First five months of Najib’s “1Malaysia. People First. Performance Now” slogan ends with MACC and Malaysian Police neck-to-neck as to which key national institution has lower public confidence and esteem

Yesterday morning, the Malaysian Anti-Corruption Commission (MACC) Deputy Chief Commissioner Datuk Abu Kassim Mohammad was the special guest of the Star online live chat.

During Abu Kassim online chat, the newspaper carried an online opinion poll which produced the following results at 12.30 noon before it was taken off line:

1. How would rate the MACC’s performance so far in fighting corruption? (image)
Good – 3%
Fair – 0%
Poor – 98%

2. Should MACC only ‘interview’ suspects during office hours? (image)
Yes – 79%
No – 6%
Depends on the situation – 15%

3. How would rate the MACC’s handling of Teoh Beng Hock’s case? (image)
Good – 0%
Fair – 4%
Poor – 96%

4.Should it be made compulsory for lawyers to be present, …(image)
Yes – 83%
No – 6%
Depends on the situation – 11%

It is tragic and pathetic that the first five months of the new Prime Minister, Datuk Seri Najib Razak’s “1Malaysia. People First. Performance Now” slogan is ending (as today marks Najib’s full five months as Prime Minister) with two key national institutions, the MACC and the Malaysian Police, neck-to-neck as to which organization has lower public confidence and esteem!

In the last week of July, the Home Ministry website carried an opinion poll whether the people felt safe, with the following results:

  • 97% or 9,729 out of 10,060 respondents felt unsafe because of the high crime rate, with only 1% or 89 respondents felt safe and 2% or 242 respondents in the “uncertain” category.

  • 95% or 8,883 out of 9,319 respondents felt that the safety of the people was not guaranteed as compared to 3% or 248 respondents who felt it was still guaranteed, with 2% or 188 respondents in the “uncertain” category.

  • 94% or 8,743 out of 9,261 respondents felt that government had not done its best to ensure that the safety of the people was at the best level with 2% or 185 respondents felt that the government had done its best, and 4% or 333 persons “uncertain”?

It has been announced today that Tan Sri Musa Hassan’s contract as Inspector-General of Police has been renewed for another year although for the first time in the nation’s history, there had been an unprecedented nation-wide opposition to the second extension of Musa’s tenure as IGP.

It would appear that it is the very proof of failure to carry out the fundamental policing duties with 97% of the respondents in the Home Ministry poll felt unsafe at the high crime rate in the country and 94% of the respondents felt that the government had not done its best to ensure the safety of the people which are the key factors resulting in Musa’s favour and advantage, resulting in another year extension of his tenure as IGP.

By these same perverse standards, a MACC which is unable to command the confidence of 98% of the people to effectively combat corruption is the very MACC which is defended to the hilt by the Najib government.

With another one-year extension for Musa despite his abysmal performance, with 97% of the people who felt unsafe and 94% unconvinced that the police had done its best to protect the people’s safety, and a MACC where 98% lack confidence eight months after its establishment to replace the Anti-Corruption Agency, there appears to be no hope for any reforms to both institutions unless there is a total change of the federal government in the next general elections!

  1. Roughly 5 pct of the population is insisting that the other 95 pct is wrong and the 5 pct insists on doing things their way. This is the only conclusion we can draw from these polls.

    As for Musang’s extension, this is hardly a surprise. He has a firm grip on so many UMNOputras’ b@lls it was always going to be up to him as to whether he himself wants to stay or go. It was never going to be up to Najib.

  3. The only way that Najib and his cabinet can pass their KPI exam is for them to set the exam papers and also mark their own papers. Otherwise by public standards, they will fail, outright so badly that they will be suspended from any further exams. That will also include the MACC and Polis.
    Maybe we should also KPI the 4 PKR states?

  4. The loss of administrative independence has attributed to the “downfall” of these two institutions, namely the MACC and the Malaysian Police.

    Najib and his government should stop interfering in these institutions so as to not further erode public confidence in them.

Cudgels in hand, he was about to pulverise the veteran oppositionist but noticed Lim was about to leave the Dewan.

    “Stay back awhile, Yang Berhormat Ipoh Timur,” he said, but the reply was a curt: “No, thank you.”

    But that did not stop Bung Moktar from lambasting the DAP adviser.

    A woman made a phone call: “Hello”
    A man answered: “Rukun Tetangga”
    The woman continue: “There are burglars in my house, come quickly and catch them”
    The man asked: “Are they still there?” …..

    This simple advertisement of a certain brand of coffee reflects that the public has lost confidence in the police force. The phone call is made to Rukun Tetangga instead of Balai Polis when there is a burglary.

  10. What are the relevant issues which can be exploited by Pakatan Rakyat in the soon coming Bagan Pinang by-election? Here are some hints:
    1) Zaitun House Scandal (Najib – Jaina intimacy);
    2) An extended-to-the-sea 5 star hotel owned by the daughter of Dr. Mahathir, a crude example of the abuse of power by Umno politicians because those sea shore areas had always been an area reserved specifically for the use by the Royal Families of Negeri Sembilan by Majlis Undang-Undang (the de facto Senate of the State of Negeri Sembilan);
    3) Foul play in Rembau Constituency vote-counting during 308 election with magical vote-count turning to the disadvantages of Pakatan Rakyat after a sudden power outage at night in the midst of vote-counting by the Election Commission!

  11. But you got the poll results wrong. The margin of error was + or – 97%. So maybe the 3% got it right. That MACC and the Police are doing a fine, fine job of keeping everyone unsafe. Otherwise, they will all be out of jobs. In this recession summore.

  12. With regards to the Bagan Pinang by-election. Heard that the many Hindraf spin-offs want to contest there with Indians forming 20% of the voters. So don’t count on them.

    BN would probably come through this time yet again in their stronghold but with a reduced majority.

    But if one or two BN frogs switch camp, then the pressure will be really on as then the situation will be BN 18, PR 17 and the by-election will be really hot.

    Will Negri fall? A lot is at stake with the MB not so strong.

    Power outage happened also in 1987 during vote counting at the UMNO general assembly resulting in mahathir winning 43 votes. Since then he had been returned unopposed for decades.

    Had they used kerosine lamp then, Mahathir would have been out, and our ringgit might still be at par with Brunei. That modern technology or was it TNB was a curse to the nation!

    Rumour had it said that Mamakthir gained his experience of money management through his joint-venture with a Chinese loan shark in doing the illegal money lending business when he was still a practicing medical doctor in Alor Star. Let’s assume that there is a person called SMART GUY who borrows from a loan shark. Even though the SMART GUY dares to go high gearing by pledging his little asset with nominal value in order to secure a higher cashflow amount from the loan, it is not easy for SMART GUY to earn back the big sum of money equivalent to the amount of high interest expenses that have been paid out to the loan shark unless the investment choice he makes by spending his loan proceeds is a highly lucrative one.

    SMART GUY will have some cashflows now after borrowing from the loan shark but he still needs to find a good business opportunity in order to finance his interest expense payable to the loan shark. In fact, SMART GUY can make use of his cashflows to buy a piece of land first and then inflate the transaction price with a fititious price written in the Sale and Purchase Agreement and pledge this piece of land to a commercial banker in order to get a relatively cheaper loan from the banker. However, he will still need to find enough of money at a later time if not now, in order for him to be able to finance the interest expenses and to pay back the loan principal. Actually, by repetitious land transactions it is quite easy to create an disillusionment of land property boom market mood. When the prices of land properties have been inflated by double, triple or quadruple, then it will be the right time for SMART GUY to dispose of all his land properties in order to take profit! After his taking profit, the property market will start to decline. A receding market demand in propety market will create tight cashflow situation for many property buyers who bought on loan! Then it is the right time for the bankers and the loan shark to push the interest rate a bit higher in order to reap much more profit by squeezing up to the last drop from the loan borrowers through a higher interest charge or through force-selling of the pledge property by way of open auction to recover the delinquent loan. With some cash in hand after disposal of his land properties right before the recession hit, SMART GUY now can also start up his business as a loan shark by investing part of his money when the economy has a recession and then repeat another cycle of land property speculation activities with another part of his money when the economy begins to show clue of recovery from recession.

    Mamakthir’s loan shark business experience has shaped up his mind for planning the national economics towards a direction of high interest rate, high inflation rate money regime! This is part of the consequences of implementing Mahathirism! It is also the smart guy’s way of robbing the poor in order to make he himself richer!

    The phrase ‘neck-and-neck’ is used in racing when you can’t tell which competitor will cross the finish line first.
