinge on whether there is going to be a new Inspector-General Police to start the police on a new page together with a new Home Minister.

PETALING JAYA, Aug 15 — DAP supremo Lim Kit Siang today slammed the Malaysian Anti-Corruption Commission (MACC) as the Gestapo for its high-handed manner in arresting political aide Wong Chuan How.

The special assistant to Selangor executive councillor Ronnie Liu for the Barisan Nasional-held Sungai Pelek constituency was injured during a scuffle with MACC officers outside his office yesterday.

Lim said the MACC officers who when to meet Wong at his service centre in Sungai Pelek had gone back on their word by trying to arrest him.

An appointment had been made earlier for Wong to meet the MACC as a witness in ongoing investigations into alleged impropriety in state allocations. But five officers turned up at the service centre said he was a suspect and wanted him to follow them to their office in Putrajaya.

Why is MACC wasting time trying to find out whether all 42 advisory panel members share adverse opinions about MACC when it should be giving top priority to end gross abuses and malpractices to restore public confidence?

Why is the Malaysian Anti-Corruption Commission (MACC) wasting time trying to find out whether all the 42 MACC advisory panel members share adverse opinions about the MACC following the mysterious death of DAP political aide Teoh Beng Hock when it should be giving top priority to end gross abuses and malpractices to restore public confidence in it as Malaysia’s version of Hong Kong-style Independent Commission against Corruption (ICAC)?

It is reported by Malaysiakini today that emails had been sent out recently by the secretariat to 33 members of the MACC Advisory Panel following six “offending” media statements made by panel members Ramon Navaratnam and Robert Phang.

The MACC wanted the views of the other panel members as it felt that the views of the two “were not supportive of the establishment of the anti-corruption body and wanted to know the views of other panel members on the issue”.

MACC is now run by narrow-minded and bigoted people who equate criticisms of MACC failings as being anti-MACC.

Malaysiakini reported that not everyone has responded so far, and of the handful who did, not even one panel member has been critical of Navaratnam or Phang.

Panel members Simon Sipaun and Yong Poh Kon were mentioned in the Malaysiakini report as members who were “equally critical” in their response to the MACC.

Police, Home Minister and Prime Minister will not be able to hold their heads high in international community if Musa Hassan is renewed as IGP when under his three-year leadership, only 1% of the people feel safe

The 10,000-strong Malaysian police force, the Home Minister Datuk Seri Hishammuddin Hussein and the Prime Minister, Datuk Seri Najib Razak will not be able to hold their heads high in international community if Tan Sri Musa Hassan is renewed as Inspector-General of Police next month when under his three-year leadership as the country No. 1 Cop, only 1% of the people feel safe while 97% feel unsafe from the high crime rate.

This result of the latest opinion poll of public feedback about the crime situation in the country could be dismissed as anti-police propaganda if it had been conducted under the auspices of opposition political parties or NGOs concerned about crime.

But this is not an option open to the Prime Minister, Home Minister and the Malaysian police force for this is the result of a poll conducted itself by the Home Ministry official website, http://www.ikdn.gov.my/.

Malaysia will become the laughing stock of the world, particularly the international policing community, if an IGP whose three years’ police leadership resulted in only 1% of respondents who felt safe while 97% felt unsafe because of the high crime rate in an official Home Ministry website could be rewarded with another extension of his renewal as IGP! Is Najib giving an undertaking that if inquest is unsatisfactory to Teoh family, the RCI will be empowered to probe into the causes and circumstances of Teoh’s death?

Prime Minister Datuk Seri Najib Razak is reported as saying in Pekan today that the Royal Commission of Inquiry (RCI) set up by the government following the mysterious death of DAP political aide Teoh Beng Hock will take into account the findings of the n ongoing magistrate’s inquest.

He explained to reporters that the RCI’s full scope, which includes looking into the Malaysian Anti-Corruption Commission’s (MACC) investigation procedures, is pending the completion of the inquest into the death of Teoh.

“We have to go through the inquest first which will determine the cause of (Teoh’s) death.”

Najib said the RCI, which will look into the procedures of the MACC, would also take into account the findings of the inquest.

“The sequence has to be right,” he said.

Can Hishammuddin wipe out the endemic crime in Johore Baru’s Fleet Street (Jalan Maju) within a month and wipe out JB’s notoriety as the capital of crime by end-2010 in an expanded NKRAs in fighting crime?

Nanyang Siang Pau today reported that its photo-journalist Loh Chen Chiang is the latest victim of snatch theft in Johore Baru’s “Fleet Street”, Jalan Maju (known also as News Bureau Street) yesterday. He lost a laptop and a 3G adaptor.

He is the fourth Nanyang Sian Pau journalist-victim in the locality within two years – the other three being Tan Sion Yen, Woo Kek Ching and Soh Xin En.

There have been at least 22 victims from snatch theft from the various newspaper offices in the locality, as four Chinese and one English newspapers, Nanyang, Sin Chew, Guangming, China Press and the Star (as well as the circulation office of New Straits Times) are located in Jalan Maju while other newspapers like Kwong Wah and Oriental Daily have their offices nearby.

Will recruitment of Rela personnel to help police to keep streets safe be a cure which is worse than the disease if Rela personnel are not sensitized about the importance of human rights?

Home Minister, Datuk Seri Hishammuddin Hussein said yesterday that the best from the civil Defence Department and Rela have been enlisted to help police keep the streets safer and that 254 – 115 from the Civil Defence and 139 from Rela – had been shortlisted from 1,000 applicants last week.

The recruitment of Rela personnel to help police to keep streets safe raises public fear whether Rela human rights abuses against immigrants will now extend to ordinary Malaysians.

Rela human rights abuses have become so notorious not only locally but also internationally that human rights organizations local and abroad have called for Rela’s disbandment.

Was Teoh Beng Hock pulled up by his jackets and trousers/belt and pushed out of 14th floor MACC hqrs?

Before last Wednesday’s Cabinet meeting, the family and the Malaysian public were assured by the four MCA Ministers and the Minister each from Gerakan, MIC and SUPP that they would support in Cabinet the establishment of a Royal Commission of Inquiry into the causes and circumstances of Teoh Beng Hock’s mysterious death at Malaysian Anti-Corruption Commission (MACC) headquarters in Shah Alam.

In the event, these seven Cabinet Ministers from MCA, Gerakan, MIC and SUPP disappointed the Teoh family and justice-loving Malaysians by agreeing to the most unsatisfactory formula of dividing the inquiry into two parts – an inquest into Teoh’s death and a Royal Commission of Inqury into MACC’s interrogation techniques.

This created an nation-wide uproar which even ordinary MCA, Gerakan, MIC and SUPP ground leaders and members fully participated, for they just cannot understand why their party leaders in the Cabinet could be so insensitive to what basic justice and fair play demand – a Royal Commission of Inquiry into the causes and circumstances of Teoh’s death.

Is MACC prepared to submit to a public inquiry to establish that it is not any manner responsible for the “black blog” set up in past week to defame DAP Selangor Excos with lies, half-truths and doctored documents

Suspicions abound as to who are responsible for the “black blog” which had appeared anonymously in the past week to defame DAP Selangor Excos, Ronnie Liu and Ean Yong Hian Wah, accusing them of corrupt practices, based on lies, half-truths and doctored documents.

One suspicion is the MACC or MACC officers, in order to deflect public outrage over the mysterious death of Teoh Beng Hock at the MACC Headquarters on July 16, 2009.

As Professor Dr. Shad Faruqi of the of the Faculty of Law, UiTM wrote in the Star “Ferreting out the Facts” today, many questions cry out for answers about the Teoh’s mysterious death at MACC, including:

After Teoh was released, did he make any telephone calls which could give some pointers to the time of his death? Was his handphone seized? Was his handphone tampered with? Were the injuries on his body the result of the fall or of prior abuse by himself or by others?

Did he die because of the fall or was he already dead when his body plunged to the floor below? Did no one hear the sickening thud of his body falling nearly 10 floors?

Najib – turn the first stone to find out the causes and circumstances of Teoh’s unusual death at MACC by respecting the family’s wish and set up Royal Commission of Inquiry

The Prime Minister, Datuk Seri Najib Razak has not turned a stone in the past 13 days although he promised the Teoh Beng Hock family yesterday that “no stone will be left unturned” to find the causes and circumstances of Teoh’s mysterious death at the Malaysian Anti-Corruption Commission (MACC) headquarters in Shah Alam on July 16, 2009.

I met the Teoh Beng Hock family members, father Teoh Leong Hwee 62, elder brother Teoh Beng Kee, younger sister Teoh Lee Lan and fiancée Soh Cher Wei at the Shah Alam court complex for Teoh’s inquest this morning, and they told me that the Prime Minister conveyed his condolences and explained the Cabinet decision to set up two separate inquiries, one an inquest by a magistrate into Teoh’s death and the other a Royal Commission of Inquiry into MACC’s investigative techniques.

In the press today, it was reported that Najib told the family that the findings of the inquest would also be considered as input for the royal commission of inquiry and that the two-prong approach would hopefully arrive at the truth in a fair and just manner.

Will the Parliamentary Roundtable tomorrow support Najib’s KPI for crime prevention to reduce street crime by 20% in 2010 as it is late by four years and should have covered all categories of crime as proposed by Dzaiddin Police Royal Commission in May 2005

The Prime Minister, Datuk Seri Najib Razak has announced the reduction of the crime rate on the streets by 20 per cent in 2010 as one of the KPIs (key performance indicators) of the six National Key Results Areas (NKRA).

Will the Parliamentary Roundtable for a new IGP to create a safe Malaysia support Najib’s KPI for crime prevention to reduce street crime by 20% in 2010 as it is late by four years and should have covered all categories of crime as proposed by the Dzaiddin Police Royal Commission in its report in May 2005?

When the Dzaiddin Royal Police Commission submitted its final report in May 2005, it said that Malaysia’s reputation as a safe country was “seriously dented” by the “dramatic increase” in the incidence of crime in the past few years and that “Malaysians in general, the business sector and foreign investors grew increasingly concerned with the situation”.

The Royal Commission warned that “if the trend continues, there would be major social and economic consequences for Malaysia”.

I have lodged police report as Ong’s recent revelations revealed multiple serious crimes had been committed to protect Ong’s life because of death threat and the integrity of government and Cabinet decision-making from being coerced and suborned by underground forces outside the law

I have lodged a police report to protect MCA President and Transport Minister Datuk Seri Ong Tee Keat’s life as well as to ensure that “dark forces” of politico-business underground combined with certain Barisan Nasional elements do not extend their tentacles to suborn government decision-making all the way to the Cabinet.

In the past week, Ong had alleged in interviews and speeches that “dark forces” of politico-business forces underground and in the Barisan Nasional have threatened his personal safety and tried to compromise the government decision-making process all the way to the Cabinet, especially over the RM12.5 billion Port Klang Free Zone (PKFZ) scandal.

Ong had made the most serious allegations about corruption and abuses of power in the highest levels of government decision-making all the way to the Cabinet, that corruption had emerged under the Najib premiership from the “darkness” into the open to do their evil work.

Leaders To Bring Us Together

In having to appoint a Royal Commission of Inquiry to investigate the Malaysian Anti Corruption Commission (MACC) following the death of one of its witnesses, Prime Minister Najib clearly demonstrated his lack of leadership and inability to be in command of a rapidly evolving crisis. Essentially, events forced Najib’s hand; he was reacting, not leading.

Najib is not a leader, at least not the type Malaysia desperately needs today. His meteoric rise in the party and government is less an expression of talent, more the gratitude his party has for his late father. For his part, Najib has not shown any indication that he benefited from those splendid opportunities. On the contrary, like a spoiled child, those amenities merely indulged him.

Unfortunately for Najib, more so for the nation, there are no ‘training wheels’ to the Prime Minister’s office.
