DAP MP for Serdang, Teo Nie Ching failed in her attempt this morning to adjourn Parliament to debate as a definite matter of urgent public importance “the thug and police violence” against residents of Bandar Makhota Cheras (BMC) following the rebuilding of the barricade by the toll concessionaire, Grand Saga.

I spoke briefly at the gathering of BMC residents outside Parliament House this morning, where a long-standing BMC resident, “Mas”, recounted how she fractured her left arm during the “rampage” by thugs on Tuesday night when she and her two young children merely wanted to show support and solidarity for the cause to open the road for public use. Another group of BMC residents, together with DAP MPs including Nie Ching, Fong Kui Lun M. Kulasegaran and Lim Lip Eng (also present were Selangor State Exco members Ronnie Liu and Ean Yong Hian Wah) held a media conference at the Parliament lobby to condemn the violence perpetrated against the defenceless public, including press representatives as three were assaulted by the “samsengs” in the Tuesday night rampage.

This outrage must be placed on the agenda of the Cabinet meeting tomorrow for it raises the question whether the Prime Minister, Datuk Seri Abdullah Ahmad Badawi, has the political will to deliver his various promises of reform, whether judiciary, the battle against corruption or the police.

Was the Royal Police Commission, which was established when Abdullah first became Prime Minister more than four years ago, a complete waste of time and money when its recommendation to create an efficient, incorruptible and professional world-class police service proves to be such a mirage as highlighted by the “thug and police violence” at the BMC on Tuesday?

  1. When the top BN guys are busy politiking, there’s no time for them to take care of this “small” problem which may become a bigger problem later. The PM/AG should intruct the IGP to take action based on the court’s ruling and not just let those police offficers (little Napoleon) who dont understand the laws to take action based on their own feeling or friendship!!! There’s nothing difficult about this BMC issue if the authority concerned is taking the necessary action instead of letting the issue rots!!!

    I heard that Selangor State Govmt (Pakatan Rakyat) is holding 20% share of Grand Saga. Does it mean S’gor State Exco is fighting against Grand Saga a.k.a PR Govmt Stake? Why can’t PR State Govmt resolves the issue?

This issue is quite similar to NS death Camps, as long as no one is complaining, the DPM would never set any target for the no. of death in the camps, now, after people had complaint so much that they now set the target as zero death. For this case, they are not stepping in yet as there’s no death yet!!! they will only step in when there’s major disaster!!!

    Why is DAP alone on this? What is the stand of PAS and PKR? Are we seeing the emerging trend of BN playing out in PKR? DAP is MCA equivalent while PKR as the major party administrating Selangor remains tight lips and probably behaving like UMNO. Is PAS seeing this episode as the Chinese Problem? Watch me lips, I think people are loosing hope on PKR fast. We never change, do we? It is back to that race and religious factors. To PAS and PKR leaders, I want to tell you this: the Malays will never leave you if you are sincere in servicing the people even if the people you serve in BMC are mainly Chinese. For goodness sake, just lay to rest the race and religious things for once and bring Malaysia to greater heights. Or are we that proverbial ostrich. I am sure the response from the Federal government, Grand Saga and Police will be different if PKR parties are united and show their support to a common cause. In case some of you are thinking that going against toll operators is bad business policy, please think again. Toll operators are blood sucker deals, every one of them is.

    Why are you keep talking about this inquiry and that inquiry when people are suffering and this issue is reaching a boiling point now that thugs are getting involved ?

    What we want is ACTION and NOT more TALKS and promises.

    This is within Selangor which is ruled by PR. As such please resolve this issue to prove to Malaysians that PR can solve problems better than BN. What is the Goofy MB is missing ? That is why until today in the Parliament they keep on fighting on racial matter not others why ? when you watch the video during their meetings you can see that during the argument, only individual fight not the Pakatan Rakyat.     As for the beating up of a teenage with police claiming that he used his car to ramp them. If that is the case why not take him into custody and charge him instead of taking the law into your own hand to smash him up, or I forget, the police is above the law???? I am still waiting for the AG to charge these 20 or so policemen for attempted murder. Remember the Hindraf case, 30 over indians are charged for attempted murder when one brick is thrown at a policeman.

  16. I do believe that the Selangor government and MB can do more in this issue. It IS under their jurisdiction anyway, why bring it to Parliament when clearly it is a Selangor internal issue? Why isn’t new Selangor MB doing something to help th eresidents instead? Soemthing is really wrong in that proposed debate that you post about YB. Why not the debate be about WHY ISN’T PR GOV’T DOING ANYTHING PROACTIVE IN THIS ISSUE INSTEAD?

    Stop blaming BN for everything and looking for excuses or faults. It is starting get on me, it seems like that is what PR leaders are doing all this while. It is good up to an extent to uncover and unearth some major issues the Rakyat do not know about. But what about ACTIONS, stop with the words and give us ACTIONS. Talk is so cheap nowadays.     Since you had mentioned it, I was wondering about her too. You know why ? I had been going to Penang almost every week in the last few months on some business and I have come across her several times on the same MAS flights at KLIA.

    I was wondering why she was travelling to Penang so often. I don’t want to be a kaypo but I am concerned if I am subsidizing her frequent travels up north.

    It is clear that BN still don’t know how to write “lost’. This is quite ashamed that we are not able to voice out for anything, where this is a democracy country as claimed by the BN. Hopefully, Selangor government could do something about it.

    Like what Tun Mahathir said, they only will realise what is happening to BN when it is really collapse and loose in the next general election. However, the rakyat is going to suffer in this coming 5 years, and also better pray for yourself that the opposition at least have 50% power in the next general election, if not suffer another 5 years again unless he wake up from sleep and step up as the Prime Minister.

  25. Khalid Ibrahim (KI) is not doing enough for the residents of BMC. It is not just a business dispute between the concessionaire and the developer. That is red herring. It is a criminal intimidation against the residents of BMC and their supporters who executing their duty as civic-conscious and law-abiding citizens in the removing the illegal barricade.

    KI should understand he’s not dealing with businessmen. He’s dealing with gangsters. You do not make deals with gangsters. You crush them. And I mean crush them. But that’s not what happened.

    The Pakatan Rakyat Selangor state government must take full responsibility for allowing the situation to escalate. It has failed to preserve, uphold and defend the interests of the residents of BMC and failed to protect the people against thugs.

    First thing – short-term – is for KI to be browbeaten or compelled to take tough action against the criminals. [deleted]

    Second thing, medium-term, the Selangor state government through its investment subsidiary must take-over Grand Saga.

    Certainly possible that she has a boyfriend in Penang though I hope she does that on her own time and expense. I am already paying her salary (not cheap as she is holding several portfolios) and getting a ZERO return. And I hate to pay for her personal life as well.

  31. Yes, there must be transparency. The PR Selangor state government has not been transparent about its dealings Grand Saga. Transparency means forcing Grand Saga to recognise that the land on which the illegal barricade sits belongs to the state government. Transparency means forcing ALL the directors of Grand Saga to come down and meet the residents of BMC, to be there to listen to their problems. Transparency means that the state government must be prepared to even force out all the directors and replace them with new ones.

    TOLL-FREE Klang Valley can only be realised by PR come GE13 when BN is thrown out of federal goverment. Don’t you know that PR is just the state government with limited power? Only federal government has the authority to review the toll contracts. Only federal government can deploy the police force.   40. After watching the video on the group of FRU bashing up the driver of the car whom they claim is driving with the intention of knocking into them. I feel shame that they are members of our police force who is suppose to protect us but instead are taking law into their own hands and behave like thugs.   42. I read in the Malaysiakini that the Deputy Home Minister justifies the police action in the BMC clash saying that they are acting within their jurisdiction. If this is true then this Mr.Chor is a bastard for saying this. Is he implying that the police has the authority to beat up anybody which they in think in their eyes deserved it.

PR has just been around for two/three months and we must give them time to clear the amount of shit that has been accumulated for more than forty years!!! Imagine the former goons shitting once a day X number of goons X number of years …. unimaginable amount left behind!!!
    Back to more serious matters, yes, the S’gor state govt. owns approximately 30% of GS as reported in press, but these were all contracted by the former govt!!! Now that the state is in PR’s controll and KI is the MB, he should be spearheading the issue and settling it ASAP, thus showing the rakyat that the team from PR means business by clearing all shit left behind the moment they are exposed!!! On another note, PR is a pack, comprising PKR, DAP and PAS, how come only DAP is leading the way???
    Do not forget, to topple the former goons, this pack needs to be united as one. Tackle all problems as a team and see the shudders from the former govt. ( You can break a toothpick easily, individually, try breaking a bunch of them and see if you can!!!)
    There are three subjects in this BMC case, the residents, the thugs and the law enforcement units. Let’s tackle one at a time.
    The residents:- imagine when they purchase their lovely home years ago and were made to understand that there will be a highway close by to shorten their journey ( what a prime location) then seeing the highway becoming a reality BUT TO BE DENIED ACCESS TO IT!!! ( put yourselves in their shoes and feel the agony)
    The thugs:- there must be an investigation to nab the culprits who hired them in the first place. Question, WOULD THEY DO IT FOR FREE??? Then charge them for whatever charges that can be hurled at them and make them sweat it out in the cell!!
    The law enforcement units:- is it the PDRM involved here or is it the PRDM – the former abbrev. Polis diRaja M’sia, the latter Polis Raja di M’sia. Already, daily, we rakyat have to be on the lookout to prevent crimes in our neighbourhood and hoping for these units to protect us from. Alas, they are now the ones inflicting injury to us rakyat who look upon them for protection!!! What the hell is happening here??? Hope the IGP will investigate and try to bring a little good name back for the force.
    YB LKS, crack your head and use whatever method you can think of, to get those accountable and bring them to justice. We, the rakyat, want the country to be run transparently and fairly, irrespective of race or religion!!!

    If Malaysia is a true federation then the states would have their own police and courts. Right now the CPOs of each state take their instructions from the IGP. There is no State Attorney General or state prosecutor and no state courts.

    Think what that could mean to the administration of justice and public order if control of the federal government is with one party and control of the state government is with another.

    The MB has no control over matters pertaining to issues of public order. How could there be an issue of ‘good governance’ when there is no control to begin with??

    Let me put you another scenario: Suppose we have state police under the control of PKR government in Selangor. What if the State government is in favour of Grand Saga and the Federal Government is for the people. At that time I think most of you would wish that we have a national police force, am I right. It is proper governance, i.e. police must act professionally and independently, not according to who the master is, got it?

  55. It is a shame that the Speaker denied the motion on the basis that the case was under the High Court proceeding and that it is not of urgency.

    By all mean, the issue is of URGENCY.

    It affect the RAKYAT’s every day life. If what involving rakyat daily is not of URGENCY, what is URGENT? Isn’t that the rakyat elect the MP to represent them and to solve their problem?

    Furthermore, If i’m not mistaken, the issue under the High Court proceeding is just a small part of the whole issue.

    If we look at the whole issue itself, i suspect the whole issue arise partly because the neglect of the government/relevant minstry in giving giving out the contract. Furthermore, the whole issue now is not simply on whether the Grand Saga had the right to block the road, instead it also involved at least the following:

    1. The way that the police behave by not protecting rakyat when the gangster attack the rakyat

    2. Why was such issue of access could arise in the first place? Is it due to the incompetence of the relevant parties, who draft/sign such a contract?

    Put more pressure on PL to reform the police force. We don’t want police who enjoy watching fighting in a street and not doing anything – it is a waste of tax payers’ money.

    The country’s security is in a mess; company hires goons and gangsters to assault innocent citizens, and Filipino gang attacked and robbed people of their money under bright daylight in crowded Bukit Bintang areas (e.g. bus stop) are latest examples of Malaysia’s worsening security.

    If the country’s security is not improved, foreign investors will not come here and they will go to other countries.

    I don’t think PL has the capability and the political will to reform the police force.

Will the BN take the fight to a new level – down into the street with physical violence ?     YES. Dawsheng and Limkamput are right. State police force is a good idea. The PDRM needs breaking up. I believe it’s not enough to have an IPCMC. The PDRM needs “restructuring”. There should be overlapping and parallel jurisdictions to ensure bureaucratic expansion in terms of personnel and resources (not to be confused with red-tap – processes and procedures). The state police must pitted against the national police within limits to ensure healthy competition. The posts of the state CPO and his deputy must be subjected to election (like local councils). There should be a state police commissioner who is a semi-civilian official representing the state government appointed to oversee and monitor the state police force. Funny thing about Malaysia is that bureaucracy is expanded in the wrong place and wrong manner.

    There must be a complete overhaul and revamping of the PDRM. The Old Order must give way to the New Order. To support the state police and bolster its effectiveness, etc. there should also be a auxilliary force at a state level complemented by a people’s volunteer corps or vigilante corps.

    The time has come for the DE-centralisation of the PDRM.

  63. There should be BOTH a class action and individual suit against the police and Grand Saga. Legal proceedings should also be initiated against the Home Minister, the IGP and the Selangor CPO for negligence in the performance of duty. Public safety was NOT upheld contrary to the Mr. Denial Syndrome, Hamid Albar but severely compromised to say the least. Injured and aggrieved parties should be compensated with both restitutive and punitive damages.

    Pressure must be brought to bear on the PDRM and Attorney-General to prosecute the thugs and police officers, including SB who were involved in the violence and criminal intimidation against the people!

    A suit should also be considered against the management of Grand Saga for conspiracy to aid, abet and inciting the guilty parties to bully the the residents of BMC and others. There is a causal link between the violence which flared and the request by Grand Saga for “protection”. It is the people which needs protection, not Grand Saga.

    Let us get one thing clear: Khalid Ibrahim is dead wrong if he continues to think it is a business dispute. It hell not a business dispute between Grand Saga versus Narajaya, but the recalcitrance of Grand Saga in not heeding the legitimate wishes of the residents of BMC to enjoy the convenience and ease of travelling to and fro without having to pay the unjustifiable toll. It’s Grand Saga versus the residents of BMC.

    The people have spoken. It’s time to act.

  64. How does the police maintain law and order? By being NEUTRAL. By PREVENTING chaos and DISorder, preventing bloodshed, etc. The neutrality and professionalism of the police is in doubt. Perhaps research could be done to inquire if the failure to uphold professionalism in the police force can be a cause of legal action, especially when we have the case of the Grand Saga versus BMC residents. The CONDUCT of the police was highly dubious to say the least and contrary to expectation.

    Who is the Exco member in charge of security and public order? Why is he keeping mum on the issue? If there is no such portfolio, one should be created. He or She should be the state security coordinator to ensure that the state government keep tabs on the security situation in the state at all times. There should be a holistic and total approach to implementing security measures in the state so that the coordinator also work with his fellow Exco members to ensure that security action plans are integrated into the overall state development projects and programmes.

    Police misconduct always represent a blow to public security as police credibility and integrity are at stake. It goes without saying that the high rate crime in the Klang Valley is due to mis-allocation of police personnel which does not match the resources available such police cars. How can there be patrol in the streets when are no police personnel involved to man the cars?

    One way to find out is to ask the sellers of BII whether they really got the amount paid for by Maybank. May be we should ask Singapore Government to declare exactly how much Tamasek gets from the stake sold. What is the commission like for this deal?

    I am beginning to feel depressed when coming here. Do you know what the strategy is now? In this trying time, what the thieves do is to steal as much as they can and to plunder from as many sources as they can get. After all, it is end time for them. Get as much as possible and get out.     Temasek is not exactly a transparent vehicle. They will never reveal the commissions they pay to middlemen or con-sultans. Look at the deal that they made with Taksin Shinawatra – full of side letters, side deals, offshore structure, etc.

    Back home, these guys are trying to steal as much as possible because if there’s anything useful that they have learnt from March 8, it is the fact that political life is short. Of course they are now trying to hit back at people like Khalid, and they send their cybertroopers like Killer to pollute this and other blogs. Now when we label UMNO as a den of thieves, all Killer can say is “what about Khalid ? Wasn’t he part of the Guthrie privatisation scheme ?”. It was part of UMNO’s grand privatisation schemes under Mahathir, but this part is conveniently forgotten. Just like the ECM Libra case – if the thieves don’t have an answer, just sweep it under the carpet.
