Pirates mingle freely with the Malaysian citizens. You cannot tell who is a pirate and who is a Malaysian citizen. You have been allowing the non citizens to come and go as they please. That is why you have the Sipidan attack, now the Lahad Datu attack and all these places are only 1 hour or so boat ride away from the next island or mainland.
