“Abdullah attacks ‘populist’ claims while presenting populist budget”
This thought occurred to me when the Prime Minister-cum-Finance Minister, Datuk Seri Abdullah Ahmad Badawi announced a string of goodies in his 2009 Budget in Parliament today, including the following:
“Those who use less than RM20 of electricity per month will not be charged.”
One would have thought that Abdullah is preparing to fight an early general election if one had not been held just less than six months ago from which Abdullah and the Barisan Nasional emerged badly mauled – followed by another blow to the solar plexus in the Permatang Pauh by-election only three days ago.
But Abdullah was fighting for his political life when he presented the 2009 Budget.
I am not the only one to read Abdullah’s 2009 budget,as his “last ditch bid to cling to power” as a Singapore-based analyst commented: “It is a populist budget to deflect the growing popularity of Anwar”
Never before in Malaysia’s 51-year history has a budget received so little national interest and public attention – as all focus is on how long the Barisan Nasional government can last or Abdullah survive as Prime Minister.
In the past three days after the Permatang Pauh by-election, demands have grown in UMNO for Abdullah to step down as Prime Minister and from the other Barisan Nasional component parties to quit the ruling coalition.
Abdullah referred to this deepening political, economic and nation-building multiple crisis of confidence in the conclusion of his budget speech.
He said:
“120. The tabling of the 2009 Budget demonstrates yet again that the Barisan Nasional Government is responsive to the concerns of the rakyat and has taken measures to lighten the burden of all Malaysians, particularly the lower income group. The approach taken is focused towards support and assistance, which not only improves the quality of life but also enables all Malaysians to enhance their productivity. This Budget is in line with the medium term plan as articulated in the National Mission and the Ninth Malaysia Plan to further develop the nation towards Vision 2020.
“121. The Barisan Nasional Government will continue to manage the economy responsibly. The Opposition, on the other hand, continues to make populist claims, which, if implemented, would undermine the Government’s financial position and bequeath a bankrupt nation to the next generation.”
A competition could be held as to the number of incorrect, misleading or downright baseless claims or false assertions in just these two paragraphs – symptomatic of a Prime Minister and government in deep crisis of confidence.
Not bad..not bad at all. We get so many goodies voting for PR. We should do it more often.
He is still counting on the support of the 1.5 million civil servants and pensioners and their families. That is why he is giving them more goodies so soon after a hefty pay rise last year.

I nearly felt asleep wen flipflop sleepy guy presented the budget. He just read it like any school kids. Very boring and monotonous. I beleive my kid reads better than him.
It was clear that this guy is trying to buy the hearts of the millions of civil servants by giving a bonus even though they got their raise not long ago. At least this time the money was use in a “legal” way to buy the rakyat support.
If not for PKR, I believe these BN go_ns will never have given these goodies to the rakyat. I should thank PKR for this.

RM 154 billion just for operating expenditure and a mere RM 54b for development exp. How much of this RM 54 will be leaked into UMNO’s pockets.
Considering the rise in oil, building materials, transport and wages, I would say the development expenditure is less than in 2008.

The MINISTER of Health said the budget is an enpowering budget aimed increasing productivity. Can someone ask him what he is talking about? IN what way the budget is enpowering and how the productivity can be increased. What does he know about productivity growth. He is using big words without knowing the meaning of those words. How many households are left with using RM20 and below for electricity? Since the hike of electricity recently, there is hardly anymore household consuming below that figure.
RM20 means usage of only 92 units of electricity per month.

Free electricity for those using RM20 or less is an insult. Who can keep usage within this small amount? Not even the poor. If you have no heart to give, then better don’t give instead of dangling something nobody can reach.
This act is like throwing out those things you can salvage from a sinking ship. Its going to get ‘wet’ and ‘soiled’ anyway.Some of the things salvaged can only be used for a short while. Let them enjoy it for a short while more..

In two 2208 the projected deficit was 3.1% but jumped to 4.8%. In simple terms Abdullah spent more than he promised.
In the 2009 budget he said the deficit is 3.6%. Another lie as he is going to spend more and perhaps cross the 5% mark.
He is spending oil money without thinking about the future generations and there is no allocation for diversion to alternative sources of energy.

A national budget has to do with economic modeling while simultaneously promoting universal values of life, I would like to think. The oral presentation has to be a show of confidence this budget is borne out of tireless homework, that milestones are clearly defined, critical paths towards a [future] surplus budget are identified, and that applauds are best left in its mid term reviews.
What would it have taken for the Malaysian Finance Minister to spread the exectuive summary in his opening remarks and share with all Malaysian thus:
‘ Budget 2009 is a balanced budget, aimed at providing for our well being, while at the same time reaching out towards a surpluss budget to ensure the well being of our future generations to come. Elements of classical and modern economics are closely factored in this budget modeling, taking in the world renown views of economist Dr Abdullah who recently was the sole recipeint of the Nobel Prize 2007 on “Rejuvenation of the Pacific Rim Economics”……..’

What a hypocrite. They would have discussed this with TNB and found that there is an insignificant number of people having under RM20 for an electricity bill. Hardly anyone will be able to take advantage of that. Do not expect them to place the rakyat’s interest above TNB’s interest.
They should be giving the first RM20 free to everyone. Oh, but that’s too much to expect from a bunch of thieves, isn’t it?
Forget about the goodies. Look at the development budget. Billions for projects. That means more negotiated tenders and that will mean more funds to play around with. The PAC and owner of this blog should wake up and make sure that we the people get value for our Ringgit.

If Malaysia is serious about being an industralized nation, the people’s salaries should be on par with the salaries in other developed nations. Not just a one off bonus once a year. The salaries that Malaysians have been getting are those of 3rd going on 2nd world countries’ salaries. Glad yes but nothing to be that proud of.
There are too much unfairness. Undeserving people getting what they do not deserve. People getting things because they can be manipulated and they can manipulate others. People who are serious in work not only get no recognition but also being suppressed and put aside. Nobody cares. The big bosses do not care. The small bosses also do not care. Everyone is just like puppets and dolls, following every order like robots. A lot of time is wasted. There is a fine line drawn between men’s work and God’s blessing. Don’t be busy for nothing but be busy because there is something urgent that needs to be done, to be solved, to be changed. Or else you can appear to be busy but you are actually wasting time.
The budget is not going to benefit the rakyat much. As Richardqed put it, free electricity should be for the 1st RM20 to benefit the rakyat & not for those who consume less than RM20. When was the last time we pay less than RM20 per month for electricity? PM never know how much electricity cost because he never need to pay!
In view of the large sum of money involved, it sure will help keep many greedy BN MPs with BN for the moment. It was estimated only about 50% of development funds allocated by the government actually go to where it intended to be. The rest……… so, we are talking about billions RM for those who choose stay.
The budget is representative of a leadership that sees shadows at every corner. You could sense the fear permeating downwards from Badawi to the entire cabinet.

If you can identify the people who fall under this bracket, don’t you think that the better way is to give them a hardcore poor allowance and assist them on (i) skills development/education (ii) housing (iii) healthcare etc. rather than givign them RM20? 4 units x 40 watts light, 1 unit x 100 watts fan , 1 unit x 250 watts TV x 5 hours/day x 30 days usage = 100kwh = RM20 . Now, how many households in Malaysia are having this type of electricity usage ? My Indon worker kongsi certainly fit the bill.
You guys are really cry babies. Rather then look at the bright side of things, you condemn even without thinking through. Free electricity with bills of less then RM20 goes a lot to ease the pain off the hardcore poor. I disagree that EVERYONE should be given this freebie. Do you think the rich and medium classes also deserve RM20 when they have air con etc in their houses when some people hardly have a fan?
You guys are complaining that the budget is populist in nature. Well don’t blame AAB at least he is trying to keep the populist gestures targeted to those who need them. PR does populist moves (like free water for all) that benefit even those who do not deserve them i.e. the rich.
To AAB, while your budget isn’t perfect, it is a good budget considering the circumstances. Just implement them properly especially the public transport portion.
In a word, this 2009 Budget is not so much for the Rakyat but more for BN MPs!
In a net oil exporting and resources rich (palm oil, rubber, manufactured products, abundance from the sea, etc) country we could easily afford to have a good expansionary budget, like this 2009 Budget (a record of RM208 billion), year after year if not for the leakages and wastages. It is an irony that only when UMNO is fighting for its political survival and in its death bed, will we ever see such goodies like this!
If you look at the gist of the budget, two things stick out as a sore thumb –
1. a colossal, record busting amount of RM154.2 billion allocated for government operational expenditure i.e. for rental, maintenance, stationery supplies, civil service wages etc. In just a short period of four to five years, government operational expenditure has increased by 91.5% or RM73.7 billion. Mind you, this is just for operation expenses consumed in 2009 alone with no further spin-offs and enduring benefits unlike expenditure incurred on infrastructure or building where the benefits are enduring for the life of the assets.
This raises the question as to whether the Federal BN Government will be allocating these monies for its ministers and MPs to spend thereby providing a means for kick-backs to them. Year in year out, we have heard horror stories from the Auditor General Report that a screw driver costs over $500, a notebook costs over $7,000, filming a 3 minute tourism advertisement costs over $300,000, maintaining and repairing a Perdana car costs more than the car itself of over $130,000 inspite that it is still under the warranty period, etc.
Now we know how the Government operating expenditure could increase by 91.5% over 4-5 short years and why an UMNOputra leader could afford to bust RM28 million in gambling debt in a luxurious London casino!
2. Another mind bogging RM53.7 billion was allocated for development, the major part of it is in the BN controlled states like Iskandar Development Corridor in Johore and in Sabah and Sarawak. (Too bad for the guys in Selangor, Penang, Perak, Kedah and Kelantan!). Whether the Federal BN Government actually has that amount of money to spend is another question. Again, this raises the suspicion as to whether this BN Government will be allocating these huge sums of monies for its MPs to spend and providing a means for kick-backs to them.
We all know that it is the unwritten reward and perks for being a BN MP. We all know about leakages and swiss bank accounts, properties in overseas prime area and lavish overseas spending!
There is no prize for guessing that the purpose for the huge, record breaking budget deficit of 4.8% is to provide funds for the BN MPs for their political purposes and to secure the allegiance of these BN MPs and preventing them from hopping to the opposition.
All these should be alright except that the money that they use for their own selfish purpose is from and belongs to the Rakyat jelata!
And what does the Rakyat get? A miserable RM20 electricity exemption and even then you will only qualify if your house is barren of any electrical appliances and only if you switch on no more than 3 or 4 lights at night in the house!
So this 2009 Budget is more a budget for the BN MPs!
* Effective Jan 1 2009, civil servants with a monthly household income of RM3,000 eligible for a subsidy of RM180 per month
* For civil servants, tenure of new housing loans extended from 25 years to 30 years. They will also be provided housing loan facility for renovation works on houses not purchased through Government housing loan
* A bonus of one-month salary, subject to a minimum of RM1,000 for 2008. The bonus will be paid in two instalments, namely in September and December 2008.
* Government pensioners who had served at least 25 years upon retirement, will receive a pension of not less than RM720 per month, effective Jan 1 2009.

Even the hardcore poor’s bill, would EXCEED RM20 la. No one is saying everyone wants the benefit (except the thieves want to you think that way). But it’s a blatant fact that this is just a gimmick that no one will benefit from. People must learn to be aware of such cheap tricks from the thieves.
It would be useful if our MPs can ask how many households will benefit from this RM20.

If the Budget 2008 was supposed to reduce the deficit to 3.1% but the deficit was actually 4.8% for 2008 (That’s about 55% under estimated),
then Budget 2009, with the highest allocation ever, is projected to incur a deficit of 3.6%. Assuming we underestimate the deficit like last year, what is the actual deficit gonna be like in 2009??

* Road tax will also be reduce to RM20 a year for all bus, taxi, car rental and limousine operators.
– reduce toll charges by 50% for all buses, except at border entry points, namely Johor Causeway, Second Link and Bukit Kayu Hitam, for a period of two years, effective Sept 15 2008. <- Too late, bus operator has raised at least 30% more fare.
* RM220mil is allocated in 2009 for the construction of police headquarters and stations nationwide. <- What’s the point of building more police HQ and stations nationwide if police failed to care the public?
* For the period 2008 to 2010, a total of 22,800 constables and 3,000 inspectors will be recruited. In addition, the special incentive allowance for PDRM personnel will be increased from RM100 to RM200 monthly, effective Jan 1 2009. <- Please, Quality is better than Quantity.
* Reduce import duties on various consumer durables from between 10% and 60% to between 5% and 30%. These include blender, rice cooker, microwave oven and electric kettle.
*Full import duty exemption on several food items, which currently attract import duties of between 2% and 20%. These include vermicelli, biscuits, fruit juices and canned sweet corn. <- <- I feel sad for those local company who produce these stuff because public always prefers imported than local made.

As a retired soldier, I was also expecting some goodies for my pensioner comrade and also for the single mother of the deceased comrade who is struggling to feed their children. On the other hand, I have wasted my time listening to the budget.. very boring..only benefited the serving personel.
But I must thank Pak Lah for providing first RM 20 free electricty because in my long house each of us only have one flouresent lamp and a small colour tv operated by a private operator (generator set) from our long house. The free RM 20 electricity for the poor is baseless. Does not make any sense as long as the electrical infrustructure untill now does not reach our long house.
This is just a very very cheap propaganda, after midnight we all resort to kerosine lamp.

Free electricity for RM20 usage or less is an insult to the rakyat. A small fridge (100W) running 24 hrs a day uses:
0.1kW x 24 hrs x 30 days =72 kWH
Cost per month = 72 KWH x RM0.30 = RM21.60

Spot on. And the bigger one’s deficit, the lower the ratings. That means borrowing at a higher cost. It’s just like getting a personal loan to finance your house. The better your record e.g. prompt repayment, low gearing etc. will ensure that you get the best interest rates. Otherwise you pay through your nose.
The only way out is to introduce policies that can increase our income e.g.aggresive and sound incentives to encourage foreign investment.
Recently a prominent figure in Petronas has warned the government that unless we reduce our dependancy on oil we are going to be in trouble in as a few years time. He also lamented that so much has been spent and policies bent on improving the manufacturing sector to the detriment of the rest of the nation and yet we have so little to show for it.
Question: Do you see anything that will attract foreign investments in Budget 2009? Has Muhyiddin done anything to ensure that we increase foreign investment 6 months on? Is our government so engrossed in politicking and ensuring their own political survival that the country is on auto pilot mode to destruction?

Among the ‘candies ‘ offered by ‘kerajaan prihatin’ of Pak Lah in Budget 09 are reduction of import duties on microwave ovens, rice cooker, blender and electric kettle.
The problem is are the people buy these items every month?

Thought sleepyhead Bodohwi would have at least come up with better reduced personal taxes to take the load off the rakyat’s shoulders in coping with the increase in cost of living resulting in the hike in fuel. Flipflop again did not keep his promise in addressing this issue.
Big chunk goes to welfare to help the needy, but the question is does it actually reach the hardcore poor or as usual get hijacked along the way. Welfare minister Ng Yen Yen should be transparent and accountable on the distributions. But I doubt she will, judging from her $200 handouts to the elderly at PP definitely the money will end up elsewhere.

I believe he must be thinking that RM20 of electricity bill a month is a great deal to save for every Malaysian except for his relatives and cronies. He thinks we are like some school kids who get easily pacified just by giving us some cheap skate chocolates and candy bars.
I still remember that even my monthly pocket money as a primary school kid 15 years ago was even more than that pathetic RM20 a month lah. I was only given a meagre 2 bucks daily for my meal allowance including drinks and even managed to come back with some change for my savings, and that monthly saving was already more than 20 bucks! So why do we need to save that pathetic 20 bucks when even a student like me could afford it? Not that I come from a well to do family or what, just that the idea of saving that pathetic 20 bucks is too ridiculous that even a beggar would feel insulted by this “freebie” proposed. This is just to say that 20 bucks nowadays is just like a drop in the ocean.
He could have saved his sorry ‘S’ by proposing things like, annual road tax waiver, lowering of toll rates, reducing the land assessment fee, free water supply regardless of usage, 5% GST waiver, free parking on government parking bays, free driver’s license renewal, and not to mention fuel and gas prices.
Further to what aquaimplotec said, ever since I got my new car 2 years ago, I have not settled a single summon after having collected a total of 25 summonses! Not that I liked parking indiscrimately, just that I did not have a choice because all the parking bays were fully occupied and so I had to park by the roadside. Heck, there was no line drawn along the road but boy, I got slapped with a fine. Initially, I felt so guilty about it but when I asked my friend how he dealt with it, he said, “don’t care lah, no need to settle also nevermind one cuz they won’t dare to sue you one. When I received a few summonses, I even burnt them in front of the MBPJ office!” So after hearing this, I told myself that I need not give a damn about parking offences anymore. After all, life is already tough enough living in this country run by those draculas who constantly squeeze and suck every drop of blood out of us.
If Budget 2008 was known as an election budget, then what is Budget 2009 known as? Erection budget? It sounds parallel to 2007 Tahun Melawat Malaysia and 2008 Tahun Meliwat Malaysia. What about Tahun 2009? Tahun Melawak Malaysia? Meaning, 2009 year of making Malaysia a laughing stock.

If do some maths, a family of 4, pay how much (average) for budget of RM 206 bil,
4 X (206 bil/ 27 mil) = 30,500, wow , RM30,500 per year , i.e. more than average annual pay of a fresh graduate.
