1. Will and Can LGE and the Penang Government do the same for other Squatters in Penang? Even the building cost for such Double Story could be around 100,000 (excluding the cost of land).
2. Can we account the matter as follows?
a) The accountable loss of the Government (due to under price) = 50million.
b) The Gross asset that can be created from 490unts of Condo from 240k-290k, say 250k each = 122.5million.
Taking the average cost of building of each as 100K, total 49million. So profit around 65-70 million after deducting that to the Squatters and the “cost” of land.
Surely the 23 families will say thanks. And, surely will the Developer!!

I suggest one way for the Penang authorities to prevent another flare-up is to keep those houses offered as compensation in trust for those who refuse.
Since the developer is going to tear down all the houses anyway, some of those being manipulated may come to their senses once they realise they are not going to get anything at all.
I am not sure of the legal ramifications but say after another 3 months and still they are “keras”, the state government can rent out the houses and earn some income. The houses will be granted to them at the end of any lease period.
If the sales agreement was signed by Koh Tsu Koon, DAP should invite Koh Tsu Koon to Kampung Buah Palat to explain to the people that it was he or his state government that signed the agreement. Throw the ball back at the BN component party. If Koh Tsu Koon dare not come, that is his business. As least the people knows. Fact is one thing, feelings is another. Hang the signatures of the sales agreement all over Kampung Buah Palat. That is a better strategy.

Some of those cattle-rustlers of “Low Chapparal” claim there are up to 4 families staying in a household. So they are are demanding 4 double-storey houses in replacement for their hut….4 X RM300,000 = RM1.2 million!

The lawyer representing the Buah Pala residents claimed that the value of the land worked out to RM 3.5 million for each entitled resident household/ family. He must have worked it out based on the present market value when the land had been sold and approval given for housing development. That would not have been the value of the land under TOL where the resident had no right on their own to sell them. Clearly the lawyer did not want to have the land sold, and now he is working on the value of the land after incorporating the benefit of the land transfer. One certainly cannot have the cake and eat it.
The dispute on the amount of compensation is quite similar to price asked for a dead chicken. The chicken keeper wants the buyer to revive the chicken or pay an exorbitant price.
The residents at Buah Pala have their houses built on TOL, and they do not have individual title to their land. The best they can use it is for housing, and they cannot hope to sell them for redevelopment without getting the land converted into permanent title. They had not done it before it was sold, and they have lost the opportunity even to attempt. So what they can hope for is to have housing needs taken care of, and that should be the basis for computing any compensation.
Now that the Penang State government had arranged for the residents who had a claim to the land to be provided houses to live in, it would be fair for them to ensure that what they get could be equivalent to what they have.
