Media Statement by Dr Chen Man Hin, DAP Life Advisor in Seremban on 14th November 2009

To achieve high income status for the people of malaysia requeires a revolutionary policy and full support from the people.

PM Najib stated that his intention was to raise the present per capita income of US$7,000 to US$17,000 by the year 2020, assuming that the GDP increases on an average of 9% a year.

Later he revised his targets after realising that the targets were unrealistic. His new estimates were a 6% GDP growth annually and achieve per capita income US$13,000 in 2020.

What are the prospects of achieving a pci of US$13,000 by 2020? Dim.

Historically, it would be near impossible. In 1957 at independence, Malaysia enjoyed a pci of about US$500, the second highest in Asia after Japan. In 2008, Malaysia pci was US$7,000. It took 51 years to reach US$7,000. Year 2020 is 11 short years away to reach US$13,000, when it took 51 years to reach US$7,000.

If PM Najib has a revolutionary policy and inspire the entire nation to rally and work exceedingly hard, the objectives might be achievable.

I do not see the government wholly committed to full liberalisation of the economy which would attract foreign and local investors to bring in more FDIs into the country. Investors are not convinced that the lukewarm reforms by the Prime Minister are liberal enough for them to bring in their cash for investment. Statistics show that FDIs for the first half of this year are very much lower than the FDIs in the first half of last year.

Although the reforms to revoke the NEP were announced, in practice there is still a 121/2 per cent bumiputra allocation. Moreover the NEP attitude. The NEP machinery and regulations and NEP dependence are still evident and practised.

PM needs reminding that NEP was the major factor that cause Malaysia’s economy to fall behind South Korea, Taiwan, Hong Kong and Singapore. Note the pci of US$18,000 for S.Korea, US$17,000 for Taiwan, US$34,000 for Hong Kong and US$34,000 for Singapore. Malaysia with a pci of US$7,000 is way behind. The reluctance of PM Najib to do away with the NEP will the doom for all his so called reforms.

Corruption is another factor which will hamper PM Najib to grow the economy faster. Many investors feel that corruption adds to the cost of investments, and would make their investments risky.

PM Najib has a herculean task ahead of him. His reforms have to be more fundamental and drastic. Putting up a show of reforms will not make Malaysia a high income country.

    then, in 2012, the expected achievement should be about US9700 at present dollars.

    assume that the next GE would be in 2012, and if malaysia still not able to reach US9700,the whole bn cabinet should collectively resign and announce not to contest in that GE for the shame of undelivered promise to the people.

    maybe nr is expecting the world to end on 2012!

The NEP is an obstacle to the country to progress economically, and they know about it but for their political interest they are prepared to sacrifice the country and the well being of the people and Najib’s forcast will only hold good if he can disband the NEP which I think will never happen as long as UMNO is the Govt. He can say what he likes but so long as the “yin and yang” do not balance we will be like a tilted boat racing with other well balanced boat.     There is no way the Prime Minister can abolish the NEP. If he does that, he will not get the support of the Malays and he will lose his position.

    Najib has to juggle between Malay support and economic growth in order to keep his job!

  8. I wouldn’t dignify Najib’s rubbish talk with an analysis of his ridiculous forecast. It would be heaven-sent if he doesn’t send mALAysia to hell!

    I think Najib’s message so far parallels Orwell’s Animal Farm: ” All animals are equal but the pigs are more equal than all the others.” For context, read George Orwell’s Animal Farm, a masterpeice satire on the injustices of a police state and dictatorial regimes.

    If anyone can trust Najib and UMNO, then we can all trust Mugabe and Mahathir.

    The maths of it is quite simple.

    In order for PCI to rise from $7,000 to $17,000 by 2020 (10 years), the compounded growth rate would have to be between 9%-10% per year.

    So, PM Najib would have to think if this is achievable given our size and economy.

    It’s obvious we will have to move mountains and have an entirely new economy to achieve these numbers. I don’t think this UMNO/BN Govt has a clue how to re-engineer our economy to achieve such numbers!!

  10. In his budget speech he said we will achieve 9% growth….and hours later..he changed it to 6%.
    In the recent Asian meeting ..he said Malaysia will achieve 5% growth.
    As you can see…he contradicted himself on such an important issue…making us suspect he knows next to nothing about economy and take the cue from advisers.
    This man knows only the art of fooling Malaysians…yet the art is not an art at all.
    It is stuff into our throats….to believe everything said or done by UMNO are all good….with complete shut off freedom of speeches and second opinions in papers and medias.
    It’s dangerous mind programing methods…that only a cruel and dictatorial government will do to his people.
    Saturday Star papers .you will see 3 photos…of DPM..riding on motor bike..headline photo to flood area…carrying a crying child and talking to an old lady in griefs.
    Bala reappeared and spoke again after 14 months absence …..not important.
    Therefore….it is only fools will believe whatever Najib said or do or promises…whose all actions are all for fishing votes..nothing else.
    One cannot escape lies and deceits…by Malaysians daily lives….are better or worst.
    If we are going backwards or standing still…no progresses for years…..how on earth are we going to catch up with others..by year 2020?
    Who is Najib trying to fool..all the time…uneducated Malaysians…farmers fishermen ..low class teachers ..and taxi drivers and govt. clerks?
    Their children are well educated….and parents will trust children more than anyone.
    Will his slogans aimed to fool young voters work?
    Yes mind control may work…but it is balanced out with other avenues of informations to counter fight lies and deceits by Najib and his band of robbers.

  11. did you hear what najib said in singapore to the mostly malaysian crowd working there? the guy got all worked up by the foreign legion there and suddenly wants to go international this international that. he wants to the malaysian brings abroad to come back to serve their dearly beloved country. he wants the country to develop and retain brains. he wants people with brains to love and want to serve the country. he is talking about abolishing nep. NO? please mr. jib-berish, do tell how you intend to do accomplish that? how bout just a few bullet points since u n ur umnonites r so detail-challenged? i don’t know, when obama presents a proposal, the house or reps’ version is 2000 pages. when jibby talks proposal, all we get is a press release, a slogan, empty rhetoric. n the kampongnites go gaga.

This will continue to happen if the locals don’t acknowledge that leaders should be picked not based on their nasi lemak heritage but their true talents and qualifications to lead.

  13. By now its quite clear that Najib’s word don’t mean a thing. He is a career liar which is one and the same as being a career BN politician. But the fact of the matter is the method had worked well since 1969.

    The issue is why is Najib’s essentially pathetic leadership still works as evident by Merdeka Review poll? The fact of the matter is that Najib has managed to somewhat keep friction within UMNO down although he failed miserably with BN as a party. And even the frictions within BN is not resulting in any mass exodus of its machinery AND more importantly Sabah and Sarawak remain ever committed to BN.

    The truth is Najib’s failure is also his success. His mediocrity is a result of of not taking a firm position in any of the conflicting views and interest. By taking a middle of the road path, he offends no one and galvanise no group against him. Its winning by default, by not doing ANYTHING..

    What will it take to really tear apart this strategy? Scandals is the easiest. Its why what RPK is doing is more important than any of this intellectualism. Get that photo of Altantuya in Paris with Najib and he is gone.. Charges of Mediocrity is not going to do it. To be honest, not just the Malay heartland but the Chinese in small towns and Indians im estates are very very forgiving with Mediocrity.

    What else? An economic downturn helps a lot but we just came out of one and so its not likely to happen for a few years.

    Than all that remains is proving that PR can be an alternative. Its BN greatest fear that the heartland Malays, Indians and Chinese believe that PR can be a real alternative to BN. But why is it so hard? Is BN hold on these heartlanders so strong? Or is PR so badly put together? No. It comes down to divide and rule policy of BN.

    In all its governance effort, PR still has not embarked on a unity program to unite Malaysian to go into the heartlands and bring people together. Why is there no program bring Chinese, Indians into the Malaysia heartland to experience their life? Why not bus heartland Malay villagers in Kedah into Penang Chinese and Indian festivities and open dialogue? At least bring kids from vernacular schools and Mara school kids together in dialogue in open discussion. You can even get funding from US/European govts for such programs.

    No attacking Najib’s mediocrity will not move the rock that is our societal divide. While the trend is in PR favour, its a slow trend and will take decades to make the change we want to see. Unless PR gets lucky again, in the meantime, the prodigal child gets his way unless something more strategic is done..

    Well, the truth is whether 9% or 6% makes no difference. We should be happy with 2-3% under today’s condition.

    The truth is that the 9% was revised, NOT because He realized that the targets were unrealistic but that He realized that even monkeys won’t buy into that, LOL.

    Our cunning new PM is just trying to sell hope so that he can win the coming elections hands-down while the electorate votes him in, hoping for dreams of gold to materialize. Well, I suppose there will be quite some monkeys who will do just that and He knows it well. Is it any wonder that MLM still survive today although reports say that 99.99% of Amway distributors in America loses money and for the best MLM company, ONLY 99.42% lost money? Well, who knows, you may well be the 0.58%, LOL

    He is on the Holy Grail of winning back the two-thirds majority. With this, he can work magic, not for the people, but to benefit his cronies.
    You can also bet that the Constitution will be changed to make it virtually impossible for the PR to function!
    Like the Chinese saying, he can cover the sky with one hand!
    It’s the duty of all right thinking Malaysians to thwart this.

  18. I always feel that we Malaysian are not stupid, but we are just made to look stupid by the confusing directions given by the politicians – especially those in power. Lot of money is being wasted on unnecessary projects. We are considered a properous country but the rakyat is still suffering to meet end needs. I think CHANGE is needed to put all this craziness to rest forever. Take out all the corrupted and replace with those who really capable of bringing the country to the next level. If there is any particular ministry that is under perform, the only sure way to reform is to replace the head of the ministry. If the leader is not capable, so are the followers.

  19. Winning back 2/3 majority in Parliament is NOT impossible for BN but it will only because PR screw. Short of a screw up )e.g. their own scandal which is not impossible and in fact very likely given all the monkeys and Anwar own failures), Najib cannot get 2/3 ever back again.

    The fact that he is working on a premise that his goal is to get back 2/3 majority is only a testament of his sense of entitlement and his delusion. He is going to get it only by sheer luck and working on it just say, just as his life and career have been very much been, he works and believes on the wrong premise. When it does not happen, he will blame it on this and that except his own mediocrity..

    Its why Najib will change nothing and there is not much time left before change will be very much harder and painful – so hard and painful, none of us will be willing to pay for it and will either leave or get mad..

    Najib do us a big favour by just quiting and let an even more mediocre leader like Muhiyiddin take over so that all the charade will be stripped and things go down hill faster so that we can begin to recover stripped of all the pretense of entitlement and luck. Najib ‘do nothing’ in fact is the worst thing that can happen to this country at this time..

  21. Somebody mention RM 5000 per month. It cannot be in RM. It has to be in a strong currency if Malaysia is to be a high income society. Times that by 5.8. It will be roughly RM 290,000 per month. Until today, not everyone is hardworking, despite whichever political party they support. But being hardworking does not help. Work smart is the secret. How to work smart ? Well, when there is something real big going on, just pretend it is so busy.
