My blog on the complaint by a parent against the school principal of SMK Bandar Utama 4 Damansara for her lack of understanding and respect for the sensitivities and rights of diverse races, religions, languages and cultures in plural Malaysia has provoked quite a firestorm of response.

There have been over 200 comments in the three threads on the subject since yesterday:

The complaints of the parent against the school principal, which had been endorsed by many commentators, were her decisions in imposing in a school with 85% Chinese and 10% Muslim students “bacaan doa” during assembly, banning the cheerleading team, no more wearing of shorts for PE and her directive that for CNY, the school can have a lion dance performance but without the drum.

In the comments, there have been more criticisms of the school principal’s insensitive and “Little Napoleonic” ways which are best summed up in the following email from an alma mater of the school:

“I am writing this e-mail to you regarding your latest post on my former school, SMK BUD4. What the parent has wrote to you is indeed correct. Although I have left BU4 for good but I still do communicate with my friends and teachers of that school. In fact I still do visit it quite frequently.

“After hearing about these issues about the new principal I felt that I should play my part as a former student of this school as well. I have a few additional information I would like to share with you. As Valentine’s Day is drawing near, the Scout Troop of SMKBU4 proposed to sell cookies for that occasion to gather some funds for our activities and charity. But to their dismay the Principal rejected the proposal immediately by the reason that she is a Muslim and does not celebrate Valentine’s Day. As far as I know, Malaysia is a multiracial country. The government is trying to promote multiracial values but their civil servant are going against that.

“Besides that, our school hold a Talent Night Event for students to show off their capability and talent every year. The new principal has also said that she does not want the event to be held this year. She told a teacher that if we wanted to attend a contest we can go to the US or other Western Countries. After hearing this I felt that this principal has a real narrow mind. I feel sad for her honestly.

“I still remember an incident that happened last year during our school’s PIBG’s AGM. As the YDP PIBG stood up to present his speech in English, a Muslim parent stood up as well but for another reason. He requeste”d our YDP to speak in Bahasa Melayu as this is Malaysia. I still remember him saying that the British times are over, every Malaysian should know how to speak in BM. The parent and a few others insisted on their stand therefore we had no choice but to ask a teacher to interprete the text to BM. Well my question is this. Did anyone or any rule stats that English is not allowed to be used in Malaysia? Even our government are encouraging the citizens to use english. The Education Ministry introduced Maths and Science in English.”

I am offering this blog to the school principal concerned the space and opportunity to reply to the many valid and legitimate criticisms which have been leveled against her for her lack of sensitivity and failure to set a role model as head of a school in plural Malaysia.

The Education Minister, Datuk Seri Hishammuddin Hussein and/or Deputy Education Ministers, Education Ministry big-wigs are also welcome to this blog to clear the air.

Unless the principal could deny or explain satisfactorily in a substantive manner the various criticisms directed at her, she should be removed unless she is prepared to mend her ways, rescind her insensitive decisions and realize her responsibilities as head of a school in a multi-racial, multi-religious and multi-cultural Malaysia.

Even the despatch riders are not supervised anymore, with the “openness” that is being encouraged by Badawi. And every month, the civil service gets paid on time.

    This is the sad state of affairs in Bolehland under this inept regime. Badawi probably modelled himself after Deng XiaoPing who proclaimed “Let a thousand flowers bloom” in the 80s to open up China, but sadly, Bolehland is already stinking from the rot of flowers indiscriminately thrown around.

    I don’t think that we should be quoting that the school is 85 pct Chinese, and 10 pct Muslims, because the racial mix has nothing to do with it. The issue is uniformity – as much as possible, and across all schools. What the principals and teachers should care about is curriculum, not attire, which should be the domain of the Ministry nationwide.

    Forcing the principal to resign is not going to stop other little Napoleons from trying to impose similar regimes elsewhere. As in my comment above, the lack of accountability and responsibility stretches right from the very top.

  2. Well, if the school principal do not reply to all the above comments, this clearly showed she is not qualified to be the principal of a school. Then will the minister of education please explain how such an unqualified person can be promoted to be a school principal. Please provide the general public all the requirements of a person who can be promoted to be a school principal.

    The problem with our school now is there are many principals who impost their personal ideals or believes blindly without considering the feeling of others in their school. On top of this, these principals do not realise that their personal ideals and believes are separate issues versus the actual job functions they are supposed to carried out.

  3. I am not sure if MAS’s aircraft maintenance engineer recruitment is still conduct the exam in English.

    Those day back to 1983, we study Physic and all science subject in BM. BUt when I attend the test to join as trainee engineer, the test was conducted 100% english.

    I have no complain about conducting test in English but please teach those subject in English as well.

    Just can’t understand how stupid the Ministry’s officers are.

  4. That’s is caused by the fallout of UMNO’s NEP and ketuanan melayu policies. Because of these policies, people are put into important positions not because of their competencies but their skin colour. These people are just not competent and because of that, people of all races, malays included, suffered through the lack of knowledge, creativity, service, etc.

    In addition to incompetent school HMs, we have incompetent and corrupt ministers, directors, officers who are put there because of their skin colour steal from the rakyat of all races or have caused the country to lose money. In government hospitals, immigration departments, police departments, city councils, etc people of all races have to wait for hours to be served and face mounting red tapes and bureaucracies just because the administrators not of the best calibre are being promoted and put in charge. We have CEOs of large GLC who are placed there not because of their capabilities but colour causing the companies to lose monies big time so much so the companies have to be bailed out using the monies of the rakyat comprising of all races.

    Rakyat of all races have to pay high prices for the purchase of cars, usage of water, electricity, internet, tolls, airfares, bus tickets, etc, etc, all because the people who manage these companies must come from a certain race and not because they are the best in their line of work!

    In the end all races suffer because of this interference going against the law of nature.

  5. I would suggest for our schools to be split into muslim and non-muslim schools, following the current political make-up
    Malay = UMNO, Pas
    NON-Malay = MIC, MCA
    If these still could not solve the problem or it is unthinkable, then NO MALAY HM for schools with Majority NON-MALAY.

    IMagine Badawi heading MCA or MIC and they all have to pray on Friday, wear songkok, no shorts, no swearing in the parliament. We all be laughing our heads off and everybody happy in Malaysia.

    But We will all die from laughing if the Indian or Chinese head the UMNO.

    You see, it is all written down in the book regarding to the political parties make-up. Why can’t the schools follow — like father like son! Simple

    They will never learn about multi-racial communities balance as they were brought up to ‘behave’ like land owner and their rights are at par to the only righteous religion in this world.

    How can she imposed what is deem to be her own personal ideas. The sleepy pm is a muslim, can he impose all the above on the whole population? We don’t care who she is, she just cannot simply imposed what she likes and not following the education policies provided she can show written proof that it comes from the ministry of education.

    If a non-Muslim principal did something that was deemed to be sensitive to Malay, he would be lambasted by all UMNO politicians and he/she would be transfered to the most remote area in Sarawak immediately.

    However, if a Muslim principal has done a lot of things that are sensitive to non-Muslim, he/she will be praised by UMNO behind the scenes. He/she will be promoted to a higher ranking position so that more harm could be done to non-Muslim.

    And if she doesn’t respond, I think she should be transferred to a madrasah. The preference is, of course, that she should be demoted and transferred, ‘seeing’ that her competence lies only in making life difficult for others. CAn someone blog about her real competencies.

  16. The last thing we need from an administrator and an educator is someone with a closed mind. This is just proof that with people like her, this country of ours will be going backwards and she should be label as a clear and present danger to our society and country.

    Everyone of us had ‘spoken’ out on this blog. Perhaps it is time now to ‘shout’ it out to the rest of the country and the world about the stupidity and absurd actions of such happenings in our schools.

    There has been calls for the newspaper to publicize this issue and that to me is just wishful thinking. Use modern communication tools to bombard our wakil rakyats and the public with this issue. It is high time that we start to reclaim back our schools.

    We can’t depend on our MOE to speak out on this. Not after he has pulled out his kris and have no idea how to put it back. We can’t depend on our PM to provide leadership on this issue because he is still deciding whether to conduct the science nad maths subjects in english or bm. But one thing though, i am very sure that he has already decided where his next overseas trip would be.

  18. the previous HM, Ms Liu Ling Ling, was fantastic as HM, full of passion and care for the students. she only wanted the best for the students and the school. she even asked her own daughter to help the students on extrasocial activities free of charge. she has the respect of all the students. its such a shame and loss that her retirement was not extended when such skills are in acute shortage and badly needed. its obvious so that a muslim can fill her place. where is meritocracy. the present hm must be replaced. my daughter attends BU4.

  23. I think the best think to do is to take a proactive action, write a letter to relevant authorities to “seek clarifications”.

    If there is no reply (just like Abdullah did not reply to Lingam tape key witness seeking for govt protection), post the letter on the blog,news,everywhere. Let everyone knows.

    Sometimes(not always) when there is documented evidence, things only can start moving.

    uh!! same goes…. locking up a rapist, a murderer is not going to stop another rape case nor another murder. Do we blame their “very top” ?

    A teacher tell me this story … he was walking along by a river, met a malay boy, who ran up to him and said ” You Chinese are bad !” My friend ask him why he said that. He replied ” MY DAD told me so”

    what i read about the demolition of the orang asli church was that it was torn down by “others” and even so, PAS had rebuilt the church for them. You better check around and do research man, i cant expect you to start loving PAS, but i ask you, what has PAS done to you and what has UMNO done FOR YOU?

    On the issue of whether YDP PIBG could present his speech in English instead of national language of Bahasa Melayu, the issue is more complicated but try to look at it this way.

    YDP PIBG did it because maybe he felt that it was more expedient to speak in English familiar or widely spoken to the parents present there.

    Or maybe he felt he was more fluent in English than Bahasa. To use English does not mean one is denigrating the importance of the National Language (Bahasa) – where does one get this idea otherwise? Is it an offence to be more fluent in English than Bahasa and to resort to the former where it serves communication best having regard to the audience addressed?

    I don’t think it is an offence.

    However if there were a directive from Ministry/State Education Dept that PIBG must be conducted in national language, then if YDP is a principal or teacher under the STATE’S PAYROLL (which most time I would imagine the YDP PIBG being a most likely parent, is not ), is to contravene the directive.

    But was there a directive? I would think that the fact that YDP PIBG prepared his speech in English shows that there was no directive to the school that he must present it in National Language….Otherwise he would have presented it in Bahasa or if not conversant get someone else conversant to present for him or just read the speech out in Malay.

    Assuming the question of Ministry’s directive in this regard does not arise to complicate the issue what would be the ultimate legal position?

    I am no expert or lawyer on this but would imagine it is affected not so much by article 152(1) of Federal Constitution posted by Chong Zhemin but more by our National Language Act which basically says that the national language shall be used for official purposes.

    But what is official purposes ?

    “Official purpose” is, according to article 152(6) of our Constitution – “any purpose of the Government, whether Federal or State, and includes any purpose of a public authority”.

    Starting with a school like SMK BUD4 – is it a public authority? As it’s not Government, whether Federal or State, it revolves around the question whether that school is a “public authority” as defined so that PIBG being annual meet of parents with the school could also become an “official purpose” of a “public authority” caught under National Language Act that the National language has to be used?

    What is a public authority?

    According to constitutional definition “Public authority” means “the Yang di-Pertuan Agong, the Ruler or Yang di-Pertuan Negeri of a State, the Federal Government, the Government of a State, a local authority, a statutory authority exercising powers vested in it by federal or State law, any court or tribunal other than the Supreme Court and High Courts, or any officer or authority appointed by or acting on behalf of any of those person, courts, tribunals or authorities”.

    There are some who would argue that a school is a public or local authority. They say that is because it is established by from state funds and by govt (Ministry of Education). They say it is unlike private colleges established from private funds or whatever….

    I may be wrong but we have to ask whether if something like a school that is established by a public authority like Ministry of Education, does it make the school automatically itself a public authority?

    The Ministry of Health also established General Hospital (“GH”) but is GH is a public or local authority in the ordinary grammatical sense of the word?

    I am inclined to think not so, and therefore National language Act arguably ought not to catch an AGM of PIBG as official purposes of government or public or local authority for National Language to be mandatorily used.

    And the YDP chairing the PIBG – he is likely a parent, isn’t he/she ?

    So not being the principal or teacher, the parent cannot be described as “any officer or authority appointed by or acting on behalf of any of those person (meaning the government or public authority eg Ministry of Education, so the National language Act apply to him/her?

    You can say he is a useless Malaysian, not conversant in the national language but that’s just an opinion, whether a person is a good and patriotic Malaysian surely cannot be judged by his fluency in national language as the Malay nationalists/Dewan Bahasa people would try to judge, at this time that the government itself is trying re-promote English for our people to meet the requirements of Globalised world.

    Sometimes he may be conversant with Bahasa but adjudge the situtation to be better conducted in English based on audience feedback in English – Does that make him disrespectful of National Language? I should think not. He has not committed any offence either in using English. So whats the fuss?

    · “I don’t have to tell anyone as to why I made those decisions,” he said.

    This means he could just appoint anyone without judicial talent or proper judicial temperament, that it could be just based on the fact that he liked his face…..And in saying “I don’t have to tell anyone as to why I made those decisions” (even though it might have been based on just the fact that he just liked his face).

    He is basically admitting that judicial appointment is based on the arbitrary decision of the PM, which is his prerogative without need for any accountability.

    TDM has just made a strong case for the institutionalisation of a Judicial Commission for judicial appointment – to take way arbitrary aspects involved in judicial appointment by an individual person, albeit he is the PM, and also to take away with the built in absence of accountability, for tyhe sake of public interest.

    That’s what I take TDM to say to everyone directly : “I can listen to anybody; can decide on any basis, reasonable or not, and its his prerogative not to account!”

They claimed that most of the Malay teachers refuse to listen to the headmaster and sometimes even boycotted meetings. I’m not sure what’s the reason behind those boycott, but I believed that it has something to do with bigotry because they (the teacher I talked with) never claimed that any Chinese boycotted meetings.

  70. In an education institution, there are many different clubs for the students to join. Since Malaysia is promoting harmony, the kebudayaan club and the agama clubs should be very active. Agama clubs here mean all the agama. The Persatuan Islam. The Christian Fellowship. The Buddhist get together. The Hindu religious club. And so on and so forth. The government is now stressing on the need for students to join clubs so that they will be all rounders and not just all work and no play.

    Malaysians should decide what sort of pengetuas and what sort of pengajars are the best for the country.

    Regarding this pengetua in SMK Bandar Utama 4 Damansara, some powerful people should transfer her to a strict Islamic school. She will be able to function to the best of her ability there. She should be sent for courses and some form of professional counselling should be given to her. From the way you wrote about her, I think she is disciplined and so, work wise she has not much problems. The problem that she has is she forces her beliefs and her ways on others. May be she thinks that Islam is the way to salvation and all non Muslims should embrace that religion. So she needs to see things in a holistic manner. How does a Muslim behave in the common every day world ?

    There are so many pengajars around. Each time they are about to be promoted, they will have to go for interviews. By just depending on a documented annual confidential report, do you know a lot about a particular pengajar ? By interviewing her for that half an hour, how good is your judgement on her ? If the annual confidential report is all 10 or 9, you are cheating yourself to believe that it is the truth. For that half an hour of interview when she behaves at her very best, can you be sure that this is her behaviour for all the time to come ? Then, annual confidential reports and interviews are meaningless if she is being recommended strongly to become the next pengetua. Imagine the present pengetua going up to the pengarah and insist that the pengajar she has in mind should be the next pengetua. It is an insult to the other pengajars who might be able to make better pengetuas. Does the education ministry ever think about this ?

    Let us go back to this pengetua in SMK Bandar Utama 4 Damansara. Her annual confidential report befoe becoming a pengetua herself, probably goes something like this. ” Seorang pengajar yang mempunyai disiplin yang tinggi ” and I am sure this will come from her pengetua who wished to promote her. But if the pengetua finds that she does have a problem, then it will probably be something like this. ” Tetapi beliau mempunyai masalah berkomunikasi ” and with statement like this, do you think she can still be the pengetua she is today ? So, how credible is an annual confidential report ? How effective is pretension ?

    See, so many Little Napoleons. Who makes them to be so ? If there is an effective pemantauan system, a lot of conflicts can be cut down. The pengetua will not go away with the idea that she can do anything she likes. But of course, sometimes, we may not know if the higher authorities want her to behave in an unprofessional, unethical, immoral manner.

    The BN Government is wasting too much time attempting to fully Islamize the nation. Do not forget the joint-contributions of other races that has made Malaysia what it is today – otherwise some of us may still be living on trees. The least they could do is show everyone some respect – After all, this is what Allah commanded.

    With regards to the use of the name “Allah”, even the Holy Qur’an advocates tolerance of other religions and advises that Christians be allowed to worship God without fear and oppression:

    “Verily! Those who believe and those who are Jews and Christians, and Sabians, whoever believes in God and the Last Day and do righteous good deeds shall have their reward with their Lord, on them shall be no fear, nor shall they grieve”. (Qur’an 2:62)

    “And there are, certainly, among the people of the Scripture (Jews and Christians), those who believe in God and in that which has been revealed to you, and in that which has been revealed to them, humbling themselves before God. They do not sell the Verses of God for a little price, for them is a reward with their Lord. Surely, God is swift in account”. (Qur’an3:199)

    I seriously think some of our Malaysian Muslim brothers & sisters are deeply confused and do not (or sometimes do not want to) comprehend the difference between Race and Religion. For example, when a non-Malay embraces Islam, I often hear people (esp. malay friends) remark, “Dia masuk melayu”. How can that be?! So, the question would be, if a Chinese man embraces Islam, would he be eligible to join uMno? Becoming a Muslim does not change one’s race! Or, does it mean that one has to be a Malay to be a Muslim? Is Islam ONLY for the Malays? Then why do some schools enforce “bacaan doa” in a school where the majority are non-Malays? Why do some schools insist that the songkok must be worn, etc.?

    All this uncleared confusion is leading to the increasing birthrate of Little Napoleons that will jeopardise the future of this country. Why can’t people just leave each other alone and instead struggle together for the survival and the future of this country? It is really time to MOVE ON and REALLY REALLY progress as the harmonious multi-racial, multi-religious country that we so proudly proclaim to the whole world.

    It is now time for all individuals worthy to be called Malaysians to stand strong together and put a stop to injustice and confusion. Vote for racial equality and freedom of religion! Vote for a better and safer tomorrow for yourselves and your children. Say NO to BN and corruption will diminish and this country will prosper.

    It is no longer a case of covert or creeping Islamization but a case of overt and accelerated Islamization. As for the ‘contribution’ of other races and living on trees, they rather have the trees to live on for themselves.

    I never get Government Loan for my children books in their primary education… but I was anticipating having more MONIES to spend this year when i hear I too going to get Book Loan.
    But “wo la la” I could believe my eyes this year, I had more money of “tons” of WORKBOOKS !
    My daughters in Form ONe has to buy all these bright coloured Exercise books from the school cooperative.. I don’t mind that but why the waste of monies having all those coloured covers !!!! Now teachers job are more easy now, the kids just have to fill their workbooks.

  91. As far as I’m concerned, this issue regarding the school’s Principal has been sorted out and settled within. I’m with hopes that this issue will not be carried on as it will not bring any benefits. As messages have turned into rumours, many are not aware of the real happenings in this school. Problem should be considered solved if the public will stop spreading rumours.

    Our newspapers is good to watch non-political events happening. Even business news is over-politicised.

  95. Just lately the Principal of the BU4 school has asked the students to ask her specific questions during the assembly. The students chosen were Chinese and the questions were written onto a piece of paper whereby the students will ask the question and she would reply.

    She replied that the “cheer team has not been scrap”, “that the Chinese drums would be allowed during Chinese New Year” plus many more questions which she has politely answered. The folloing last question was not answered.

    Why was the Chinese Teachers removed from all major repsonsibilities?

    Can somebody answer this? Dear Principal and if you are reading this, I hope that you can draw some light into this matter.
