Urgent Monday motion – no RM4.6 bil PKFZ bailout without full parliamentary accountability and prior sanction

I have given notice to the Speaker of Parliament, Tan Sri Ramli Ngah to move an urgent motion when the Dewan Rakyat reconvenes on Monday — that there should be no bail-out of the RM4.6 billion Port Klang Free Zone (PKFZ) scandal unless there is full parliamentary accountability and prior Parliamentary sanction.

In my notice, I pointed out that there have so far been no proper accountability to Parliament whether by the Transport Minister or the Finance Minister about the RM4.6 billion PKFZ scandal despite the exposes in the public domain, such as:

  • (i) Hanky-panky in the purchase of the 1,000 acres for the PKFZ, despite objections by the Finance Ministry and the Attorney-General’s Chambers;

    (ii) mismanagement resulting in the pull-out of Jebel Ali Free Trade Zone (Jafza) from the project, which could become a “white elephant”; and

    (iii) questionable cost-overruns of the PKFZ, ballooning to RM4.63 billion from the original estimate of RM1.1 billion.

  • The unlawful and unauthorized Transport Ministry issue of four “letters of support” which were used by the turnkey contractor – Kuala Dimensi Sdn Bhd (KDSB) – to raise RM4.6 billion bonds and get an AAA rating from the Malaysia Rating Corporation Bhd. for the PKFZ project.
  • Why the government and the 26 million Malaysians must now bear responsibility if there is a RM4.6 billion PKFZ bailout despite earlier assurances that the PKFZ project would be feasible, self-financing and would not involve a single ringgit of public funds.
  • Why the Prime Minister is breaching his undertaking of no bailout of mega-billion-ringgit “white elephant” projects — set to be the biggest financial scandal at the beginning of any Prime Minister.

I stressed.that Parliament and Malaysians are entitled to know why the disgraceful culture of impunity continues to be perpetuated with no one, whether the previous or past Transport Minister or both, being held responsible for the RM4.6 billion PKFZ scandal.

  1. Your urgent motion will be turned down, Kit. The reason being it is not urgent enough. Don’t expect these thieves to admit that the funds are being channelled to keep them in power.

    I’m almost certain the NST and the Star won’t even bother to report the tabling of your urgent motion.

  2. This is a major issue which involves the whole nation and it ought to be allowed for debate in parliament. It is about a suspected misappropriation of billons of ringgit of public fund. Therefore the public ought to know what happen to it and so it must be done in as a transparent a manner as possible. Once this type of item is publicly discussed the public would therefore has enough change to know what is going on with ease. After knowing what is happening to their money, the public should be allowed to decide what the most appropriate action to take is.

    If anyone try to stop discussion on items like this one, it ether that person like to see more misappropriation done in this country or that that person is directly involved in the very same scandal. In that case we can see more of this type of folly being done in this country in the future. All Malaysia should support this motion and see that the true picture is presented in an objective way to all. From there we can ensure that no such foolishness is ever going to be done again.

  3. what is the guarantee of the RM 4.6billion will not be misused? if it is such a failure project, why not sold it off for RM 1? just like the MV Agusta? Better to lost RM 1 than RM 4.6bil. Ask PKA to loan it from the bank. Why government bail out?

    Like i said, lets see how is our PM which is a BA in Islamic Studies but failed Statistic Paper to deal with such mess.

  4. Well, we need to keep harping and working on. If we give up in pointing out the right that ought to be done, very soon no one will know what is right. Wrong and right are fast becoming the same in Bolehland.

    SO, KIT, PLEASE KEEP ON. ONCE YOU OR PEOPLE WITH CONSCIENCE STOP POINTING THE RIGHT THEY WILL BULLDOZE THEIR WAY WITH OUT ANY RESISTANCE.

    If we leave this country to be exploited without resistance from any quarters, one day it will surely be in utter ruin to the point of no return. Do you know what, Godfather, the ruin will be squarely the fault of the “good” people who are around but refuse to do anything to correct the destructive trend initiated by the “bad” people.

    TO AVOID OUR OWN DESTRUCTION, LET’S DO SOMETHING. LIKE WHAT KIT IS DOING.

  5. Like what RPK did for MT, to have MT stickers on our cars. Why not we do one sticker for one failed project in Msia. See if it will cover all our windows and windscreen within 6 months.

    And oh, RTD wont tangkap la. They also allow heavily tinted windows. NO BIG DEAL.

    Although it is of public interest and will involve RM 4.6 billion of public funds, it is not urgent as the government has already said it is looking into it and will present a full report sometime in 2020. Wait for it. Please sit down.

    And monkeys will thump their tables in support of the speaker.

    The answers are obvious. Screw what the ordinary rakyats think.

    They have other important priorities at hands such as:-

    1. Negarakuku issue which is basically a racial one.
    2. How to further marginalize the Non-Malays including the true Bumiputras.
    3. How to further justify the continuance of the NEP and increase the quantum of benefits above 50%.
    4. How to reap further personal benefits from new ‘corridors’ announced recently & introduce newer ‘corridors’ elsewhere, at the expense of taxpayers’ fund & oil money.
    5. How to make the Oppositions looking bad & win the next GE by another major landslide.
    6. How to stay in power amidst internal squabbles within UMNO.

  8. AnakBaram: I don’t have any issue with Kit bringing this up in Parliament. In fact, I myself am forwarding all the relevant articles on the net to all my friends. The reality is that we are in a minority, and the thieves control the mainstream press.

    It is the following sentence of yours that gives me the chuckles:

    “All Malaysia should support this motion and see that the true picture is presented in an objective way to all. From there we can ensure that no such foolishness is ever going to be done again.”

    Such foolishness will always recur and that is why they need to control the mainstream press – so that such foolishness is kept away from the majority of the public.

  9. You get the feeling that cheating, misleading and fraud are acceptable behaviors to enrich oneself…….we are talking about billions of public funds and tax payers money wasted/misappropriated!

    Something is terribly wrong with the government and some politicians continued to play the damaging politics of race and religion to destroy the country and her ordinary people future!

  10. This is a vicious cycle….they need to do such things in order to buy the votes that keep them in power. They then co-opt the Police, the ACA, the judiciary and the mainstream press and, presto, they have a winning formula.

    It gets to the point where they have to win at all costs, because to lose would mean the opening of the cans of worms by a new regime.

  13. Everybody Muslim leader is trying to play the Muslim card for reasons best known to themselves. It has now overflow into the judiciary and GOD knows what what type of justice the highest court will dispense for a non Muslim challenging a Muslim if the majority of judges are Muslims. The verdict, your guess will be just as good as mine.

  14. Motions such as these in the parliament, which customarily is denied, do in fact strengthen the hands of the DAP. It shows DAP dare to ask all the relevant and difficult questions that concerns the entire nation. It is fulfilling it role as the opposition, and its dividend will be votes in the next election. Unlike yesteryears, the demographics of the voting population has change. The younger generation of voters are mostly internet savy and can no longer be contented or silenced so easily. The mainstream media is no longer the predominant communication available. If my guess is correct DAP website may jolly well be enjoying exponential growth in hits. Your hard work and dedication will be recognised and appreciated by the entire nation.

  15. How can you be so un-Malaysian to block the bail-out of RM4.6 billion to Port Klang Free Zone, especially during the days leading to our 50th Malaya anniversary celebration?

    By doing so, you are denying Malaysia the unique honour to be listed in the Guinness Book of World Records as the nation with the most and fastest bail-outs in the last 25 years.

    Remember, Malaysians love records and this is why Malaysians loved TDM and now they love AAB.
