It was only on Tuesday that the Prime Minister Datuk Seri Najib Razak said that there is no place for little Napoleons in the public service who do not understand the importance of innovation if the Government Transformation Programme is to succeed.
It is regrettable however that when Little Napoleons rear their ugly heads, they are given full defence and support instead of being reprimanded and put in their proper place.
The latest example of support for Little Napoleons instead of smacking them down is the Chief Secretary to the Government Tan Sri Mohd Sidek Hassan’s defence of the Penang State Development Officer Nik Ali Nik Yunus for the latter’s attack on the Penang Chief Minister, Lim Guan Eng. Sidek said Guan Eng’s allegations against Nik Ali was “excessive”.
It is Sidek who is guilty of being “excessive” in taking sides instead of reprimanding Nik Ali for doubly violating the civil service code of being strictly non-partisan, non-political and civil by appearing at an UMNO press conference to attack the Penang Chief Minister as “biadap” (insolent or uncivilized) and “dayus” (coward).
What is most shocking is that no Cabinet Minister appeared outraged and all seemed to have sanctioned the “Little Napoleonic” conduct of Nik Ali.
Is there not a single Cabinet Minister – whether Umno, MCA, Gerakan, MIC or Sabah/Sarawak Barisan Nasional component parties – who dare to speak up against “Little Napoleons” in the public service of the Nik Ali genre just because of UMNO patronage?
The Government Transformation Programme is one of the four pillars of Prime Minister Datuk Seri Najib Razak’s national transformation programme to propel Malaysia out of the two-decade middle-income trap to an inclusive, sustainable, high-income advanced nation.
However, if Little Napoleons like Nik Ali are allowed with impunity to show utter contempt for elected representatives and even an elected state government in open disregard of the civil service code to be politically neutral, impartial and civil, then this pillar of Najib’s national transformation programme is being torn to shreds and smithereens, losing all public credibility and legitimacy.
I did not expect him to criticize Nik Ali but to support him is just plain dumb. People already said that their biggest problem is Nik Ali don’t know his duties and by supporting him, the CS just prove the problem is not just a few but extend all the way to the top and god knows how far. The CS basically just tarnished THE ENTIRE CIVIL SERVICE himself!!!!
Do not fall into the trap of painting the entire civil service – that is what UMNO/BN wants. Blame the CS and Nik Ali for tarnishing The Civil Service.
I sympathize with Najib as the 13GE draws nearer each day. I sometimes wonder if the existing cabinet and civil service are actually out there to sabotage Najib’s dream to have a real 1Malaysia. And Najib is rather weak and soft, just like AAB, although many initially thought he was an “iron-fist”! I am seeing Moo-hee-din being the real PM now, rather than Najib. And in fact Rosmah is more prominent than Najib nowadays.
But probably this if God’s will, that Malaysia is heading towards a no-return for BN; and to give PR a chance to lead this beautiful land after the 13th GE.

What can common people do while dealing with strong and arrogant top civil servants whose behavours are linked to “flock of the same feathers stays together ” These top guys I think don’t care a darm about the common people except during election time. Hence the common folks must vote smart the next time around to teach these fellows a lesson.
No advantage can be gained by making this situation more political especially if we know UMNO is trying to make maximum political capital out of it. Will someone just study the country’s civil service law or civil service code and see if the civil servant concerned can be reprimanded by say a pay-cut, demotion or something else. This will serve as a warning to those who tend to forget their proper role is the serve the government of the day and not political parties!

Civil servants, after more than half a century of BN rule, are conditioned to take instructions from BN/UMNO only. It is already in their DNA. Instinctively all their actions will be dictated by this conditioning. It does not mean it is right but it explains Nikky’s actions as well as the CS. Whether subconciously or otherwise, they will try to sabotage the PKR ruled states whenever they can.
It is a blessing in disguise actually. Their petty and underhand tactics betrays their intentions to all right thinking publics who is now more acutely aware where the misplaced loyalties of these civil servants lie. If they think they are sabotaging the PR Govt to help UMNO, they are sadly mistaken. Such actions only serves to alienate the voters even more because the people are the ones who will suffer most from such blind loyalties and this will drive them to PR’s arms.
You cut off a few heads and the rest will fall in line. Let’s hope GE13 will really be the chance for us to put things right because with this BN government, nothing can be put right.

Sidek and Nik Ali dared behave in such a rude and unruly manner. This is because their minds have long been “poisoned” by UMNO’s BTN courses. A normal civil servant would not behave like that unless he has been brainwashed or “poisoned” by evil political propaganda.
Just as YB Karpal Singh suggested, sue this nincompoop and let the Chief Secretary go to court to defend him. At least, the rakyat will understand which is right and which is wrong.
Under normal circumstances, insubordination of civil servants does not have to be made public, when it is only an isolated case. But civil servants, particularly federal officers behave as if they are serving UMNO, and they do get protection from UMNO through the Chief secretary, as in the present case. So there is no hope to get government servant to change the mindset if the matter is settled internally. The wrong doings of the officers have to be exposed. It is the excessive action of the officer concerned that attracted ‘excessive’ response. Indeed unless the matter is publicized, Penang state government would have to deal with napoleons surfacing one after another.
If the Chief secretary does his job well, he should have prevented ‘excessive’ action undertaken by civil servants. Instead of invoking disciplinary action against the wrong doers, CS Sidek only encouraged civil servants to treat themselves as UMNO members first and last, and civil servant for pay collection only.
This is incredibly amazing and outrageous. Does the Chief Secretary not understand that the Chief Minister is elected by the people while the civil servants are appointed? Which part of the word “servant” does the CS not understand? They are there to serve UNDER the elected state government of the day. What the CS said just confirms the saying, “The fish stinks (or rots) from the head.” If you have a rotten head of the civil service, it is just a matter of time before the whole civil service is rotten. So, you do not only have “little Napoleons” running around. You now have “little Pharoahs” running around as well. It’s time to throw the bums out in the next GE.

We must all educate the civil servants that they and the BN politician are not the same. After 53 years of BN rule, the Civil service has begun to believe that BN is their masters. They are not. The people who pay the civil service their salary are. Lats hit this in their closed minds.
These civil (uncivilized) servants do not depend on the pay received. That is why they do not care about the paymasters. They would even tender for the job, to get the authority to do what they please.
The senior civil servants behave as though they are parallel to the Ketua Bahagian of UMNO, and they facilitate UMNOputras’ programme in stealing from public cofers.
