OTK fails in 108 PKFZ questions – like Shaolin disciples who cannot pass the gauntlet of the 108 movements of Shaolin Wooden-men Lane and 18 Lohans

My three questions (No.106 to No. 108) on the 36th day in the current series to Transport Minister Datuk Seri Ong Tee Keat on the RM12.5 billion Port Klang Free Zone (PKFZ) scandal today are

Question No. 1: Four days ago, Port Klang Authority (PKA) Chairman Datuk Lee Hwa Beng announced deferment of payment of RM660 million due to PKFZ turnkey developer Kuala Dimensi Sdn. Bhd (KDSB) from the government’s soft loan of RM4.6 billion, comprising:

(i) RM130 million payable on or before 30th June 2009 under the Sale and Purchase Agreement dated Nov. 12, 2002 between KDSB and PKA;

(ii) RM230 million payable on or before 30th June 2009 under the Development Agreement dated March 27, 2004 between KDSB and PKA;

(iii) RM150 million payable this month under the supplemental agreement for additional development works dated Nov. 30 between KDSB and PKA; and

(iv) RM150 million payable this month under the supplement agreement for new additional development works dated April 26, 2006 between KDSB and PKA.

The PKA is to pay the RM660 million to four companies which are special purpose vehicles created by KDSB and to which it had assigned the debts. The four companies created by KDSB are Special Port Vehicle Bhd, Transhipment Megahub Bhd, Valid Ventures Bhd and Free Zone Capital Bhd.

Lee announced that the RM660 million repayments would be withheld pending the review by the task force commissioned to take another look at PKFZ by 10th August 2009 and he defied KDSB to do what it wanted, including legal action against PKA.

On Thursday lunch-time, the KDSB CEO and Chairman of Barisan Nasional Backbenchers Club Datuk Tiong King Sing were seen in Parliament in an intense discussion with the Second Finance Minister, Datuk Seri Ahmad Husni bin Mohd Hanadzlah during a parliamentary briefing on the H1N1 epidemic. When DAP MPs saw them, they quickly broke up.

Only the two can tell what was intensely discussed between them. However, I understand that the outstanding RM360 million PKA payment to KDSB was paid yesterday and that the next payment of RM300 payment would be paid without any delay.

If so, this is one up for Tiong and one down for Ong.

Can Ong explain what is happening that he could lose out to Tiong in his macro and micro management of the PKFZ scandal? Is his position as Transport Minister and Lee’s position as PKA Chairman any longer tenable?

Question No. 2: Tiong has reiterated in the media today that he would not turn up even when summoned by the Public Account Committee in its inquiry into the PKFZ scandal.

This is most shocking and completely unacceptable, as there can be no reason which could justify anyone committing parliamentary contempt of not responding to a summon by the PAC – particularly coming from a Member of Parliament, and even more so, from the Barisan Nasional Backbenchers’ Club (BNBBC) Chairman.

Tiong demanded his “pound of flesh” in demanding the punishment of the five Pakatan Rakyat MPs who did not want to give testimony to the Parliamentary Select Committee inquiring into the harassment and obstruction of DAP National Chairman and MP for Gelugor, Karpal Singh in the precincts of Parliament from carrying out his parliamentary duties, as well as the punishment of three Pakatan Rakyat MPs who withdrew as members of Select Committee.

How could he justify his refusal to appear before the PAC under such circumstances. Tiong should be referred immediately to the Committee of Privileges for any such parliamentary contempt so that when Parliament meets on the first day of the budget meeting on Oct. 19, there should be a motion from the Committee of Privileges recommending the form of disciplinary action that should be taken against Tiong.

My second question to Ong is whether as MCA President and Transport Minister, he would ensure that this is done?

Furthermore, can be explain why he had allowed MCA MPs to support Tiong as BNBBC Chairman when he should know that Tiong is a highly controversial character in view of his role as KDSB CEO in the PKFZ scandal?

My third question: This is my 108th question for Ong Tee Keat on RM12.5 billion PKFZ scandal and his inability to answer marks his inability to pass as Transport Minister and McA President just like Shaolin disciples who cannot pass the gauntlet of the 108 movements of Shaolin Wooden-men Lane and 18 Lohans.

He is getting MCA operatives and small fries to come to his defence but they have absolutely no credibility or are of no use whatsoever even in trying to distract public attention from the RM12.5 billion PKFZ “scandal of all scandals”.

Ong should have realized that there is no way for him to run away from his Ministerial responsibility to give a full and proper accounting of the RM12.5 billion PKFZ scandal – as demonstrated by the failure of his escape to the Paris Air Show from the opening of Parliament to completely shirk responsibility from the PKFZ scandal.

I have been informed that Ong tried to go abroad on Tuesday and was stopped by the Prime Minister. Is this true?

However, what is important is whether Ong will sit down to give a detailed question-by-question answer to my 108 questions on the PKFZ scandal.

I will take a three-day break from the 36-day “three questions a day” session and 108 questions to decide whether to continue with the daily questioning on the PKFZ scandal, and if so, in what new form.

    Honestly, if without the Altantuyaa incident hovering, I must admit that Najib is a great Prime Minister, compared to his predecessor. Well, anyone will be great if compared to Pak Lah, but Najib does show much much more intelligence, capability and leadership than I used to give him credit for. I always thought that he will be another Pak Lah, given his one-time record as an incorrigible fence-sitter.

    Ong is given an impossible task. How can he answer without implicating his predecessor, Toon Ling Liong Sik?

  2. I was astounded to read the Star (4.7.09) quoting Penang MCA liaison committee secretary that Brother Kit Siang was using the PKFZ scandal to distract the public from Pakatan’s internal woes. Maybe, Tan was born yesterday or he had a short memory. Did he know that Brother Kit Siang was raising the PKFZ scandal during Tong Choy’s time when he was a Transport Minister as well as just after 308 tsunami election?

    Also quoting him, Brother Kit Siang’s 3 questions a day on the PKFZ scandal sounded like a broken record. The question that strikes my mind is why is Ong Ta Kut so reluctant and adamant to “tell all” when he voluntarily offered and promised in April 2008? The Star (8.4.08) quoting him: “I wish to inform the rakyat about the true situation – whether it was actually squandered, not squandered, and whether it has gone to, as well as the breakdown of the budget.” Even with Brother Kit Siang’s 3 questions as day, constantly and persistently, on the PKFZ scandal, Ta Kut has yet to honour the words coming out from his own mouth.

    The state MCA committee and its 13 divisions and Youth and Wanita wings urged Brother Kit Siang to stop confusing the public on the PKFZ scandal. If the president of MCA cannot even honour his words and take care of the people’s interests, can MCA blame Brother Kit Siang for the constant and persistent action? We fully stand by Brother Kit Siang to expose the PKFZ scandal to the very bottom. Why is Ta Kut so “takut” and scared to release the PKFZ report together with its appendices since 28 May 2009???????? “I wish to inform the rakyat about the true situation – whether it was actually squandered, not squandered, and whether it has gone to, as well as the breakdown of the budget.”

    Did the Pahang MCA liaison committee chairman, Hou know that the 14 PAC members cannot even take the PWC appendices into PKFZ scandal home to study? Then, what is he barking at?

    Actually Ong is not takut about releasing the PKFZ report. Working in an organization before, I know his hands and tongue are tied. Try to be a hero and you won’t be around the next day. And obviously he knows that. He is takut about his job and position, not PKFZ. His hands are clean, as far as PKFZ is concerned, because LKS has been harping about it since Chan Kong Choy’s time, so I doubt he dared to touch it. Something else, perhaps, but definitely not PKFZ. Anyway, there is nothing for him to pick at PKFZ, except the bones.

I am told MCA HQ employs a group of writers whose job is to prepare press statements for many so-called MCA leaders who cant even prepare press statements. The Ong from Penang MCA is one classic example.

    Can Ong Ta Kut call himself either a hero or a gentleman by pushing or diverting the blame to or bully the Parliamentary Secretary who is helpless and powerless? Have mercy on the poor Parliamentary Secretary who needs to earn a decent and honest living. If you do not instruct her to distribute the PKFZ report together with its appendices, I am very sure she will not dare to do so.

    Well, it is just based on circumstantial evidence. I mentioned 2 reasons:
    (1) LKS has already blown the whistle when Takut Ong took over. He must be one very brave man if he still dare to do monkey business in PKFZ.
    (2) PKFZ is already bleeding to death when Takut Ong took over. There are no flesh left… only bones. I am sure there are greener, “safer”, and more lucrative pasture elsewhere.

    We are saying he is AVOIDING answering questions to cover up MCA crooks.

  15. The beauty of mixing politic with business was that one can lobby the minister to pay.

    It was not surprise at all BN fellow not to attend PAC meet. To him there is no law that can not be break.

    What happen in this PKFZ is very simple. Design and conceptualize mega project with the prime objective to milk the tax payers money to feed the crooks. All other can be simply justify. It was that simple.

    After all you are talking about all the crooks who have the power to decide in what ever way that will favor them.

    Lest assure this PKFZ soon and it will just die as what all other scandals. After all we are talking of huge money available for the crook to milk and this project is just peanut compare to all those oil money and tax payers that are available. That is no point of going for peanut project as you have to use your hand to milk and it is better and more efficient to design mega project to milk it once and for all.

    I wish to state that what all happening now is just a show to play play. There is never true intention to bring those to be persecuted. Simply, if there is one true intention, it PKFZ is on the final stage of persecution after Mr. Nades has exposed this can of worms long time ago by his series of articles. But the authority chose not to read the Sun’s articles. And the show play along, until memory fade.

    Well, I think China went down the drain because of the mentality, \I eat salt more than you eat rice.\ Just look at who is leading the Information Age. The one who eat more salt or the one who eat less? I don’t follow anyone blindly and I don’t trust anyone 100% for the simple reason that no man is infallible (and that includes me). Only God is infallible because He doesn’t exist. He gives me a brain (in popular lingo), so I used it. LKS, by the way, is the best Malaysian politician I know so far. As for MCA (and present-day Gerakan after Lim Chong Eu), I think those people join politics because of money and nothing else. They have no societal ideals, only personal interest.

    As for my reply to Intan, if it is not satisfactory, so be it. That’s all I can offer. Intan says: \ong takut’s hands are clean? How can he be so sure? Now, can I ask back the same question, Ong Takut’s hands are dirty. How can you be so sure? Any evidence? Would you care to reply?

    TQ for reporting on PKFZ. So much information to know. Finally PAC will be very busy working on this. With DAP Tan Seng Giaw and Tony in PAC, they should be working ok to take care follow up of this for you.

    Uncle Kit, now your team is working on PKFZ, please can you do something for Kampung Pala urgently? I’ve got a fren’s fren who live near that area who are very angry with the happenings and think it is bad of Guan Eng to not just use his powers to help the Kg Pala people. The fren is complaining Kg Pala is going to be like PKFZ ??? I do not understand.

    DAP image is suffering and some of my frens now is also laughing DAP is talking only. I told them to be patient.

    DAP MP are so curious one and full imaginative. I think all Members of Parliament in BN can not have two way communications between themself or they will be blacklisted by DAP MP. I don’t know why they are so prejudice about somebody. I am not here saying that imaginative thinking is wrong but if imaginative thinking used in wrong way is very disaster. They can use their imaginative thinking to contribute our nation such as how to solve the increasing trend in crime especially in urban area. They can put pressure to the police to solve the crime but not simply throw the responsibilities to police instead of giving good suggestions.

  28. Malaysia can afford to spent billion on the drain building mega project like PKFZ but was only little being occupied. What not turn these building in PKFZ into better TAMAN SINAR HARAPAN shelter so that those people have a better living conditions instead let the structure rot. The health minister sure can cit and cit on the ears of minister of MOT in the parliament lobby and so hopeful too this can be cow tiam just like payments of 660 million can be reverse after the cit and cit in the lobby?
