The Asian Miracle – South Korea

In the 1950’s, the Filipino government was sending community development officers to the Republic of Korea (ROK) to help the Koreans recover from the devastations of war. Today, the two Asian nations could not be more different in the quality of life of their people.

The Economist noted that in 1964 Zambia had a per capita GDP twice that of South Korea, but by 1999 the Korean figures had rocketed to over 27 times that of Zambia’s. South Korea is now among the top twelve trading nations. Its upward trajectory was briefly interrupted by the Asian economic crisis of 1997, but it is now back on track.

No one would have predicted back in the 1950’s that this Asian nation would be a model of success that it is today. Indeed the first half of the last century had not been kind to South Korea. Yet it succeeded, and did so by flouting every conceivable rule of modern developmental economics. It unabashedly adopted central planning, complete with Soviet-style Five Year Plans and with the state assuming a dominant role in business and the economy generally. The state directed major investment decisions and allocated scant resources, including credit. It was not shy in strategically intervening in the economy when it deemed necessary. Jokers Without Any Sense of Humor

Banning books in Malaysia is now such a routine matter that it is no longer newsworthy. That is the scary part.

So when the Associated Press carried the news of the Malaysian government banning Zunar’s books of political cartoons, that perked me up especially when the news item was also picked up by major American papers such as the Washington Post and influential online portals like the Huffingtonpost.com.

I have long been a fan of Zunar, or Zulkifli Anwar Ulhaque, ever since his cartoons appeared in Malaysiakini.com. What struck me then were his astute observations, brazen courage, and devastatingly powerful caricatures. Much to the discomfit of our politicians, Zunar has only gotten better. Now he is even more biting, cuts even deeper, and as reflected by the government’s action, can goncang (shake) even the most powerful.

In trying (that is the appropriate and operative word) to explain the government’s action, Home Ministry Secretary-General Mahmood Adam said, “[The books] have been banned for their contents that can influence the people to revolt against the leaders and government policies.” Adding, “The contents are not suitable for and detrimental to public order.” To think that this joker not only lacks a sense of humor but he is also the ministry’s highest civil servant!

Making Monsters Out Of Our Students – The “Lucifer Effect” On Our Campuses

I commend Defense Minister Ahmad Zahid Hamidi for his swift action in reassigning the commandant of the Royal Military College (RMC) over the death of one of its students, Naim Mustaqim, during a ragging incident. Earlier, the college had expelled the alleged abusers. Likewise, I praise Higher Education Minister Khaled Nordin in issuing a stern warning of his “zero tolerance” for ragging in our public universities.

Ragging is now entrenched in our universities and residential schools, creating monsters out of these students, the “Lucifer Effect” being operative (more on that later). The ensuing scars and damages are consequential, both physical and psychological. A few like Naim get killed.

Ragging is one of those unsavory “traditions” of the colonial British that Third World natives have picked up with a vengeance. We denigrate everything associated with the colonials but somehow when it comes to ragging, we have no qualms in quickly adopting it. We have bested the Indians and Sri Lankans in the savagery of our hazing rituals.

UMNO’s Opportunistic Ulama

Like his predecessors Abdullah Badawi and Dr. Mahathir, Prime Minister Najib Razak endlessly proclaims Malaysia to be an Islamic state. Now with 40 young ulama joining the party, Najib must feel that his assertion to be the truth. He could not be more wrong.

Yes, ulama play a central role in an Islamic state. In his book, The Fall and Rise of the Islamic State, Noah Feldman attributed the longevity and eminence of earlier Islamic states to the critical role of the ulama and scholars.

The Islamic governing principle is simple. Rulers are to govern according to God’s law, as stated in the Quran and elaborated in the hadith (sayings and practices of Prophet Muhammad, s.a.w.). The central tenet is, “Command good and forbid evil!” As long as the ruler fulfills this obligation, his power and authority are legitimate and deemed divinely-sanctioned.

It was a tribute to their political skills and intellectual prowess that those early scholars were able to formulate from the Quran and hadith a set of laws – the Shari’a – that today still governs the everyday lives of Muslims, even those not living in Islamic states. At its time the Shari’a represented a quantum leap in the recognition of basic human dignity and rights. As Feldman noted, “For most of its history, Islamic law offered the most liberal and humane legal principles available anywhere in the world.”

The central precept of the Shari’a is that all, rulers and the ruled alike, are governed by it. No one, not even the sultan, is exempted. That is the rule of law at its core.

The ulama’s other major contribution was that they exerted the necessary checks and balances on the powers of the rulers. It was the scholars, not the rulers, who determined what was “good” or “evil.” A ruler had to abide by the decisions of the ulama, for not doing so would mean deviating from God’s law, a sure route towards de-legitimatizing the ruler’s authority.

These two central elements (fidelity to the rule of law and institutionalized checks and balances on the powers of the rulers by the ulama) accounted for the remarkable success and endurance of those early Islamic states. Continue reading “UMNO’s Opportunistic Ulama”

The Meiji Restoration

Japan of the 18th Century was a feudal society ruled by a series of territorial warlords, the shoguns. The society was also rigidly stratified, with the samurai or warrior class on top, followed by peasants, artisans and, way at the bottom, the merchants. Surprisingly the peasants were regarded higher than the merchants because those peasants, being farmers, at least produced something useful and tangible.

The foreign missionaries that had come to Japan were preaching to an increasingly receptive mass, a development that threatened the established social order. The Japanese were only too aware that in nearby countries, in particular China, the foreigners were becoming very assertive. The shoguns rightly viewed the mounting activities of foreigners around and within Japan with increasing alacrity.

Melayu Bangkit, Cerdek, And Celek!

(Malays Awake, Smart, and Eyes Open!)

It is commendable that Gertak, the Malay NGO, would have as its mission Melayu Bangkit (to awaken Malays). It should go further and ensure that we Malays are also cerdek (smart), and celek! (eyes wide open!) That would ensure that we would not be forever pelek (puzzled), unable to comprehend events around us and be left behind.

It is not enough for Malays to be awake, for if we still keep our eyes closed (even if we close only one eye!), then we might as well go back to sleep. At least then we could benefit from its recuperative powers. And if we are awake and have our eyes wide open but we remain dumb (not cerdek), that would be no improvement either.

Once we are bangkit, cerdik and celek, only then would Ketuanan Melayu be a reality, and not as now, merely a hollow slogan. Then Article 153 of our constitution would no longer be contentious as it would be of interest only to historians, as its provisions would have become irrelevant.

Chapter 3: Lessons From The Past

The European Reformation

The Reformation refers to the religious revolution that took place in Western Europe during the 16th century. The pivotal event occurred in October 31, 1517, when the German preacher, Martin Luther, publicly posted his Ninety-Five Theses challenging the authority and practices of the Catholic Church. Needless to say, the Pope was not amused. Luther’s aim was to reform the institution; instead his protest ended up splitting the church, hence the terms Reformation and Protestant.

Luther was not the first, nor the only one to protest against the excesses of the Church. To understand why there was such widespread discontent among Christians then, an account of the behaviors and practices of the church establishment at the time is warranted.

The Church during Luther’s time was more than a pan-European religious institution. It was also the unchallenged social, political, and even economic power. Having wielded unchallenged authority for so long, it was inevitable that corruption, nepotism (or to put it in modern political term, cronyism), and other unsavory practices would emerge among Church leaders.

Old Habits Die Hard With Malaysia’s Five-Year Plans

The old Soviet Union may have long ago crumbled, but the underlying mindset – the penchant to control and “plan” everything centrally – still has a tenacious hold, and not just on Russian leaders.

Joseph Stalin initiated the first Five Year Plan, incorporating Lenin’s New Economic Plan (NEP). However, not many would associate Five-Year Plans with Stalin, as he had acquired other notorieties.

It is ironic that 82 years later, an avowedly anti-communist Malaysia would still embrace Five Year Plans and NEP with gusto. The last Soviet Plan was its 12th; the collapse of the Empire took care of the 13th. Even the Communist Chinese have wised up; they now call their “Plan” only a “guideline.”

A century hence Malaysia will still be unveiling its latest Malaysia Plan (MP). In tone and substance, I predict it will be like the present Tenth MP, and all previous ones. It will boast of the wonderful attributes of our blessed country, and how fortunate we are to have such farsighted leaders. Then realizing the incongruity of such lavish praises with the need for yet another plan, the report will lament the squandered opportunities of the past.

Perkasa, Kampung Baru, and the Failure of Malay Leadership

Squatting within view of KL’s gleaming skyscrapers like a blob of dung at the tip of a high-heeled boot is a collection of quaint kampung houses. To patronizing foreigners, those wooden houses on stilts in Kampung Baru are a welcomed relief to the concrete jungle of a modern metropolis. To its inhabitants, taken in by the curious and feigned interests of gawking tourists, Kampung Baru is their tropical urban Shangri-La.

To Malaysians however, it is nothing but your typical Third World slum. Kampung Baru assaults your sensibilities and senses, especially olfactory. Not that the rest of KL is pristine and sweet smelling!

Alas to Malays, Kampung Baru is an embarrassing and glaring reminder that beneath the bravado of Ketuanan Melayu we remain marginalized, despite over half a century of independence and a continuous succession of Malay sultans and prime ministers. Not to mention Article 153 protecting our “special” position!

Tackling Subsidies And Their Myriad Manifestations

Idris Jala, Minister in the Prime Minister’s Department and PEMANDU CEO, has yet to convince his cabinet colleagues, in particular the Prime Minister, of the need to reduce subsidies specifically and government spending generally. He has to do that first before taking his Subsidy Rationalization Lab road show to the rest of the country.

Responding to the first “Open House,” Prime Minister Najib indicated that he would “leave it to the people to decide on whether they [the subsidies] should be maintained or abolished.” In doing so he abrogated his leadership on a critical economic issue. He is following instead of leading public opinion; a wet-finger-in-the-air type of leader.

While I do not share Idris Jala’s dire prediction of Malaysia becoming bankrupt in nine years – nations, unlike corporations and individuals, cannot do that – nonetheless the grim picture he painted is not far from the likely reality. His likening Malaysia’s future to today’s Greece may or not be valid but there are enough useful lessons from the current Greek tragedy.

Quality, Quantity, and Equity in Malaysian Education #3

The second part addresses issues of quality, quantity and equity in Malaysian education. In this last part, I recap the experiences elsewhere and the lessons we could usefully learn.]

Clinical Trials in Educational Initiatives

In addressing the issue of equity, we should not be content only with providing what we perceive to be “equal opportunities.” For if the results do not improve equity despite our intervention, then we must have the humility to examine our premise and be prepared to accept that what we thought of as “equal opportunities” are anything but that.

We may think that by making schools “free” we have leveled the playing friend and provided for “equal opportunity,” but if the results do not improve, then we must be prepared to re-examine our premise. It could be that the major constraint is not tuition fees but transportation and other costs. That was certainly the case when I was growing up. Thus to effectively level the playing field we should provide for transportation, especially for those living far away. American schools provide not only free transportation but also textbooks, another major cost item in education. For children of the poor, these schools also provide hot meals. Thus providing a truly “equal opportunity” entails spending more on the poor.

In educating children, we have to be aware of the Matthew effect, or accumulated advantage. This refers to the biblical verse, “For those who have, more will be given … ” (Matthew 25:29). When we provide “equal opportunity” to children on their first day of school, those who are already prepared (as having been to preschool or have parents with superior education) will gain considerably more than those who are not so advantaged, and this gap only widens with time. To effectively overcome this entails giving more to the disadvantaged, for if you continue with your “equal opportunity” you are effectively giving less to the disadvantaged.

The other pertinent observation is that the earlier this added help is given, the cheaper and more effective it would be. Meaning, it would be much cheaper and more effective to give extra help at the preschool than at first year in school; at primary than at secondary school, and at school than at university. James Heckman, the 2000 Nobel Laureate in Economics, have written persuasively on the economic advantages of these early interventions, quite apart from the moral arguments. The Seminal Role of the Individual

The preceding discussion focused on society. It is the function of society and its culture to mould its members into a preexisting pattern through socialization and acculturation. The intention is to maintain the status quo; it is necessarily static to ensure that the values and nature of that society are propagated and maintained; it is a mechanism to ensure societal stability.

Individuals are by nature unique, each of has our own preferences and choices, our likes and dislikes. Left to our own devices, human society will not be possible. We would be like a bunch of wild cats, marauding on our own. Ever try to corral a bunch of them? But even with wild animals a certain pack behavior is identifiable – a primordial societal form.

Trinity of Quality, Quantity, and Equity

The UN lauds Malaysia for meeting – indeed exceeding – the Millennium Development Goal of universal primary education. I caution against taking too seriously such praises. The UN works from the base of such countries as Afghanistan and Sub Sahara Africa; they should not be our reference point.

The dilemma of quality versus quantity is old and familiar. Retired Malaysians wistfully remember the old colonial English schools. Yes, they were good, and when you scored an “A” then, you knew that you were on par with those students in London and elsewhere who also scored an “A.” It was essentially the same examination. There was pride of achievement in that.

Culture As Society’s Looking Glass

Culture also influences the way one views the world, both physical and social. Culture acts as a collective looking glass. In my earlier book The Malay Dilemma Revisited, I recounted how the British, in trying to encourage Malays to save, increased the interest rates on postal saving accounts (the only banking facility subscribed to by Malays then). To the surprise of the British, Malays did not respond. The greater the inducement (higher interest rates) the less responsive Malays were. It appeared to those British economists that Malays did not respond to the usual economic incentives.

It took the brilliance of an indigenous economist, Ungku Aziz, to appreciate that on the contrary, Malays are indeed diligent savers. Visit any Malay house in the kampong of the past, and there hanging in the roof of the serambi (verandah) was a cut bamboo, tabong, in which the homeowner had put his saved money. When the time of need arrived, the bamboo would be split open and out came the savings. Malays saved for the pilgrimage to Mecca (dear to all Muslims), weddings, and old age. They did not use the conventional institutions because Malays equated interest with usury, which is haram (forbidden) in Islam. Thus Malays viewed the colonials’ raising the interest rates as enticing us to a life of sin. Those white devils!

Quality, Quantity, and Equity in Malaysian Education #1

Quality Education and Economic Development

In referring to the low quality of our labor pool, the New Economic Model Report cites statistics showing that 80 percent of our workers have only SPM level (11 years) of schooling. That surprises me, not the figure rather the fact that the SPM is now viewed as inadequate.

That observation reflects more on the quality of our education system than it does of our workers. For had our education system maintained its quality, and today’s SPM is of the same caliber as the old Cambridge School Certificate “O” Level, then I would argue that our workers are among the most highly educated.

Members of the National Economic Action Council (they wrote the NEM Report) are old enough to appreciate that when they obtained their O-level certificate, they were in command of sufficient intellectual and other skills to prepare them well for life. The same cannot be said of today’s SPM, as the Report clearly implies.

“Progressive” Versus “Static” Cultures

In 1999, Harvard’s Academy for International and Area Studies convened a symposium whose proceedings were published in the book, Culture Matters. As expected, the contributors are committed believers of the creed that cultural factors shape economic and political development. The natural corollary would be how can we ameliorate or negate factors in the culture that are obstacles to progress and encourage those that facilitate it.

Societies can be divided into those that have “progressive culture,” that is, a value system that promotes development within that society, and “static culture,” which of course favors the status quo, and thus lack of progress.

Time orientation, with the emphasis on the future rather than the present or the past, is one trait of a progressive society. This future must not be too far ahead as in the hereafter (the preoccupation of medieval Christians and present-day fundamentalist Muslims), rather for the immediate future of the present life. Coming Back Swinging!

It is the mark of a great leader that having encountered an obstacle, would bounce right back to plan the next offensive strategy. The results of the Hulu Selangor by-election have yet to be officially ratified, and already Zaid Ibrahim has come out swinging to challenge the legitimacy of the election process and the validity of the outcome. A flawed process produces flawed results.

In springing right back, Zaid demonstrates an admirable ability to focus on winning the war and not be distracted by the loss of a battle. That is the measure of a great general.

Lesser leaders would have taken the easy path out. Those with shaky integrity and even shakier commitment would readily switch sides at the first tribulation, with or without sweet promises. There were many such examples in the recent Hulu Selangor by-election.

Not Zaid. He is suing the Elections Commission alleging that it “allowed intimidation, false information, and unfair and illegal electoral practices by the Barisan Nasional machinery.” Additionally, Zaid is suing Utusan Malaysia for libel.

Chapter 2: Why Some Societies Progress, Others Regress

Culture As Society’s Genes

Culture is to society what genes are to an individual. Culture forms the framework for development for a society, both under normal circumstances but also more importantly, under differing and stressful conditions. Likewise, our genes predict our eye and skin colors, as well as our reactions to specific environmental conditions, as for example, our propensity to develop specific diseases under certain conditions. Culture does that for a society, as exemplified by the response of the Marioris to the invasion by the Maoris. Just like genes, culture is transmitted from one generation to the next, and it remains remarkably stable with each generation transmitting its values to the next through the process of acculturation. In traditional societies, such acculturations take place informally in the family and other social settings; in modern societies, at schools and similar institutions.

Changes in genes, or more accurately the distribution of the changed gene in a population, do occur through natural selection, but very slowly. Likewise with culture, changes do occur but very slowly as evidenced by the subsequent divergent cultural transformations of the Marioris and the Maoris conditioned by their particular environment.

Genuine Obsessions With Fake Qualifications

The kerfuffle over the college credentials of Kamalanathan a/l P. Pancanathan, the Barisan candidate in the recent Ulu Selangor by-election, reveals less of the man but more on our fascination with paper qualifications. This obsession with credentialism is an intellectually lazy way to judge someone; you let those papers and certificates do it for you.

Who cares if you have a doctorate from Oxford, for if you cannot speak and read our national language then you have no business to be in Parliament or the state Assembly, where bills are debated and businesses conducted in Malay. You cannot possibly be effective if you are not fluent in that language.

At the same time with Malaysia inextricably linked with the greater world and English being the global language, our legislators and others who presume to lead us should be equally facile in that language. Anything less and they would not be serving us – their clients – honestly and honorably.
