Bandar Makhota Cheras violence and police connivance – public inquiry warranted

The use of thugs to assault residents of Bandar Makhota Cheras protesting against the barricade put up by the toll concessionaire, Grand Saga and the connivance of the police not only in its “hands-off” policy during the rampage by the thugs, but in going on a rampage of its own when some 20 police personnel armed assaulted an innocent bystander, Chang Jiun Haur, must be condemned in the strongest possible terms.

An independent public inquiry into the spate of physical violence against the protesting public by thugs and police personnel is fully warranted.

DAP MP for Serdang, Teo Nie Ching will be raising the issue in Parliament tomorrow.

  2. Against all odds, the road block was again removed by the residents and the road was re-opened one hour ago. Self-help is the best solution…

    Now that BMC road closure has become a national frontpage issue, the state gomen (30% share holder of Grand Saga) better make sure that the road will not be closed again for the sake of its own image.

  3. The Serdang MP must ensure (even through horse trading or whatever means) that the issue will be debated, or else please refund my RM50 donated to her PRU 12 campaign. It’s difficult to make even RM50 these days.

    One wonders what is PR’s plans on the BMC issue, or do they even have a plan to begin with. Debating in parliament and organizing protests may be fun and all but i am not sure if thats gonna get you results. You are not gonna sway the federal government and ministries with charismatic arguments.

    Was there no comittee set up to investigate the issue and list down all the possible solutions and scenarios? Consider all legal implications and list down all the possibilities in order to overcome any liability? Did no one sit down to plan a solution?

    Or was the DAP people to busy blaming the government and organising protests? Look, accept the fact that the fed is not gonna give in to your demands no matter how well you argue. Or else they will lose face and credibility. You can continue to do so to put up a show, but you better damn well be doing something more besides that.

    Maybe you should stop attacking the problem head on by just protesting and blaming the government. Maybe you guys need to think outside the box.

  12. This bloody affair should be stopped immediately, starting with Grand Saga. Is it warranted in Malaysia to use thugs to protect one’s corporate interest against citizens who are already hard-pressed to make a decent living?
    This sordid going-on looked very one-sided against the Rakyat of Bandar Makhota Cheras who have every right to protest against dirty corporate interest and heavy-handed tactics.
    What has happened also showed what bad reputation our ‘Royal’ Polis intends to carry on.
    The chain of event last night makes us question in whose interests the authority has in mind.
    Rakyat’s opinion is:
    1) The Polis is as Samseng as those thugs who went on rampage against the residents. Just see for yourself how Polis reacted against innocent bystanders like back lane hounds.
    2) Grand Saga has the authority’s ‘blessing to punish’ Rakyat of Bandar Makhota Cheras.
    3) The delayed action (on purpose) to remove the unwarranted barriers set up by Grand Saga who will never be prosecuted in court. Just count how many times were barriers intentionally set up since day one of troubles?
    4) This is a politically motivated scheme to cause hardship by any means. PR beware!
    Pak Lah, are your ears listening to the cries of Bandar Makhota Cheras?

  16. The general mind set of the police has been endowed by training aspects handed down from that era when the British then were bogged down in the Emergency Period, pre and post immediate independence of Malaysia.

    Those were times the authorities look upon suspicion every other person, citizen or not and regardless race, who sort of ‘resist’ the flow of societal norms. As you can see, this mind set requires ‘to suspect’ and in order to be effective and survive, be in an adversarial mode when confronting the public.

    Such is the background and is deeply embedded in the police training aspects, and present time police instructors are only second generation trainers who had the ‘full’ benefit of the first generation who saw the Emergency period live. One will have merry surprises just by looking at some of the police so called manual and standing orders – how archival qualities they are.

    Certainly, the future for the police attitude is to work with the public, and let the public have the benefit of a doubt. In Malaysia, it is mostly public taxes that are used to partly if not fully fund the police salaries, wages and benefits.

    We as the public owe this to ourselves to educate the police mindset.

  17. I think the behaviour of the police especially the lower ranks still needs a lot to be desire. Their reasons of being in the force may be for the easy pickings. Unless the public perception of the force is commendable, it will always attracts 2nd rate recruits.

  19. Grand Saga has publicly denied that the thugs who used violent means against the residents were hired by them. It doesn’t take much to verify this statement from Grand Saga – someone must have paid these agent provocateurs who have been caught in the act on video.

    Well, 1st of all these are modern military who stick to military rule, in ancient time there are many cases whereby emperor or general will trick the military by faking the rules to suppress revolt or revolting themselves.

    The FRU are merely obeying the constitution. The leader of the FRU off course will use the excuse that they are obeying their duty to serve and restore public order. Well this can also create more chaos like the tibetan cases.

    In any of this case nobody is wrong, one is using the legal loopholes the grandsage, FRU, etc. The Cheras Mahkota people are fighting for justice which is not specifically noted in the clauses.

  21. Uncle Lim, make notes of the misdeeds in this matter as well as others. Better still, have video recordings made.
    The time will come when the BN will be history. Then, it will be payback time.
    Once the PR is in power, have a complete revamp of the police, making sure only those will pristine records will get the top posts. Similarly, with the army.
    Then start prosecuting ALL those past and present “leaders” who committed misdeeds to the fullest extent of the law.
    Also, don’t be shy to use the ISA!
    Give them a dose of their medicine before sloshing it down the drain!

    Those who hv taken a top post of a big company (say 1000 employee or more), or a big building projects (worth RM 1000 million or more), will know, that he / she needs a lot time to work out all the problems

    More roars of support ensued later when Selangor CPO Deputy Comm Datuk Khalid Abu Bakar, who visited the spot, told the residents that he had advised Grand Saga to stop any construction of barricades in the area.

    He said the public would be inconvenienced each time Grand Saga built the barricade. DCP Khalid also urged the Malaysian Highway Authority and the Public Works Department to settle the matter and come up with an amicable solution.

    He also urged the elected representative not to incite the residents.

    Kajang OCPD Asst Comm Shakaruddin Che Mood, who was also present, was hoisted up by several residents who lauded his support for their cause.

    He also persuaded residents to remove several toppled boulders that were blocking cars going into the Bandar Tun Hussein Onn access road.

    Several residents then pooled together RM900 to get the job done, saying that a third of the sum would be for the lorry’s petrol while the rest would be used to buy food.

    “He asked for it. He ran over a policeman and he got what he deserved,” the officer told Malaysiakini a few minutes after the incident.

    Asked to identify the person who was hit by the car, the officer had initial difficulty in persuading the individual to come forward.

    When he did so, the man – who appeared unscathed – claimed: “He tried to run me over… look at my baton, it is broken. What more evidence do you want?”

    However, a police officer who took Chang to the Kajang Hospital said none of the personnel had been hit by the car.

  29. This should not have become this far. Blame game should stop and yes, the police had lost control of the situation if it needed the FRU in the first place. While it is true that the police should not shoulder the full blame of it, the role of the police force is to maintain and enforce the law. In this case, it had failed to do so by allowing

    1) Grand Saga to block a public road (which I check was still illegal)

    2) Grand Saga to build another road block on public road and allowing criminals/thugs to roam around.

    We should not fully blame the police – part of the blame should be with the State Govt and while they have only been in power for a little over 2 months MUST be on the ball – considering that the last Govt basically have left a nice mess for the new Govt. It would be good if the new Govt can provide the public the agreement that Grand Saga seems to be under the impression that they can block off a public road. Meanwhile, I would like to know what this new administration have achieved after 100 days.

    Meanwhile, while our Malaysian Police is doing an excellent job, I would like to know why did the police lose control of the entire situation to the point where the FRU were needed ? We should make an inquiry, learn from it and NOT LET IT REPEAT AGAIN.

    For a start, police batons or any other batons are made of hardwood.
    It’ll take a tremendous amout of force to break it. If the car hit the officier with enough force to break his baton, it will definitely have enough force to cause him serious injury or even death!
    The fact that only his baton is broken and he is unscathed, shows that there’s something fishy.

  36. There are probably some 10 or so urgent motions which has been denied the chance to see the light of day in the House. So far the most frequently use reason for rejection is “not urgent” – be it urgent medical treatments on ISA detainees (not urgent), death to National Service detainees (not urgent) or death under police custody (only very few such cases).

    …Today, the Deputy Speaker once again rejected SERDANG’s motion, that is to debate the police action and inaction over the Bandar Mahkota Cheras – Grand Saga toll controversy, which has resulted in individuals being hurt by thugs in full police presence and another being beaten up by some 20 police officers. This issue has hit the headlines over the past 3 days or so.

  37. The Cheras incident only shows the utter comtempt of some police officers wrt to guidelines on using excessive force – maybe this is how many detainees end up dead in lock-ups.

    I know many will say the IPCMC is dead and buried but we should insist on its implementation NOW before someone else gets killed over a RM1 toll.

    In this fiasco, the police have turned out smelling worse than the toll operator.

  38. The Selangor government can DO something. It is whether they ar pressing hard for it or not. A solution is to they can pay the toll operator a compesation to allow for local residents to access the road. The compensation can be in the form of financial consideration right?

    But I know they have a LOT of considerations before decide on doing something. But let’s just hope they wont be so lembap and wait for more riots and God forbid when more people get hurt before taking action. Selangor MB must be able to poke his nose in the issue right away before the people get annoyed.

    Bandar Mahkota Cheras residents at Parliament

    KUALA LUMPUR: Residents of Bandar Mahkota Cheras were at Parliament on Thursday to urge the Works Minister to reopen the access road into their housing area.

    About 30 residents gathered outside the Parliament building, with banners that said “Menteri Kerja Raya, Tolong Rakyat Buka Jalan (Works Minister, please help the people open up the road).”

    A resident, who only wanted to be known as Mas, said she had been living in the housing area for five years and had been waiting for the access road to be opened for four years now.

    She claimed that the barricade built by Grand Saga Sdn Bhd had caused terrible traffic congestion in the area.

    “I have to leave my house every day at 5.30am to send my children to school. If I leave at 6am, I would not be able to make it,” said the mother of three.

    DAP adviser Lim Kit Siang, who met the residents outside Parliament building, asked for an inquiry into the incident on Tuesday where gangsters and thugs were used against residents and reporters during the protest at Bandar Mahkota Cheras. “There should be a full inquiry into this incident. The residents have their right to make their objections known against the building of the barricade, and there should not have been any physical violence,” he said.

    When I read the reports, I nearly rolled about the floor in laughter. Anti-corruption efforts ? Equine Capital getting thousands of acres of land, Monsoon Cup, PKFTZ bailout, SCOMI awarded contracts through negotiated tenders, ECM Libra, UMNO lawyer appointed Court of Appeals president – all these happened during Sleepy Head’s tenure.

  42. Residents of Bandar Makhota Cheras should be praised for their persistence. The Selangor Government should take a strong stance in getting all the necessary parties together to solve this issue that has been a thorn to many good citizens for so many years.

    All these time, it seems that most of the Selangor Council Members only know to talk but the doing the job is still sorely left to be seen by many. No more pointing fingers and stop the blaming game.

    Look into the contracts and make the necessary decisions that would be beneficial to all.

  43. Of the 5 years Mas lived in BMC, BN was in power both in the State and Federal level. Out of the 5 years, BN was in power for around 1741+ day, compare to the new Govt of 84 days. Why did BN do something about it ? Atleast BMC is getting the attention it deserved otherwise, it will be one of those things that will be swept under the carpet.

    Referring to your posts on the Selangor MB, things isnt how you painted it.

    1) He has a good business sense, the reason he left PNB is he was forced out due to politics.
    2) Same thing happened while he was at Guthrie, the GLC restructuring was done while he had other ideas in moving Guthrie forward, instead of becoming part of SIME. DO you honestly see Sime doing that well since the merger?

    As a listed company’s head, you are typically given ESOS, look at the IOI MD stepping down with 5million shares at 2.50 for him too. So your point of skeletons are unfounded.

    You criticize the PR government. Does that mean the BN government would do better?

    Seriously, does anyone really believe that? Considering the fact that the mess was started by BN government in the first place?

    Consider that this is a federal Highway and falls under the responsibility of the federal governments Malaysian Highway Authority? What has the BN federal government done so far regarding this issue? ABSOLUTELY Nothing.

    In fact, a federal (BN) minister has clearly stated BN’s stand on this issue. He has to look after the interests of the (federal) government first. Cause the contract states clearly that the federal government would have to pay for any loss in traffic volume.

    So BN is content to let the people suffer because it serves them politically weaken PR’s support. Once the people have suffered enough, they will step in smelling like roses claiming to solve the problem (which they created in the first place anyway). Is that what you classify as a better and more capable government?

    And PR should have anticipated this move by BN in the first place. BN will use every means at its disposal to crush its opponents. You can protest and debate and inquire all you want. Doesn’t do shit! You are now running the state. Use what assets you have and propose a solution.

    Btw Killer, it was the BN government that blamed the US, Soros, IMF and World bank in 1997. BN claimed it did nothing wrong and that they were sabotaged by the ‘rich’ of the world. So you would prefer a BN government?

  61. The Ketuanaan BN goons shud stop denying people basic infrastructure like the road, why they invite these private company “Grand Saga” to act as collector from the people. The people are paying income taxes every month in return the govt. should provide basic road not charge them for using the basic road.

  63. Khalid most definitely has a dubious reputation. But has he done anything illicit since coming to power? I don’t know.

    Which is exactly the reason why we need more transparency and accountability in our governance. A stronger judiciary and a trully effective ACA.Things that BN did not bother with.

    The Selangor government have formed a comittee comprising of non state exco MP’s INCLUDING BN MP’s to monitor the state governments activities.

  65. Dear YB, I think PR has definately done a good job in this SAGA.
    I spoke to my Malay friends who were UMNO staunch supporters for so many years and YES …. they are going for PR. Slowly but not realising it, the many issues going on is slowly choking BN. They let the hired hooligans and cronies flex their muscles and these really upset my friends. BN is DN.
