I must say, it’s not for consumption of the general public. They would find it too boring or technical as evident in the two previous comments. I hope useful lessons like these can be brought about in a more layman-friendly manner.
Yes he needs to go for speech class.
No proper use of the mike and poor delivery – I guess judges do not really get much feed-back during their term.
But the organiser should have helped to adjust his mike if he was not an experienced public speaker.

i can’t hear him properly, too soft despite adjustment of the mike.
All the speakers used the same sound system and most of them are quite audible.
I think the judge is more a writer than a speaker.
