Decline in moral accountability?

Chief Secretary to the Government Tan Sri Mohd Sidek Hassan has made himself look very foolish by asking whether it is wrong for civil servants to attend functions held by Penang Chief Minister Lim Guan Eng, as he is the DAP secretary-general.

Sidek is apparently trying to justify the presence and participation of Penang state development officer Nik Ali Mat Yunus at an Umno press conference, where the officer verbally lambasted Guan Eng and issued prepared press statements to criticize the chief minister.

I am simply amazed that the country’s top civil servant doesn’t even understand the simple basic difference between a government and a political entity, and respect the very important fundamental principle of impartiality and neutrality of the civil service.

Of course, civil servants have every right to accompany the chief minister or any minister to any function required by their duty to do so. When they attend and participate at such official state functions, including a state-initiated media conference, they are merely doing their job as civil servants serving the elected government of the day. They are not involved in partisan political activities, even though the chief minister or any other minister may be a leader of a political party.

When Chief Minister Lim Guan Eng holds a media conference and has the state secretary with him to brief the press on matters of the state, the state secretary is not violating the civil service code by being there. In fact, it is his duty to be there to help the chief minister answer questions from the press.

But if DAP secretary-general Lim Guan Eng attends a Teoh Beng Hock memorial service held by his party, a civil servant can only be there in his private personal capacity as Beng Hock’s friend. He cannot be there on duty as civil servant accompanying Guan Eng.

In Nik Ali’s case, he is definitely wrong to attend and participate in a press conference called by Umno to run down the chief minister. He has broken the sacrosanct cardinal principle of the impartiality of the civil service, and must face disciplinary action for it.

It is simply beyond comprehension that Sidek as Chief Secretary to the Government should endorse such a crude and uncouth behaviour and unconstitutional action by a senior civil servant.

Sidek has put himself in a very embarrasing position by giving a very silly comparison of himself holding a press conference together with the prime minister, and that of Nik Ali’s participation of the Umno press conference.

“Is it be wrong if I hold a media conference with Datuk Seri Najib Razak? If it is his job as the prime minister and my job as the chief secretary, then it is not wrong I hold a press conference with him,” Sidek said.

Of course, it is not wrong! It is his job as chief secretary to serve the prime minister and accompany him if so required.

But Nik Ali’s case is definably not the same. As a civil servant, he should be non-partisan and should not be involved in politicking with Umno.

If Sidek does not understand such a simple distinction between what is government and what is politics, he is not fit to be the country’s top civil servant.

And, even assuming that Nik Ali is a victim of harassment by the chief minister, there is a proper official channel for him to file his grievance and complaint — to the Public Service Department head. Why should Nik Ali use, or rather allowed himself to be used, by a political party to launch an attack on the chief minister?

It is certainly ominous, in fact even sinister, that Nik Ali should chose to use a political vehicle to rucn down the chief minister elected by the people of Penang.

And, it surely is baleful that we have a Chief Secretary to the Government who would condone and absolve a senior civil servant from making political attacks against an elected government head.

The fact that Sidek has announced that no action would be taken against Nik Ali for his verbal assault on the chief minister deserves my commiseration to my fellow Malaysians for the decline in moral accountability in our beloved country.

And, while I am still on this Nik Ali issue, I would like to comment on another ridiculous statement, this time by Penang Gerakan chairman Datuk Dr Teng Hock Nan who condemned Guan Eng for the fiasco.

Teng alleged that Guan Eng was out to gain political mileage and strengthen his position to garner more votes and support from the public in the next general election.

It is certainly ludicrous that Teng should make such a preposterous statement, but, seeing that he is from Gerakan, it is not surprising since most of its leaders are incongruously inept and lack the intelligence, let alone intellect, to understand basic issues affecting the people.

Teng and the imbeciles in Gerakan should throw in the towel and retire permanently from Penang since they are of no relevance and pertinence in the state.

They should stop making themselves look inane with their vacuous statements.

  1. Most of civil servants today forget that they are supposed to serve the people of Malaysia and that their salary comes from us. They seem to think that they are serving UMNO and that their salary comes from UMNO. This applies to almost everyone from the office boys to the very senior ranks. It is not unknown for KSUs and Service Chiefs of the military to tell their underlings that they must vote for the govt (meaning UMNO) because thats where their salary comes from.

    Sidek considers himself a UMNO member, first and at all time, and he is serving UMNO taking government service as a branch of UMNO. From then on, because Nik Ali is also a UMNO member and so to Sidek Nik Ali is entitled to participate in UMNO activities, whatever the purpose.

    Other than a few non-Malays, government services are manned by mostly UMNO members, and they serve UMNO interest. Sidek is not defending right from wrong. He defends another UMNO members against everybody else.

    Malaysia is in such a sorry state as a failed nation because the government service acts like secret society. The only difference from secret societies of here or elsewhere is that they are recognized as a government.

    Najib should first make sure that government service serves the government irrespective of the party in power. Government services should be independent of political party. If he cannot ensure those who receive government salaries to conform, what else can he do?

    It is time that Najib gets Sidek replaced. A person who could not stop PKFZ from swindling the government, and after having been asked half a year ago to head a special committee to get those responsible for the PKFZ scandal answered for their sin, he has shown no progress. Instead of spending time on the PKFZ, Sidek chose to defend a person, rather than a government policy. It confirms that he knows not where his priority should lie. What a useless boss to a million civil servants. Sidek should be sacked.

  4. I am really puzzled why Guan Eng did not replace all these people when he took over, just as how a corporate CEO will handpick his own senior management. How else is he expected to deliver his promises and achieve his goals if his own people are not on the same page with him. Worst, if they openly opposes him !!

    Officials who does not work for the rakyat are not fit to be in office, be it Malays,Chinese or Indians or others ethnicity.Officails who waste rakyat’s $$ like splashing on lavish trips, and unnecessary and wasteful commissions should be sent to the gallow.

    It was reported that the government needs to spend some RM4 billion annually to keep the civil servants, who are its “army” trained to be loyal to BN and to bring frustrations to Opposition-led states.

  7. The basic reason for this unbecoming attitude of some civil servants is that the Bankrupsi Negara regime has violated the rights of the opposition states to funds for projects. Just like how oil royalties were denied to Kelantan and Terengganu – this simple project for the Botanical Gardens was not even welcomed by the Penang folks as far as those RM150k monstrous arches were concerned.
    This is what happens with too much central planning plus insolent federal officers planted in the state.
    The only way to stop such nonsense by Putrajaya is to show BN and civil servants that the voters are the BOSS.
    In the private sector such behaviour will result in 24-hour notice of dismissal.

    The Chief Secretary is a reflection of what our Civil Service is made up of. Are we comforted or inspired by such Napoleons?

    If we trim the Civil Service to the proper size, our unemployment rate will be somewhere between 8 to 9% maybe even higher, while the rate in the rural areas could be as high as 16 – 18 %.

  14. Like most, I thought initially this was about civil servants who are willing to break the rules and principles for UMNO/BN.

    BUT now I think THEY REALLY DON’T KNOW their duties and principles. These are civil servants that their entire career are in ‘the end justify the means’ of Mahathir. Mahathir blurred the lines of ALL key institutions and major principles of checks and balance. Our constitutions and laws don’t mean a thing if power is strong enough.

    I seriously believe that before it was raised by the Penang govt, Nik Ali did not know that what he did violated the constitution. I even believe Sidek does not comprehend the seriousness of his duty to upheld those principles for the long term interest of the institution and millions of members he heads. They have tarnished the reputation of all civil servants, demoralised it, threw out maybe the last shred of respectability of what was once a proud and a pillar of our country and society.

    One of the opposition proposal is to raise the wages of key civil service like police, MACC, immigration etc and improve performance but what these two have done is make that plan even harder when PR take over the govt. The public will demand higher justification from any govt even PR for such a plan.

    Genuine effort and performance by honest and able civil servants is going to be met with unjustified scepticism. Its a destruction of meritocracy, progress and encouragement of, even a condemnation to, mediocrity.

    It is simply just evil..

    Suppose we trim the civil service by say 100,000 workers and offer such people jobs in the service sector, plantations and manufacturing, we will not have to depend so much on foreign labour. The practice of just placing unemployable graduates into government is causing too many problems and the entire civil service is at risk of becoming unmanageable. Of course some of these jobs are tough but conditions can be improved.

  21. The Moral Accountability has declined for the last 50 or more years because the society does not account Morality and so does the Government.

    Jobs specifications of the civil servants are not transparency. The higher in position, the more serious is the ignoring of moral or discipline of their position. Ignoring of Rules and Regulations with manipulation of laws with the Rubber chop of MP in the Parliament to amend laws in their favours with immunities.

    When SHAME does not exist among those Seniors, running from PM, Ministers and MP in not fulfilling their Duties, MORALITY already vanished in Malaysia. Rules and Rugulations are already meaningless when NO Actions has been taken to thousand if not millions of civil servants who have been idling in their jobs, or even with corruptions!!

    Morality has to come from the heart and if needed, enforced by laws. For Malaysia, gone the heart and the laws!! A walking corp instead of a working co-op!!

    A bank credit card Department is cheating client with misplace of Rules and Regulations and imposing high interest rate that doubling up non-existing prinicple in 3-4months. Bank Negara keeps silent to provide the rules and regulations!!

    Any Government Department is working?
    Public Complaint Bureau under the PM office is not working!! They cannot even confirm the receipt of complaint on the silence of the Police/KUP/AG to take action on a NOTROIUS lawyer in Penang in cheating and assaulting cleints!! So, what can we expect from the Public Servants?
    Sadly, DAP Penang government is also silent!!

    Moral is not declining But VARNISHED!!
    Moral does not exist even among lawyers and Judges!!
    Souls of many who have duty to perform had evaporated!!

If you find something wrong on your part, admit it immediately The truth hurts but denial hurts more.. Prior to this, there were also significant numbers of complaints against LGE, Sometimes there is no harm to scrutinize all the way to the end, right? Why you think your son is always right?

  26. I think CS Sidek acted like he’s an employee of Umno,just like Nik Ali and many other top civil servants. Frankly I think most ordinary folks in all circumstances will not trust these guys as their action/behaviour does not reflex their duty as an responsible civil servants,And instead it all link to being a kind of running dog for Umno. I’m pretty sure their bullying and discrimination action ( against the oppostion members and others) are pricking their conscience day in and day out and also even in their daily prayer. However I think most if not all of these guys have no conscience and I leave it to them to answer their GOD when the time comes.

  28. The opposition is also part of the government because it is the people who elected it to the post. Who are the people if they are not anyone and everyone. Therefore logical thinking should be to serve your immediate boss. Then barulah you go higher and higher up. You do not skip because you will be unethical. Unless you have very good grounds to. Some of the people closest to the politicians are the government servants themselves. Who knows what fishy business is going on if not the government servants themselves ? If the P.M. can talk about little napoleons and the opposition can talk about little napoleons too, then what do you think ? 1.2 million government servants throughout Malaysia.   30. I actually disagree with the way LGE has framed the issue. The issue is not KSN or about question whether the civil service can be international class.

    The issue is exactly what Zaid Ibrahim said in London to Friends of PR: IF you do not upheld the value of Malayness, what do you give the Malays? UMNO/BN has taken away Malayness.

    Its not about KSN or whether the civil service can become world class. Its that if they take away the value of Malayness, they can’t be world class, they can’t rise above the challenges.

    But it seems the more we spend on religion, the more corrupt society becomes.

My government sad to say has all this I.T. thingy very fit to be recycled. You see, we have all the things but only for show. There is hardly any money to go around fairly. There is only money for you who mean the most to my government. If you mean something you get the money to buy things. If you mean nothing just be satisfied having a museum all to yourself and if you know how to fix stuff, then fix it and use it.     e procurement one after another and another. Have your staff nag you about dysfunctional computers and internet service. See when will you have money falling from the sky. Good news to replace all existing I.T. thingy. Get the laptops from India. Only US $ 35 per item. See what justice means. Our Silicon Valley is a good piece of history but it reminds us of dreaming, dreaming and more dreaming.
